The enclosed traffic generation statement, prepared by Carnahan,
Proctor and Cross, Inc. was recently received by Planning and Zoning
for the above-referenced application. Please review the enclosed
information for conformance with the County's Traffic Performance
Standards Ordinance, and provide Tim Large, Building Code
Administrator and me with your written response.

Eric, The client, within the last 10 days, closed on the property and
he closed in the name of a new limited liability company, namely,
AZB,LLC. The Lease of the property is to AutoZone, the nationally
traded auto parts company who is obviously guiding us in this
application. I will give you an official letter on this and correct the
owner, applicant and other information. Thanks.

I am confused about something. According to your master plan

However, the new site plan application indicates that the property owner

KMA Investments. It also indicates that the lIapplicantsll are Mr. Wade
Davis
and Mr. William D. Gilmor, and you {Michael Weiner} as their agent.

Public Works-General:
Comment: l. Prior to permit application contact the Public Works Department (561-
742-6200) regarding the storage and handling of refuse. (CODE, Chapter I 0).
Response: OK.
Comment: 2. The location depicted for the dumpster enclosure is not accessible for
Solid Waste pick up. Relocate enclosure to the south end of the parking area to allow
direct pickup across from the south driveway.
Resonse: The dumpster has been relocated to the south.
Public Work-Traffic:
Comment: 3. Provide a statement verifYing that the proposed use does not impact
previously established traffic concurrency.
Response: The proposed use does not impact the previously established traffic
concurrency.
Comment: 4. The proposed site depicts parking stalls at 9ft x 18 ft. Current City
standards require a minimum stall size of 9 Yo ft. x 18 1/12 ft. The applicant must meet
the new standard at the time of site plan submittal for approval.
Response: The parking stalls have been revised to the minimum stall size per code.
Comment: 5. Provide a current survey accurately depicting the adjacent outparcels and
driveway locations to allow tor evaluation of internal site traffic How.
Response: Please see the master plan for the adjacent parcel driveway locations for
internal traffic flow.
Engineering Division:
Comment: 6. Provide a generalized statement of subsurface conditions as required in
the LDR, Chapter 3. Article IV, Section 3.M.
Response: The soils on the site are described as Basinger series. These soils are
described as nearly level, poorly drained sandy soils in broad, low sloughs and

depressions. In general the sub soils are white to brown fmd sands that extend to a
depth of approximately six feet or more.
Comment: 7. Provide a copy of the Master Storm Water Management plan and the
effect of this site on the master plan as required in the LDR, Chapter 3, Article IV,
Section 3.T.
Response: A copy ofthe original master plan is attached. The proposed
development will meet the master drainage system design as approved by SFWMD.
The site will increase the dry detention area in lieu of installing exfiltration trench.
Comment: 8. Provide a minimum of one handicap accessible guest parking space.
Response: Two handicap stalls will be installed for Parcel F.
Utilities:
Comment: 9. Show all required utilities and utility easements for the proposed site,
including sanitary sewer (as required in the LDR, Chapter 3, Article IV, Section 3.0.)
Response: All utility easements are shown on the plans.
Fire:
Comment: 10. Prior to Fire Department approval of a building permit, new construction
projects must provide the results of a hydrant flow test indicating a fire flow not less
than 1500 gpm @ 20 psi above domestic use. This applies to new or existing hydrants
within the required 200 feet of the facility.
Response: OK.

Comment: None

Planning and Zoning:
Comment: 11. The master plan should be modified to show the updated information
regarding parcel "E". the Motor City Carwash project developed Parcel "E" and this
information cannot be excluded from this master plan.
Response: The master plans has been revised to include Motor City Car Wash.
Comment: 12. The Palm Beach County Traffic Division reviewed the traffic generation
statement and has the following comment: A complete traffic study needs to be prepared
and submitted to the City of Boynton Beach and palm beach County traffic Division.

The study must address all requirements of palm Beach County Traffic Performance
Standards.
Response: Auto Zone will produce far less traffic than the conceptual use of fast
food restaurant. The Auto Zone meets the traffic concurrency requirements and
should not require a new traffic study.
