The Palm Beach County Traffic Division has reviewed the traffic statement for the
previously approved project entitled; Auto-Zone @ Grove Plaza, pursuant to the Traffic
Performance Standards in Article 15 of the Palm Beach County Land Development Code.

Traffic Equivalency Analysis
Dear Mr. Atefi:
Kimley-Hom and Associates, Inc, has performed a traffic equivalency analysis for
the above-referenced site, which is located in Boynton Beach, Florida in the
southeast quadrant of the intersection of Lawrence Road and Hypoluxo Road,
Previously, the site was approved for the following land uses:
Parcel A; service station (12 [p.) + convenience store (2,940 s.f.)
- Parcel B; drive-in bank (3,800 square feet)
- Parcel C; retail (6,560 square feet)
- Parcel D: retail (9,000 square feet)
Parcel E: fast food restaurant (3,600 square feet)
- Parcel F: fast food restaurant (3,600 square feet)
The currently proposed plan of development is as follows:
Parcel A: service station (12 f.p,) + convenience store (2,940 s.f.)
- Parcel B/C: retail (16,000 square feet)
- Parcel D: retail (12,000 square feet)
- Parcel E; car wash
- Parcel F: retail (7,180 square feet)
The trip generation potential of the proposed plan of development was compared to
the current approval. This letter summarizes the result of the analysis.
Trip Generation Comparison
Trip generation for the approved and proposed development was calculated using
daily trip generation rates published by Palm Beach County and peak hour rates
published in the Institute of Transportation Engineers' (!TE) Trip Generation, Sixth
Edition.
To account for the expected capture of trips between the parcels on site, an internal
capture calculation was undertaken assuming 32% capture from the convenience
store to service station, as specified by Palm Beach County standards, and 5%

between each of the other uses on site, consistent with the original traffic study for
the site.
Table 1 summarizes the approved and proposed development trip generation. Based
on this analysis, the daily, a.m, peak hour and p.m. peak hour trip generation
potential is lower than the existing approval.
Driveway Volumes
Because the proposed trip generation potential is less than that which was previously
approved, it is not expected that any new turn lanes will be required beyond what
was originally approved for the site, Additionally, because the trip generation
potential represents a decrease from the existing approval, none of the driveways are
expected to require reclassification from the previous approval.
Conclusion
This analysis demonstrates the proposed plan of development does not result in an
increase in the daily, a.m. peak hour or p.m. peak hour trip generation potential over
that which was previously approved. Therefore, the proposed plan of development
fulfills the requirements of the Palm Beach County Traffic Performance Standards
Ordinance. In addition, the turn lane requirements and requirements for other
driveway features are expected to remain unchanged from the original approval.

The Auto Zone auto parts store has been determined to generate potential trips estimated
by utilizing the data from the Institute of Transportation Engineers publication Trip
Generation, 6th Edition (lTE Code 843 for Automobiles Parts Sales) as described below:
The proposed auto parts store is 7,180 square feet,
The Weekday trips is estimated to be 383 trips with 24 AM Peak and 38 PM Peak trips,
The distribution is 50% entering and 50% exiting for both AM and PM trip distributions.
The original traffic study for the overall Grove Plaza project was completed in 1995. The
total trips per day generated by the Grove Plaza project was 4837 new trips. Parcels E
and F were originally planned to be Restaurant generating 3, I 86 trips per day or 1593
per restaurant parcel. The Auto Zone will produce considerably less trips at 383 trips per
day or 1210 less trips, Since the Auto Zone will produce considerably less trips and
lessen the traffic impact the surrounding area as compared to the originally approved
conceptual design a new traffic study should not be required.

To Whom It May Concern:
Parcel "F" of Grove Plaza was conceptually master planned as a restaurant with a loop
road abutting the East property line, The AutoZone store site plan will not have a loop
road and will provide the required 3D-foot set back to the building to the east property
line with landscaping and sod. The AutoZone store will generate far less traffic than a
restaurant and will not produce any odor to the adjacent residential community, The
design of the Auto Zone utilizes the same entrances as master planned and the required
number of parking spaces is the same as the restaurant design. The site plan meets all the
required set backs and design requirements of the Grove Plaza master site plan, The
AutoZone store will provide a better transition from the Grove Plaza commercial
development to the residential development to the East.

Dear Mr. Atefi:
Kimley-Hom and Associates, Inc. has performed a traffic equivalency analysis for
the above-referenced site, which is located in Boynton Beach, Florida in the
southeast quadrant of the intersection of Lawrence Road and Hypoluxo Road.
Previously, the site was approved for the following land uses:
Parcel A: service station (12 fp.) + convenience store (2,940 s.O
Parcel B: drive-in bank (3,800 square feet)
Parcel C: retail (6,560 square feet)
Parcel D: retail (9,000 square feet)
Parcel E: fast food restaurant (3,600 square feet)
Parcel F: fast food restaurant (3,600 square feet)
The currently proposed plan of development is as follows:
Parcel A: service station (12 fp.) + convenience store (2,940 s.O
Parcel B/C: retail (16,000 square feet)
Parcel D: retail (12,000 square feet)
Parcel E: car wash
Parcel F: retail (7,180 square feet)
The trip generation potential of the proposed plan of development was compared to
the current approvaL This letter summarizes the result of the analysis.
Trip Generation Comparison
Trip generation for the approved and proposed development was calculated using
daily trip generation rates published by Palm Beach County and peak hour rates
published in the Institute of Transportation Engineers' (ITE) Trip Generation, Sixth
Edition.
To account for the expected capture of trips between the parcels on site, an internal
capture calculation was undertaken assuming 32% capture from the convenience
store to service station, as specified by Palm Beach County standards, and 5%

Table 1 summarizes the approved and proposed development trip generation. Based
on this analysis, the daily, a,m, peak hour and p.m. peak hour trip generation
potential is lower than the existing approval.
Driveway Volumes
Because the proposed trip generation potential is less than that which was previously
approved, it is not expected that any new turn lanes will be required beyond what
was originally approved for the site. Additionally, because the trip generation
potential represents a decrease from the existing approval, none of the driveways are
expected to require reclassification from the previous approval.
Conclusion
This analysis demonstrates the proposed plan of development does not result in an
increase in the daily, a.m. peak hour or p.m. peak hour trip generation potential over
that which was previously approved. Therefore, the proposed plan of development
fulfills the requirements of the Palm Beach County Traffic Performance Standards
Ordinance. In addition, the turn lane requirements and requirements for other
driveway features are expected to remain unchanged from the original approval.
