designation, zoned Planned Unit Development (PUD); and
West: Tract "G", which is a Drainage, Utility, and Ingress / Egress easement for Grove
Plaza, then farther west is Motor City Carwash on Parcel "E" with a Local Retail
Commercial (LRC) land use designation, zoned Community Commercial (C-3).
BACKGROUND
Proposal:
The applicant is proposing to construct a 7,180 square foot auto supply store on a
1. 12-acre parcel. Parcel "F" on the master plan was originally approved for a 3,600
square foot restaurant. Approval of this project is contingent upon the approval of
the accompanying request for master plan modification (MPMD 03-003) of the
Grove Plaza master plan (see Exhibit "C" - Conditions of Approval). According to
public records, AZB LLC purchased the property in December 2003. According to
the applicant, within the last 10 days of this staff report, KMA Investment
Properties, LLC assigned its contract to AZB, LLC. Evidently, KMA Investment
Properties, LLC assigned its interest in a ground lease to AZB, LLC as landlord. The
tenant of the ground lease is AutoZone, Incorporated. An auto supply store is a
permitted use in the C-3 zoning district. The construction of the one (l)-story
building, parking lot, and all other site improvements would occur within one (1)
phase.
Site Characteristic: The subject property (property "F'') is one (1) of six lots of the Grove Plaza
Subdivision master plan. The survey shows an existing billboard located at the
northeast corner of the site. This billboard would be removed as a result of this
development (see Exhibit "C" - Conditions of Approval). A 20-foot wide landscape
easement runs in an east-west direction along the south property line. A 10-foot
wide landscape buffer runs along the eastern property line and an eight (8) foot
wide landscape runs along the west property line. The survey shows that the
L.W.D.D. canal easement is 34 feet wide and located along the north property line.
No unique or endangered habitat, migratory bird rookeries, wading bird habitat or
colonial bird nesting / roosting areas are located on the subject site. Also, no
wetlands or other surface waters are located on this parcel.
ANALYSIS
Concurrency:
Traffic: A traffic statement for this project was submitted and sent to the Palm Beach
County Traffic Division for their review and approval. At this time, the project is still
under review and staff has not received confirmation from the Traffic Division that
it meets the Traffic Performance Standards of Palm Beach County. No bUilding
permits would be issued until staff receives this confirmation from the County (see
Exhibit "C" - Conditions of Approval).
Drainage: Conceptual drainage information was provided for the City's review. The City's
concurrency ordinance requires drainage certification at time of site plan approval.

The Engineering Division is recommending that the review of specific drainage
solutions be deferred until time of permit review, when more complete engineering
documents are required (see Exhibit "C" - Conditions of Approval). The on-site
drainage system shall be accomplished via a combination of green swales,
exfiltration trenches, and dry retention. The drainage design shall conform to the
requirements of the City of Boynton Beach, South Florida Water Management
District, and the Lake Worth Drainage District (LWDD).
School: School concurrency is not required for this type of project.
Driveways: Tract "G" is the common area which accommodates the access drives, drainage,
buffer wall, and landscaping for the Grove Plaza commercial/retail development.
Tract "G" allows for vehicular ingress / egress to the subject site from Hypoluxo
Road. The project proposes two (2) driveway openings from the subject property
to Tract "G". These two (2) driveway openings would allow for both vehicular
ingress and egress. Both would occur along the subject parcel's west property line.
The project would share and utilize Tract "G" with the other parcels. Although not
dimensioned, the driveway opening onto Tract "G" would be at least 30 feet in
width.
Parking Facility: Retail uses require one (1) parking space per 200 square feet of gross floor area.
Therefore, a 7,180 square foot auto supply store requires 36 parking spaces. The
site plan (sheet SP 1 of 1) shows that 38 parking spaces are proposed, or an excess
of two (2) spaces. The site plan also shows that 90-degree parking spaces would
be dimensioned nine and one-half (9V2) feet wide by 18'/2 feet in length. The 90-
degree handicap space would be 12 feet in width with five (5) feet of striping by 20
feet in length. Parking areas would occur along the north and west sides of the
building. As proposed, the vehicular back-up distance is 24 feet in width. The
applicant has agreed to increase the width of the back-up distance to 25 feet. The
detail shown on sheet PD2 of 2 would have to be revised at the time of permitting
(see Exhibit "C" - Conditions of Approval). The parking lot lighting is shown on the
photometric plan (sheet PH1 of 1). The proposed outdoor freestanding lighting
structures would have to adhere to the design guidelines of the Grove Plaza Master
Plan (see Exhibit "C" - Conditions of Approval). For example, the height of the light
pole structures could not exceed 17 feet. According to the photometric plan, the
proposed lighting levels near the south and east sides of the property would be
minimal. It should have no adverse affect on the neighboring residential properties
Landscaping: The proposed pervious area of the parcel equals 21,163 square feet or 43% of the
total site. The landscape plan (sheet L-1) indicates that 1,035 of the 1,635
proposed plants would be native. The native requirement has been met for the
shade trees, palm trees, shrubs, and accent plants.
Consistent with the Grove Plaza Master Plan, the width of the north (front)
landscape buffer along Hypoluxo Road would be 15 feet - six (6) inches in width
and contain Live Oak trees, a row of Redtip Cocoplum hedges, and clusters of
Dwarf Allamanda, Dune Sunflower, and Aztec Grass. The west (side) landscape
buffer would be 10 feet - six (6) inches in width and contain Live Oak trees, a row

of Redtip Cocoplum hedges, and clusters of Dwarf Allamanda, Dune Sunflower,
Aztec Grass, Hawaiian Ti Plant, and Variegated Shefflera. The width of the south
(rear) landscape buffer would be 20 feet in width. It would contain the existing
plant material as well as new Live Oak trees, two (2) Queen palm trees, Redtip
Cocoplum hedges, and Variegated Liriope. Finally, the width of the east (side)
landscape buffer varies but would be at least nine (9) feet wide at it narrowest
point and over 50 feet wide at its widest point. This buffer would contain the same
landscape material as proposed within the other buffers (Live Oak trees, Redtip
Cocoplum hedges, and Variegated Liriope). A cross-section (shown ()n sheet L-2)
illustrates that the parking areas proposed north of the building would be screened
with a berm and hedge material. The installation and creation of the berm would
be overseen by the City Forester / Environmentalist. Again, the berm and hedge
material would screen the parking areas (proposed west of the building) from the
Grove Plaza Service Road (also known as Tract "G" on the Master Plan).
Building and Site: The maximum height allowed for new buildings in the C-3 zoning district is 45 feet
/4 stories. The proposed building is designed as a one (l)-story structure. The
top of the parapet wall would be 21 feet in height. The top of the highest parapet
wall would be 23 feet in height. As recommended by staff, the building is oriented
in such a way as to be parallel with the front (north) property line rather than the
east property line, which is at a slight angle from the master plan's other three (3)
property lines. The required front setback in the C-3 zoning district is 20 feet; the
building would be setback over 80 feet. The required side setback in the C-3
district, when abutting residential property, is 30 feet. The project meets this
requirement because the building would be setback 30 feet - six (6) inches from
the east property line and over 60 feet from the west property line. The building
would be over 90 feet from the south (rear) property line. The survey shows an
existing wall runs along the southern property line. A new buffer wall would be
required along the east property line because the abutting properties to the east
are zoned residential. No detail of the buffer wall has been provided, therefore,
staff recommends it be constructed of the same type of material and be identical in
appearance / color(s) of the existing buffer wall (see Exhibit "C" - Conditions of
Approval). The site plan shows that the dumpster enclosure is proposed at the
southern portion of the lot. It shall be landscaped on three (3) sides (see Exhibit
"C" - Conditions of Approval). The Engineering Division of Public Works has
approved its location and angle with respect to the facilitation of trash removal.
The loading zone is proposed along the west side of the building. The proposed
buildings and site design would generally meet code requirements when staff
comments are incorporated into the permit drawings.
Design: The project was reviewed in part, according to the standards as identified in the
Grove Plaza Design Guidelines (1998). The proposed design is compatible with the
surrounding built environment and would generally enhance the overall appearance
of the commercial plaza. The principle building and trim colors (earth tones) are
consistent with the colors of the Grove Plaza Design Guidelines (1998). The
exterior of the lower portion of the wall area would be painted dark brown
(Sherwin Williams - Cattail Brown #2181). The body of the wall area, which
contains the greatest portion of mass, would be painted light tan (Sherwin Williams

- Natural Tan #2431). Finally, the score lines and the pre-finished cornice
proposed at top of the parapet walls would be light brown (Sherwin Williams - Oak
Creek #2176). These colors would be compatible with Motor City Carwash's colors
(tan, dark brown, and cream). The accent squares would be made with 12-inch by
12-inch red ceramic tiles. The elevations (sheet PS-2) indicate that the north and
west facades would have pre-finished aluminum coping painted brown to match
the cornice. However, this is not shown on the colored rendering. The Grove Plaza
Master Plan Design Guidelines recommend roof styles to be S-tile or barrel tile
roofs. The elevations show that the roof would be flat, similar to the design of the
adjacent Motor City Car Wash project. Therefore, to further promote the objective
of the design guidelines, staff recommends incorporating many of the same accent
features from the Motor City Car Wash building onto the proposed AutoZone
building. These accent features would include but not be limited to the following:
continuing the masonry split face block work (proposed on the lower portion of the
building) into the design of the building's faux columns as high in elevation as to
the proposed the score line (l-inch exterior insulated finish system projection) and
installing awnings over the windows on the north fa<;ade. The awnings should be
similar if not identical to the car wash's awnings (see Exhibit "C" - Conditions of
Approval). The overhead bay door is proposed on the west fa<;ade. It would not
be visible from Hypoluxo Road.
Signage:
The maximum allowable sign area is based on the linear frontage of the front
fa<;ade (facing Hypoluxo Road). The elevations (sheet PS-2) show that two (2)
walls signs are proposed. One sign would be on the north fa<;ade, the other on the
west fa<;ade. Each side would contain 36-inch red letters and be 50 square feet in
area for a total of 100 square feet.
The site plan (sheet SP1 of 1) shows that a freestanding monument sign is
proposed at the northwest corner of the property. It would be setback 10 feet
from the north property line and 20 feet from the west property line. The Grove
Plaza Master Plan Design Guidelines restrict the sign to a maximum area and height
of 60 square feet and eight (8) feet - six (6) inches respectively (see Exhibit "D'').
The base colors must be white or off-white. The detail of the proposed monument
sign (sheet SN-2) shows that the structure would be eight (8) feet - four (4)
inches in height and 10 feet in width. Staff strongly recommends that the project
signage comply with all Design Guideline restrictions (see Exhibit "C" - Conditions
of Approval).
RECOMMENDATION:
The Technical Review Committee (TRC) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon successfully satisfying all comments indicated in Exhibit "C" -
Conditions of Approval. Any additional conditions recommended by the Board or City Commission shall be
documented accordingly in the Conditions of Approval.

Response: OK.
Comment: 2. The location depicted for the dumpster enclosure is not accessible for
Solid Waste pick up, Relocate enclosure to the south end of the parking area to allow
direct pickup across from the south driveway.
Response: The dumpster has been relocated to the southern end of the parking lot
to align with the entrance to the site.
Comment: 3, Indicate by note that the site dumpster enclosure shall be constructed in
accordance with City Standard Drawing G-4. Provide dimensions on the provided
Dumpster Layout detail.
Response: The notes and dimensions have been added to the site pIan.
Comment: 4. The minimum dumpster pad measurement is 10 feet x 10 feet. (inside
dimension including gates). (LDR, Chapter 7.5, Article II, Section 5.1 and Article Ill,
section 9.A.9a.)
Response: The dumpster provided is I2'x19' which exceeds code requirements.
Comment: 5, The required gates for the dumpster shall contain long steel rods to drop
into the pavement in order to secure the gates in the open and closed positions.

Comment: 6. Provide a minimum turning radius of 60 feet to approach the dumpster.

Comment: 8. On the Site and Civil plans, show and identifY all necessary traffic control
devices such as stop bars, stop signs, double yellow lane separators striping, directional
arrows and "Do Not Enter" signage. etc. Delineate and stripe the "Loading Area" (where
applicable-LDR, Chapter 2, Section 11.J); include a pavement message in yellow
indicating "No Parking-Loading Zone". See City Standard Drawings "K" Series for
striping details.
Response: The pavement marking and signage is located on both the site plan and
engineering plans.
Comment: 9. Provide a current survey accurately depicting the adjacent outparcels and
driveway locations to allow for evaluation of internal site traffic flow.
Response: Please see the site plan for internal traffic flow. The car wash facility
was added to the site plan for reference purposes.
Engineering Division:
Comment: 10. Add a general note to the Site Plan that all plans submitted for specific
permits shall meet the City's Code requirements at time of application. These permits
include, but are not limited to, the following: paving. drainage, curbing, site lighting,
landscaping and irrigation. Permits required from other permitting agencies such as
Florida Department of Transportation (FDOT), South Florida Water Management District
(SFWMD), Lake Worth Drainage District (L WDD), Florida Department of Enviromental
Protection (FDEP). Palm Beach County Engineering Department (PBCED), Palm Beach
County Department of Environmental Resource Management (PBCDERM) and any
others, shall be included with the permit request.
Response: The note was added to the plans.

Utilities:
Comment: 22. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in the LDR, Chapter 6, Article IV, Section 16, or
the requirement imposed by insurance underwriters, whichever is greater (CODE, Section
26-16(b)).
Response: Fire flow caleuIations were submitted for the entire Grove Plaza site at
time of construction. Weare in the process of conducting new fire flow cales for
Parcel F.
Comment: 23, The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request tor the Department's signature on the Health
Department application forms or within 30 days of site plan approval, whichever occurs
first. This fee will be determined based upon final meter size, or expected demand.
Response: OK.
Comment: 24. Comprehensive Plan Policy 3,C,3.4. requires the conservation of potable
water. As other sources are readily available City water shall not be allowed for
irrigation.
Response: OK.
Comment: 25. Show all proposed easements on the engineering drawings, using a
minimum width of 12 feet. The easements shall be dedicated via separate instrument to
the City as stated in CODE Sec. 26-33(a).
Response: There is an existing water main and fire hydrant on-site. The water
meter will be located next to the existing fire hydrant within the existing easement.
No proposed easements are required for this parcel.
Comment: 26. This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to the City Utilities
Department before the first permanent meter is set. Note the setting of a permanent water
meter is a prerequisite to obtaining the Certificate of Occupancy.
Response: OK.
Comment: 27. A building permit for this project shall not be issued until this
Department has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15,

Comment: 28. Correct existing water main call out to reflect the correct diameter of 12
inches.
Response: The pIans have been revised.
Comment: 29. The fire hydrant on the north side of the building is called out as existing
yet is not shown within a utility easement. Please show an appropriate easement for the
hydrant.
Response: The easement has been added to the plans.
Comment: 30. Bring water service off the 8 inch fire hydrant main instead of the 12
inch main. The water meter may be placed in the same landscape island as the fire
hydrant.
Response: We relocated the proposed meter as requested.
Comment: 31, Utility construction details will not be reviewed for construction
acceptability at this time. All utility construction details shall be in accordance with the
Utilities Department's "Utilities Engineering Design Handbook and Construction
Standards" manual (including any updates); they will be reviewed at the time of
construction permit application.

Fire:
Comment: 32, Prior to Fire Department approval of a building permit, new construction
projects must provide the results of a hydrant flow test indicating a fire flow not less than
1500gpm @20 psi above domestic use. This applies to new or existing hydrants within
the required 200 feet of the facility.
Response: We are in the process of conducting a flow test at this time. We will
forward a copy to your office when completed.
Police:
Comment: None
Building Division:
Comment: 33. Indicate within the site data the type of construction of the building as
defined in 2001 FBC, Chapter 6.
Response: The data table has been revised to show the type of construction of Type
IV unprotected.
Comment: 34. Indicate within the site data the occupancy type of the building as
defined in 2001 FBC, Chapter 3.
Response: Group M has been added to the site plan data table.
Comment: 35. The height and area for building or structures of the different types of
construction shall be governed by the intended use or occupancy of the building, and
shall not exceed the limits set forth in table 500 of the 2001 FBC.
Response: The height limits are shown on the site plan.
Comment: 36, Place a note on the elevation view drawings indicating that the exterior
wall openings and exterior wall construction comply with 2001 FBC, Table 600. Submit
calculations that clearly reflect the percentage of protected and unprotected wall openings
permitted per 2001 FBC, Table 600.

submitted at time of permit.
Comment: 37. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph, Wind forces on every building or structures shall be
determined by the provisions ofASCE 7, Chapter 6, and the provisions 01'2001 FBC,
Section 1606 (Wind Loads). Calculations that are signed and sealed by a design
professional registered in the state of Florida shall be submitted for review at the time of
permit application,
Response: Calculations will be submitted at the time of permit.
Comment: 38, Every building and structure shall be of sufficient strength to support the
loads and forces encountered per the 200 I FBC, Section 1601.2.1 and Table 1604,1,
Indicate the live load (pst) on the plans for the building design.
Response: A table has been added to sheet PS-l and PS-2.
Comment: 39. Add to all plan view drawings of the site a labeled symbol that
represents the location and perimeter of the limits of construction proposed with the
subject request.
Response: The limits of construction is the property line.
Comment: 40. At time of permit review, submit signed and sealed working drawings of
the proposed construction.

Comment: 41. On the site plan and floor plan, indicate the number of stories that are in
the building.
Response: The building will be one story as noted on the plans.
Comment: 42. Add a labeled symbol to the site plan drawing that represents and
delineates the path of travel for the accessible route that is required between the
accessible parking spaces and the accessible entrance doors to the building. The installed
symbol, required along the path, shall start at the accessible parking spaces and terminate
at the accessible entrance doors to the building. The symbol shall represent the location
of the path of travel, not the location of the detectable warning or other pavement
markings. The location of the accessible path shall not compel the user to travel in a
drive/lane area that is located behind parked vehicles, Identify on the plan the width of
the accessible route. (Note: The minimum clear width of an accessible route shall be 36
inches. except at curb ramps that are part of a required means of egress shall not be less
than 44 inches). Add text to the drawing that could indicate that the symbol represents
the accessible route and the route is designed in compliance with 2001 FBC, Section 11-

4.3. (Accessible Route) and 11-4.6 (Parking and Passenger Loading Zones). Please note
that at time of permit review. the applicant shall provide detailed documentation on the
plans that will verifY that the accessible route is in compliance with the regulations
specified in the 2001 FBC. This documentation shall include, but not limited to,
providing finish grade elevations along the path of travel.

Comment: 43. Add to the submittal a partial elevation view drawing of the proposed
perimeter wall, IdentifY the type of wall material and the type of material that supports
the wall, including the typical distance between supports. Also, provide a typical section
view drawing of the wall that includes the depth that the wall supports are below finish
grade and the height that the wall is above finish grade. The location and height of the
wall shall comply with the wall regulations specified in the Zoning Code.

Comment: 70. On the site plan, provide a label indicating the number of parking spaces
for each row.
Response: OK.
Comment: 71. For new construction where a commercial district abuts a residential
district, a solid, stucco masonary wall painted on both sides at least six(6) feet in height
shall be located within the required side yard. It shall be setback two (2) feet from
adjoining property lines. Construction of said masonary wall shall be completed prior to
the issuance of the certificate of occupancy (Chapter 2, Section 4.L). Staff recommends
that the applicant work with the abutting property owner(s) (to the east) to raze the
existing wall (on the abutting property) in order to construct a new wall in its place on the
subject property. One wall as apposed to two (2) walls would be more keeping with
C.P.T.E.D. principles.
Response: A proposed 6' wall has been added to the plans. The wall will connect to
the existing wall aIong the south property line and extend North to the existing
water main easement.
Comment: 72. The Palm Beach County Traffic Division reviewed the traffic
generation statement and has the following comment: A complete traffic study needs to
be prepared and submitted to the City of Boynton Beach and Palm Beach County Traffic
Division, The study must address all requirements of the Palm Beach County Traffic
Performance Standards ( Chapter 4. Section 8.F.).
Response: The proposed Autozone will produce far less traffic than the conceptuaI
design of a fast food restaurant. An updated traffic study is not needed since the
proposed deveIopment meets the traffic concurrency earlier approved.
Comment: 73, A drainage statement is required prior to the Technical Review
Committee meeting ( Chapter 4, Section 7.F.2.). The drainage statement is subject to
review by the Engineering Division of Public Works.
Response: A drainage statement was submitted with the first submittal. Drainage
calculations will be submitted at time of permitting. The site is within the Grove
Plaza master drainage system and meets the criteria. The site has been designed to
accommodate the master drainage system criteria by enIarging the dry detention
area in lieu of installing exfiItration trench.
Comment: 74. On the landscape plan (sheet L-I), ensure that the plant quantities match
between the tabular data and the graphic illustration.
Response: OK.
Comment: 75. The landscape plan (sheet L-I) plant list must identify and quantify
the"LC" and "LV" plants, including their specitications.
Response: OK.
Comment: 76. A note on the landscape plan (sheet L-I) indicates that unobstructed
cross visibility shall be maintained at a level of two and one-half (2 Y2 ) and six (6) feet
above the pavement. The Engineering Division now requires cross visibility of up to
eight (8) feet in height.
Response: A note has been added to the pIans.
Comment: 77. The total number of trees shall not be less than one (1) tree per 10
parking spaces (Chapter 7.5, Article II, Section 5,0). Staff recommends installing an
interior-parking island in the new outdoor parking areas where there would be more than
10 parking spaces in a row (without an island).
Response: An additional landscape isIand has been added to the site plan.
Comment: 78. Foundation landscaping (along the sides of a building) shall be placed in
a strip ofland not less than five(5) feet in width and shall include a continuous shrub,

Montgomery, or Macarthur) along the north and west sides of the building within the
foundation landscaping strip (Chapter 7.5, Article II, Section 5,M.). Staff recommends

Comment: 79, The landscape buffer along Hypoluxo Road ( front landscape buffer)
shall contain a combination of colorful groundcover plants and a minimum of two (2)
colorful shrub species planted in a continuous row or in clusters spaced no greater than
20 feet apart beginning at the project entrance (Chapter 7,5, Article II, Section 5,D.). The
focus of this landscape material will be to create an aesthetically pleasing buffer from
Hypoluxo Road.
Response: The Iandscape pIans have been designed to create a aesthetically pIeasing
buffer to Hypoluxo Road.
Comment: 80. Sheet PD-2 indicates that a berm will be provided along the north
property line but is not depicted as such on the landscape plan (sheet L-I). The front
(north) landscape buffer should have a berm(consistent with the Grove Plaza Master Plan
Guidelines). The City Forester/ Environmentalist will review and oversee the installation
and dimensions of the earthen berm. The plant material proposed within the front
landscape buffer should be installed both on top and on the street side of the berm.
Response: We added a berm as requested.
Comment: 81. The proposed freestanding outdoor lighting fixtures shall be consistent
with the Lighting Design Guidelines as outlined in the Grove Plaza Master Plan (see
attached),
Response: The pole and fixture has been modify to match the Grove Plaza Master
Plan.
Comment: 82. Include a color rendering of all elevations prior to the technical Review
Committee meeting (Chapter 4, Section 7,D.2.) Include color swatches. The proposed
building colors must be consistent with the allowable colors outlined in the Grove Plaza
Design Guidelines.
Response: The above referenced items are enclosed.
Comment: 83. Equipment placed on the walls of the buildings shall be painted to
match the building color (Chapter 9, Section 10.C.4.). Place a note on the site plan
indicating this requirement. The scuppers/downspouts should be encased to mimic
columns on the front of building,
Response: The equipment is already painted to match the building. The Motor city
car wash was approved with scuppers/downspouts and we will match the car wash.
Comment: 84. All project signage is subject to review and approval of the Planning &
Development Board. On the elevations, indicate the cumulative area of all proposed wall
signage to ensure that it complies with Chapter 21. Article 4, Section C. of the Land
Development Regulations
Response: The wall signage will comply with LDR. Square footage can be found on
sheet PS-2.
Comment: 85, The detail of the outdoor freestanding monument sign does not indicate
the proposed sign area, This is required in order to determine its compliance with the
Design Guidelines of the Grove Plaza Master Plan (see attached). The base of the
monument sign shall be enhanced with colorful groundcover plants and a minimum of
two (2) shrub species (Chapter 7.5, Article II, Section 5,0.).
Response: We revised sheet SN-2 to be in compliance with the Grove Plaza guild
lines. See landscape drawings for landscape details.
Comments: 86. Staff recommends incorporating more of the "12-inch by 12-inch
glazed ceramic accent features" (as depicted by note #19 on the elevations sheet PS-2)
into the design of the building facades that are absent of windows and doors.
Response: We incorporated more of the accent features as shown on sheet PS-2.
Comment: 87, Staff recommends increasing the size of the numbers indicating the
property address (depicted as note # 15) proposed on the north wall elevation
(sheet PS-2),
Response: We increased the numbers to 12" as shown on sheet PS-2
Comment: 88, Staff recommends "lining up" or orienting the proposed building so
that it is parallel to the north property line rather than parallel to the east property line.
Response: We changed the building as requested.
Comment: 89: Since there is no lading zone proposed, staff recommended relocating the
proposed overhead door to the south building facade rather than the west building fayade.
It is likely that the Engineering Division would request a new or modified location for the
dumpster enclosure. This could result in an opportunity to re-evaluate the site design to
possibly relocated the overhead door so that it won't be visible from the west side. Note
#7 of the elevations (sheet PS-2) indicates that the door won't be painted, What color
would the overhead door be?
Response: A loading zone has been added to the plans at the overhead doors. The
dumpster has been moved to the south. The door will be painted to match the
building as indicated on sheet PS-2.
Comment: 90. A note on the Grove Plaza Master Plan indicates that buildings shall
have barrel title roofs but the proposed building contains no architectural features with
barrel tiles. Please explain..
Response: The car wash was approved without the barreI tile roofs. We want to
match the car wash design.

Parcel "F" of Grove Plaza was conceptually master planned as a restaurant with a loop
road abutting the East property line, The AutoZone store site plan will not have a loop
road and will provide the required 3D-toot set back to the building to the east property
line with landscaping and sod. The AutoZone store will generate far less traffic than a
restaurant and will not produce any odor to the adjacent residential community. The
design of the Auto Zone utilizes the same entrances as master planned and the required
number of parking spaces is the same as the restaurant design, The site plan meets all the
required set backs and design requirements of the Grove Plaza master site plan. The
AutoZone store will provide a better transition from the Grove Plaza commercial
development to the residential development to the East.

Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LDR) referenced,
PUBLIC WORKS - GENERAL
1, Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse.
2, The location depicted for the dumpster enclosure is not accessible for Solid Waste pick up. Relocate
enclosure to the south end of the parking area to allow direct pickup across from the south driveway.
3. Indicate by note that the site dumpster enclosure shall be constructed in accordance with City
Standard Drawing G-4, Provide dimensions on the provided Dumpster Layout detail.
4, The minimum dumpster pad measurement is 10 ft, x 10 ft. (inside dimension including gates), (LOR,
Chapter 7.5, Article II, Section 5,J. and Article III, section 9A9.a,)
5, The required gates for the dumpster shall contain long steel rods to drop into the pavement in order
to secure the gates in the open and closed positions. Drilled holes (for concrete) or metal sleeves
(for asphalt) shall be provided for the locking rods.
6, Provide a minimum turning radius of 60 ft, to approach the dumpster. Provide a minimum backing
clearance of 60 ft. (measured from the front edge of the dumpster pad,) (LDR, Chapter 2, Section
11,J,2.b.)

7, Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.

8. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc,
Delineate and stripe the "Loading Area" (where applicable - LDR, Chapter 2, Section 11,J); include a
pavement message in yellow indicating "No Parking - Loading Zone", See City Standard Drawings
"K" Series for striping details.
9. Provide a current survey accurately depicting the adjacent outparcels and driveway locations to allow
for evaluation of internal site traffic flow,

10. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application, These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FOOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
11. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
12. Please note that changes or revisions to these plans may generate additional comments,
Acceptance of these plans during the TRC process does not ensure that additional comments may
not be generated by the Commission and at permit review.
13, Show zoning and land use on Site Characteristics Map (Survey) (LDR, Chapter 4, Section 7.A.)
14. Show all existing utilities and easements on Site Development plan (LDR, Chapter 4, Section 7,A.3).
15, If possible please provide photometrics as part of your TRC plan submittals - it is much easier to
identify and correct any deficiencies now than while you are waiting on a permit!
16, Show sight triangles on the Landscape plans using a 25 ft, sight triangle (LDR, Chapter 7.5, Article II,
Section 5,H.)
17, Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 8' above the pavement (LDR, Chapter 7,5, Article II,
Section 5,H.),
18. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting,
19. Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article
IV. Section 5.A.2.g),

20, Specify storm sewer diameters, inlets types, etc, on drainage plan, Indicate grate, rim and invert
elevations for all structures, Indicate grade of storm sewer segments, Indicate material specifications
for storm sewer.
21. Paving, Drainage and site details will not be reviewed for construction acceptability at this time, All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application.
UTILITIES
22. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g,p,m, as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (CODE, Section 26-16(b)).
23. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
24, Comprehensive Plan Policy 3,C.3.4. requires the conservation of potable water. As other sources
are readily available City water shall not be allowed for irrigation.
25, Show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in CODE Sec, 26-33(a),
26, This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
27, A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15,
28, Correct existing water main call out to reflect the correct diameter of 12 inches.
29, The fire hydrant on the north side of the building is called out as existing yet is not shown within a
utility easement. Please show an appropriate easement for the hydrant.
30, Bring water service off the 8 inch fire hydrant main instead of the 12 inch main. The water meter may
be placed in the same landscape island as the fire hydrant.
31. Utility construction details will not be reviewed for construction acceptability at this time, All utility
construction details shall be in accordance with the Utilities Department's "Utilities Engineering
Design Handbook and Construction Standards" manual (including any updates); they will be
reviewed at the time of construction permit application.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
working drawings submitted for permits.

1 Indicate within the site data the type of construction of the building as defined in 2001
FBC, Chapter 6,
2 Indicate within the site data the occupancy type of the building as defined in 2001 FBC,
Chapter 3.
3 The height and area for buildings or structures of the different types of construction shall
be governed by the intended use or occupancy of the building, and shall not exceed the
limits set forth in Table 500 of the 2001 FBC.
4 Place a note on the elevation view drawings indicating that the exterior wall openings and
exterior wall construction comply with 2001 FBC, Table 600. Submit calculations that
clearly reflect the percentage of protected and unprotected wall openings permitted per
2001 FBC, Table 600.
5 Buildings, structures and parts thereof shall be designed to withstand the minimum wind
loads of 140 mph. Wind forces on every building or structure shall be determined by the
provisions of ASCE 7, Chapter 6, and the provisions of 2001 FBC, Section 1606 (Wind
Loads), Calculations that are signed and sealed by a design professional registered in the
state of Florida shall be submitted for review at the time of permit application.
6 Every building and structure shall be of sufficient strength to support the loads and forces
encountered per the 2001 FBC, Section 1601.2.1 and Table 1604.1, Indicate the live load
(pst) on the plans for the building design.
7 Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.

8 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
9 On the site plan and floor plan, indicate the number of stories that are in the building.
10 Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking spaces and
the accessible entrance door/s to the building. The installed symbol, required along the
path, shall start at the accessible parking spaces and terminate at the accessible
entrance doors to the building, The symbol shall represent the location of the path of
travel, not the location of the detectable warning or other pavement markings. The
location of the accessible path shall not compel the user to travel in a drivellane area that
is located behind parked vehicles. Identify on the plan the width of the accessible route,
(Note: The minimum clear width of an accessible route shall be 36 inches, except at curb
ramps that are part of a required means of egress shall not be less than 44 inches). Add
text to the drawing that would indicate that the symbol represents the accessible route
and the route is designed in compliance with 2001 FBC, Section 11-4,3. (Accessible
Route) and 11-4.6 (Parking and Passenger Loading Zones). Please note that at time of
permit review, the applicant shall provide detailed documentation on the plans that will
verify that the accessible route is in compliance with the regulations specified in the 2001
FBC. This documentation shall include, but not be limited to, providing finish grade
elevations along the path of travel.
11 Add to the submittal a partial elevation view drawing of the proposed perimeter wall.
Identify the type of wall material and the type of material that supports the wall, including
the typical distance between supports. Also, provide a typical section view drawing of the
wall that includes the depth that the wall supports are below finish grade and the height
that the wall is above finish grade. The location and height of the wall shall comply with
the wall regulations specified in the Zoning Code.
12 On the drawing titled site plan, identify and label the symbol that represents the property
line.
13 As required by the CBBCO, Part III titled "Land Development Regulations", submit a site
plan that clearly depicts the setback dimensions from each property line to the leading
edge of the building/s. The leading edge of the building/s begins at the closest point of the
overhang or canopy to the property line. In addition, show the distance between all the
buildings on all sides,
14 Indicate on the floor plan drawing within the footprint of the building the primary use of the
building. If the building is an expansion of an existing building, indicate with the footprint
of the new and existing building the primary use of the building,
15 CBBCPP 3.C,3.4 requires the conservation of potable water. City water may not,
therefore, be used for landscape irrigation where other sources are readily available.
16 A water-use permit from SFWMD is required for an irrigation system that utilizes water
from a well or body of water as its source. A copy of the permit shall be submitted at the
time of permit application, F.S, 373.216.

17 If capital facility fees (water and sewer) are paid in advance to the City of Boynton Beach
Utilities Department, the following information shall be provided at the time of building
permit application:
a) The full name of the project as it appears on the Development Order and the
Commission-approved site plan.
b) The total amount paid and itemized into how much is for water and how much is for
sewer.
(CBBCO, Chapter 26, Article II, Sections 26-34)
18 Add a general note to the site plan that all plans submitted for permitting shall meet the
City's codes and the applicable building codes in effect at the time of permit application,
19 Pursuant to approval by the City Commission and all other outside agencies, the plans for
this project must be submitted to the Building Division for review at the time of permit
application submittal. The plans must incorporate all the conditions of approval as listed in
the development order and approved by the City Commission.
20 Sheet SP1 - Light pole shall be designed to withstand 140 mph wind load per 2001 FBC,
chapter 1606,
21 Indicate depth of concrete base below ground for light pole. BBA to the 2001 FBC,

The survey shows an existing billboard is located at the northeast corner ofthe property. Will it
be removed as a result of this development?
The site plan tabular data should indicate the required and provided building setbacks, The
required setbacks of the C-3 zoning district are as follows: front- 20 feet; side- 0 / 15 feet; and
rear- 20 feet.
The site plan tabular data "area calculations" are incomplete in that they add up to 49,222 square
feet rather than 51,310 square feet. Please clarify the unidentified 2,088 square feet.
Provide a detail of a typical parallel and 90 degree parking stall, The size of the parking stalls
and drive aisles are subject to the Engineering Division of Public Works' review and approval.
ClarifY Note #4 on the elevation (sheet PS-2), Include or exclude?
The location and angle of the trash enclosure is subject to Public Works' review and approval. In
any case, provide accent shrubs along the screen wall (Chapter 7.5, Article II, Section 5,J.).
On the site plan, provide a label indicating the number of parking spaces for each row.
For new construction where a commercial district abuts a residential district, a solid, stucco
masonry wall painted on both sides at least six (6) feet in height shall be located within the
required side yard. It shall be setback two (2) feet from adjoining property lines, Construction of
said masonry wall shall be completed prior to the issuance of the certificate of occupancy
(Chapter 2, Section 4,L), Staff recommends that the applicant work with the abutting property
owner(s) (to the east) to raze the existing wall (on the abutting property) in order to construct a
new wall in its place on the subject property. One wall as apposed to two (2) walls would be
more in keeping with C.P,T,E.D. principles.
The Palm Beach County Traffic Division reviewed the traffic generation statement and has the
following comment: A complete traffic study needs to be prepared and submitted to the City of
Boynton Beach and Palm Beach County Traffic Division. The study must address all
requirements of the Palm Beach County Traffic Performance Standards (Chapter 4, Section 8.F.).
A drainage statement is required prior to the Technical Review Committee meeting (Chapter 4,
Section 7.F,2,). The drainage statement is subject to review by the Engineering Division of
Public Works,
On the landscape plan (sheet L-I), ensure that the plant quantities match between the tabular data
and the graphic illustration,
The landscape plan (sheet L-I) plant list must identifY and quantifY the "LC" plants, including
their specifications.
A note on the landscape plan (sheet L-l) indicates that unobstructed cross-visibility shall be
maintained at a level of two and one-half (2 Yz) and six (6) feet above the pavement. The
Engineering Division now requires cross-visibility of up to eight (8) feet in height.
The total number of trees shall not be less than one (I) tree per 10 parking spaces (Chapter 7,5,
Article II, Section 5,G), Staff recommends installing an interior-parking island in the new
outdoor parking areas where there would be more than 10 parking spaces in a row (without an
island),
Foundation landscaping (along the sides of a building) shall be placed in a strip of land not less
than five (5) feet in width and shall include a continuous shrub, Please install tall growing, small
canopy palm trees (Carpentaria, Areca, Alexander, Montgomery, or Macarthur) along the north
and west sides of the building within the foundation landscaping strip (Chapter 7.5, Article II,
Section 5,M), Staff recommends extending the row of Silver Buttonwood (proposed on the north
side of building) to the west.
The landscape buffer along Hypoluxo Road (front landscape buffer) shall contain a combination
of colorful groundcover plants and a minimum of two (2) colorful shrub species planted in a
continuous row or in clusters spaced no greater than 20 feet apart beginning at the project
entrance (Chapter 7.5, Article II, Section 5,D.). The focus of this landscape material will be to
create an aesthetically pleasing buffer from Hypoluxo Road,
Sheet PD-2 indicates that a berm will be provided along the north property line but is not depicted
as such on the landscape plan (sheet L-I). The front (north) landscape buffer should have a berm
(consistent with the Grove Plaza Master Plan Guidelines). The City Forester I Environmentalist
will review and oversee the installation and dimensions of the earthen berm. The plant material
proposed within the front landscape buffer should be installed both on top and on the street side
of the berm.
The proposed freestanding outdoor lighting fixtures shall be consistent with the Lighting Design
Guidelines as outlined in the Grove Plaza Master Plan (see attached).
Include a color rendering of all elevations prior to the Technical Review Committee meeting
(Chapter 4, Section 7.D.2.), Include color swatches, The proposed building colors must be
consistent with the allowable colors outlined in the Grove Plaza Design Guidelines,
Equipment placed on the walls of the buildings shall be painted to match the building color
(Chapter 9, Section 10,C.4.), Place a note on the site plan indicating this requirement. The
scuppers I downspouts should be encased to mimic columns on front of building,
All project signage is subject to review and approval of the Planning & Development Board, On
the elevations, indicate the cumulative area of all proposed wall signage to ensure that it complies
with Chapter 21, Article 4, Section C, of the Land Development Regulations),
The detail of the outdoor freestanding monument sign does not indicate the proposed sign area.
This is required in order to determine its compliance with the Design Guidelines of the Grove
Plaza Master Plan (see attached). The base of the monument sign shall be enhanced with colorful
groundcover plants and a minimum of two (2) shrub species (Chapter 7,5, Article II, Section
5.0.).
Staff recommends incorporating more of the "12-inch by 12-inch glazed ceramic accent features"
(as depicted by note #19 on the elevations sheet PS-2) into the design of the building facades that
are absent of windows and doors.
Staff recommends increasing the size of the numbers indicating the property address (depicted as
note #15) proposed on the north wall elevation (sheet PS-2),
Staff recommends "lining up" or orienting the proposed building so that it is parallel to the north
property line rather than parallel to the east property line.
Since there is no loading zone proposed, staff recommends relocating the proposed overhead door
to the south building fa,ade rather than the west building fa,ade, It is likely that Engineering
Division would request a new or modified location for the dumpster enclosure. This could result
in an opportunity to re-evaluate the site design to possibly relocate the overhead door so that it
won't be visible from the west side, Note #7 of the elevations (sheet PS-2) indicates that the door
won't be painted, What color would the overhead door be?
A note on the Grove Plaza Master Plan indicates that buildings shall have barrel tile roofs but the
proposed building contains no architectural features with barrel tiles. Please explain.

The applicant should not attend a TRC (2nd review) until all documents have been revised and
copied for staff review. Ifplans will not be fully revised and brought to the scheduled TRC
meeting, contact Ed Breese in this office by the Thursday prior to the scheduled meeting date.
Projects deviating from the original schedule are eligible for review at subsequent meetings,
which are held every Tuesday. To reschedule, contact Sherie Coale, by the Thursday prior to the
Tuesday TRC meeting that you desire to attend. The remainder of the review schedule will be
adjusted accordingly. If you have questions on the attached comments, please contact the
respective reviewer using the attached list of TRC representatives.
If the plans are reasonably complete and all significant comments are addressed following TRC
(2nd review), the project is forwarded to the PI3lll1ing and Development Board Meeting that falls
approximately 2 to 3 weeks following the TRC meeting. An "*" by any comment identifies a
comment that must be addressed prior to moving forward to the PI3lll1ing and Development
board.
Note: Items recognized by staff as typically outstanding at this point include a traffic report
and/or confirmation of the traffic concurrency approval from the Palm Beach County
drainage certification by a licensed engineer, signed "Rider to Site Plan Application"
form and colored elevations of the proposed project. This information is necessary for
