Boynton Beach Hospital 56,277 SF Hospital Expansion 944 @ 5% Pass-by 80 AM, and 70 PM @ 5% Pass-by 2005 Based on our review, the Traffic Division has determined that the expansion project meets the Traffic Performance Standards of Palm Beach County. No building permits are to be issued by the City, after the build-out date, specified above. The County traffic concurrency approval is subject to the Project Aggregation Rules set forth in the Traffic Performance Standards Ordinance. Following are our responses to these comments. 1. Provide information as to why traffic related to the previously approved medical office expansions of 32,835 sf, Phase 1, buildout 2000 and 88,442 sf, Phase 2, buildout 2001, for this site were not included in this analysis. Both phases of the medical office expansion were included in this analysis. The two phases that were previously approved were added to potential new expansion traffic to detennine significance and traffic volumes from the approved project are represented as "Major Project Traffic" in the roadway link tables and "Medical Office" in the intersection sheets. Since Phase I was completed before 2002, it was included in raw roadway and intersection counts from 2002 and 2003. Therefore Phase I was only added to those intersection counts from 2000. Phase 2 was completed in July of 2003, so traffic from this phase was added to all tables to accurately represent new traffic from this expansion. The medical office expansion was used to detennine significance on roadway links since that expansion project was approved less than five years ago. Tables A-I and A-2 in the Appendix of the original report summarize the Phase I and Phase 2 traffic volumes that were included in the analysis. 2. Provide full report of the HCS analysis for the intersection of Congress Avenue and S.W. 23" Avenue, illustrating all input data and factors. Provide full Synchro report indicating input information for the link/arterial analysis conducted for both Golf Road/23rd A venue and Woolbright Road. Please see the full Synchro report attached for these arterials. 4. Provision of SB exclusive right-turn lane at the project access driveway on Seacrest Boulevard, was a condition of the previous approval for phases 1 and 2 of medical office expausions Cor this site. Provide information on why the condition was not implemented, as well as more detailed inCormation backing- up the claim oC low southbound through traffic on this roadway. Based on the cousultant's projections, AM peak hour volume oC 847 is forecasted on the southbound direction, very close to LOS D directional Capacity, Cor a 2-lane road. We are not aware that this right-turn lane was a condition of a previous approval. The hospital does not own the land adjacent to the right-of-way where the right-turn lane is proposed. At the project entrance (SW 26th Avenue), Seacrest Boulevard is actually four lanes wide. Therefore, the expected peak hour directional volume of 847 vehicles is relatively low with respect to the 4-lane directional capacity. It is expected that the right-most through lane can function as a de facto right turn lane at this entrance because Seacrest Boulevard is four lanes wide in this section but narrows to two lanes just south of the site.
