JUSTIFICATION STATEMENT
28-Bed Comprehensive Inpatient Rehabilitation Center
Bethesda Memorial Hospital, Inc.
Major Site Plan Modification
Kilday & Associates, Inc. makes this request, on behalf of the petitioner Bethesda
Memorial Hospital, Inc., to obtain approval of a Major Site Plan Modification to the
existing Hospital site plan. The subject property is located on the southeast quadrant of
Seacrest Boulevard and S.E. 23'd Avenue. The Hospital's existing total square footage
is 530,542. The proposed increase to the current Hospital square footage, due to this
application, is 56,277. That brings the proposed Hospital total building square footage
to 586,819. This application will provide the Hospital with a Comprehensive Inpatient
Rehabilitation Unit. All new construction in relation to the subject application is planned
within the current building footprint. No new construction for this purpose will affect
existing parking or landscaped areas.
The entire site is now covered by the Public Use (PU) Zoning District, with a Land Use
designation of Public-Private, GovernmenVlnstitutional (PPGI). The Hospital consists of
four stories and the second through the fourth floor are being expanded to add the new
Rehabilitation Unit. Enclosed with this application is the Hospital Parking Study, as
prepared in May 2002. That Study shows that the Hospital will need approximately 198
more parking spaces in the future. However, as part of the recommendation of that
same Study, the Hospital will need to construct a new parking facility to address this
shortfall. The Hospital is currently reviewing the possibility of adding a new parking
structure on-site to alleviate the current parking supply needs. Based on this
information, and as part of this application, the Hospital has not delineated or planned
for the addition of new parking spaces in connection with the Rehabilitation Unit.
As part of this application, a July 2003 Traffic Impact Analysis is submitted, as well as a
recent boundary survey. Kilday & Associates, Inc. has prepared a general site plan
based on the as-built survey and including the recently approved physician's parking
canopy, at the west side of the Hospital building. Based on the fact that there are no
physical improvements planned for the Hospital grounds, as a result of the subject
application, the site plan is not detailed, but submitted for information purposes.
However, the tabular data for the Hospital is now updated on the site plan. The data
includes total Hospital building square feet, parking, etc.
