Dear Mr. Eliopoulos:
In response to your request for the administrative review and approval of the modification proposed to the
above-referenced, approved site plan, please be informed that the changes proposed on the revised plans date
stamped 02/25/03 are "minor", as defined within the Land Development Regulations, Chapter 4- Site Plan
Review. The modifications include the following:
. New site location;
. New parking spaces;
. Lighting (photometrics);
. New landscaping; and
. Drainage.
This project may continue to be processed by the Building Division as a permit application subject to the
following conditions:
1. If the scope of the project demands removal of plant material, the new plant material is subject to the
review and approval of the City Forester I Environmentalist;
2. If mechanical equipment is proposed outside the building, then it must be visually screened with
landscaping or appropriate fence material;
3. See attached conditions pursuant to Engineering Division Memorandum No. 03-044.
Be advised that the proposed change may require a modification to the building permit. Please contact me at

At the request of the applicant I have reviewed our Memorandum No. 03-041 regarding first review
comments for the above reference minor modification. We. Public Works/Engineering, feel this project
can move forward conditioned on the following
1. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include. but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD). Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD). Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
2, All drawings are to be signed and sealed in accordance with the provisions of the Land Development
Regulations.
3. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
4. Provide written and graphic scales on all sheets.
5. Indicate to what standard the project is to be constructed; if the FDOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units.
6. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse. Staff recommends that solid waste be handled using roll-out cart(s).
7. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage. etc.
See City Standard Drawings B-98001 and B-90013 for striping details.
8. Correct Pavement Section A-A to reflect a pavement thickness of 1 Y, (one and one half) inches S-III
(or 1 Y. inches S-1) plant mix pavement in accordance with Standard Drawings P-1, P-2 and P-3.

9. Revise the Typical Striping Plan detail on Sheet A 1.01 to reflect a standard stall dimension of 9'-6" x
18'6" (standard stall incorrectly shown as 12' wide). Provide a written, administrative waiver request
to revise the stall dimensions.
10. Revise Pavement Section B-B to correctly reflect the full parking lot cross-section. Revise drive aisle
to two 12'-6" lanes to match the plans. In accordance with Standard Drawing K-12 base course shall
be 6 (six) inches thick under the parking areas and 8 (eight) inches thick under drive aisles;
pavement thickness shall be 1 (one) inch thick under the'parking areas and 1;1, (one and one half)
inches thick under drive aisles.
11. On the Site and Lighting Plans show the proposed relocated position of light poles. It appears
additional lighting may be required along the north and south side of the Gatehouse.
12. On the Lighting plan provide a note that the fixtures shall be operated by photo-electrical control and
will remain on until 2:00 a.m. (LDR, Chapter 23, Article II, Section A.1.a.)
13. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LDR, Chapter 23, Article II, Section A.1.b). It appears there
will be a conflict between an existing tree and light pole on the west side of the new parking lot.
14. All utility easements shall be shown on the site plan and landscape drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree species
allowed within utility easements. Canopy trees may be planted outside of the easement so that roots
and branches will not impact those utilities within the easement in the foreseeable future.
15. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5.H).
16. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb
(LDR, Chapter 7.5, Article II, Section SA and Chapter 22, Article II, Section E.) Add Type "D" curb
around the landscaped area on the west side of the parking lot.
17. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2.
18. Full drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at
the time of permitting.
19. Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article
IV, Section 5.A.2.f).
20. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available. Show on the plans the
source for irrigation water. Irrigation plans will be required at the time of permitting.
21. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a).

22. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building be within 200 feet
of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition by
showing all hydrants.
23. Paving, Drainage and Site details as shown on Sheet 2 of 2 and A 1.01 will not be reviewed for
construction acceptability at this time. All engineering construction details shall be in accordance
with the applicable City of Boynton Beach Standard Drawings and will be reviewed for constructability
at the time of construction permit application.

The above referenced minor modification, forwarded on February 27, 2003, was reviewed against the
requirements outlined in the City of Boynton Beach Code of Ordinances. Following are our comments

the light poles shall withstand a 140 MPH wind load (LDR, Chapter 23,
Article II, Section AI.a and Florida Building Code). Provide a note that
the fixtures shall be operated by photo-electrical control and to remain on
until 2:00 a,m. (LDR, Chapter 23, Article II, Section AI.a.) Include pole

sight triangles along all collector and arterial roadways.
9. Indicate, by note on the Landscape Plan, that within the sight triangles
there shall be an unobstructed cross-visibility at a level between 2.5 feet
and 6 feet above the pavement (LDR, Chapter 7.5, Article II, Section
5.H.).
10. Landscaped areas shall be protected from vehicular encroachment by a
continuous, raised curb (LDR, Chapter 7.5, Article II, Section 5.A. and
Chapter 23, Article II, Section E). Add curb (Type "D") along the west
edge of the parking lot.
II. Change dimension of the handicap parallel parking space to a minimum
of 10 feet x 25 feet per proposed City Standard Drawing K-IO (since the
Engineer-of-Record is using the proposed standards for parking for the
remainder of the project). An administrative waiver request, addressed to
the City Engineer, will be required for this revision.

The above referenced Site Plans, forwarded on February 6, 2003, were reviewed against the
requirements outlined in the City of Boynton Beach Code of Ordinances. Following are our comments
with the appropriate Code and Land Development Regulations (LDR) referenced,
1. The plans provided appear to be incomplete. Previously reviewed and approved plans indicated
work between the new gatehouse and Congress Avenue. A re-submittal will be required depicting
the entire project site.
2. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse. The dumpster will be supplied by Public Works.
3. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the
City's Code requirements at time of application. These permits include, but are not limited to, the
following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required
from other permitting agencies such as Florida Department of Transportation (FDOT), South
Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida
Department of Environmental Protection (FDEP), Palm Beach County Health Department
(PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County
Department of Environmental Resource Management (PBCDERM) and any others, shall be
included with the permit request.

Dear Planning & Zoning Division:
We seek your determination of the following proposal to qualifY under a minor modification. The original
Permit # 01-1932 for the south gate of Hunter's Run dated May200lis now non-void. We are requesting
to proceed with our changes, as ourrevised proposal of the south gate accomplishes improvements in the
following form:
Site location- The guard house will sit approximately 125'-0" west ofthe existing guard house on the
broadest part of the road. This will allow us to reconfigure vehicular paths without having to relocated any
existing utility lines.
Building footprint: (smaller: 800 sq. ft.) Unlike the original proposal, (Permit # 01-1932) ofthe
1,800 sq. ft. plus structure, which would have forced us to shut down access of the entire south entrance
during construction, the new size and location will facilitate a smooth transition. The existing guard will
continue to function until the construction ofthe new guard house is complete and the transition has been
made without no down time.
Parking- Weare providing a total of8 parking spaces and I handicap space on site. The common spaces
will be located 40'-0" west of the guard house on a clearly delineated area. Isolating the parking lot from
the turning aisle will improve vehicular circulation as well. We will also comply with the new parking
regulations and provide 9'-6" wide by 18'-6" deep parking spaces, and a 25'-0" back up aisle.
Lighting- The existing site lighting will be relocated and aligned for the new configuration.
A photometric site plan will be provided with the permit set of construction documents.
Landscaping- Most of the landscaping along the main driveway entrance shall remain the same. New
landscape plans shall be provided for foundation planting at proposed new gate house and new parking
lot. Also included in the landscape drawings shall be irrigation drawings/modifications to the existing
system. These drawings will be included in the permit set of construction documents.
Civil-A complete set of civil drawings depicting all drainage, easements, utilities and new septic tank
location will be provided with the permit set of construction documents.
Weare certain that you will see the above mentioned improvements as minor modifications and grant us
to proceed with t e project. Thank you for your time and we look forward to working with you.
