Project size:
The proposed 17,384 square foot warehouse building is the third phase in the
development of this 2.533-acre site. Phases one and two total 22,492 square
feet.
Site Characteristic: The subject parcel is comprised of Lots 13 & 14 within the High Ridge Commerce
Center, located on the south side of Commerce Road, east of High Ridge Road.
According to the survey, Lot 14 contains the Phase one and two warehouse
buiiding and the associated parking and landscaping. Lot 13, according to the
Landscape Plan, contains three Slash Pine trees and a number of exotic plant
materials, including Brazilian Pepper trees. The survey shows that the highest
elevation is 21.5 feet above sea level, located near the northeast corner of the site.
BACKGROUND
Proposal:
Mr. Michael Sipula, of JMS Design, Inc., proposes to construct a 17,384 square foot
warehouse for Interstate Sign Crafters. The developer proposes to create four bays
within the building for warehousing/manufacturing and limited accessory office
space. This would be the third, and final phase for build-out of the site.
ANALYSIS
Concurrency:
Traffic: A traffic impact statement for this project was submitted by the applicant and sent
to the Palm Beach County Traffic Division for their review and approval. The
County, in a letter dated September 4, 2003, determined the project meets the
Traffic Performance Standards of Palm Beach County.
Drainage: Conceptual drainage information was proVided for the City's review. The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "(" - Conditions of Approval).
The Civil Plans indicate use of swale areas along the east and west sides and at the
rear (south end) of the property.
School: This project is exempt from the school concurrency requirements of Palm Beach
County.
Driveways: The subject property fronts on Commerce Road. Proposed on-site circulation
consists of a 32 foot wide driveway on Commerce Road at the center of the site.
Parking Facility: Parking required for warehouse/manufacturing is based on either one (1) parking
space per 500 square feet of gross floor area or, in the High Ridge Commerce
Center PID, a factor of 1.5 parking spaces per 2 employees. When Phases 1 & 2

were approved in 1998, the second methodology was utilized. Based upon a
maximum of 30 employees on a shift, 23 parking spaces were required and 26
provided. With the Phase 3 submittal, 6 of those 26 parking spaces will be
relocated and merged into the new unified site plan for all three phases. The site
plan indicates the provision of 35 parking spaces for Phase 3, based upon 1 space
per 500 square feet of warehouse/manufacturing and 6 additional parking spaces
to replace those lost in the merger of the two parcels into a unified site plan. When
added to the 20 remaining spaces from the previous approval, the total is 61
parking spaces, one more than required by code. The dimensions of all of the
newly created 90 degree parking spaces would be nine (9) feet - six (6) inches in
width by 18 feet - six (6) inches in length. The handicap spaces would be
dimensioned 12 feet in width (with 5 feet of striping) by 18 feet - six (6) inches in
length. The site plan also depicts four (4) new 12 foot by 35 foot loading zone
spaces.
Landscaping: The proposed pervious or "green" area of the lot would be 30,885 square feet
or 27.99% of the total site. The landscape plan tabular data (Sheet L-l) indicates
that 23 trees and 660 shrubs are being provided, in addition to the landscaping
previously provided in Phases 1 & 2. There is also a 25 foot landscape buffer at the
rear (south) property line which will be sodded and irrigated and planted with
Mahogany trees to match the buffer on adjacent properties. The three existing
Slash Pine trees on the site are proposed to be mitigated through the installation of
(2) Live Oak and (5) Mahogany trees. The landscape plan indicates the use of two
(2) Tibouchina trees as the signature trees required by code. The applicant has
also agreed to terrace the plantings between the existing parking lot and the street
to closely match that proposed for the new construction, through the use of Indian
Hawthorn and Ixora Nora Grant shrubs.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed one-story warehouse
building would be 22 feet - eight (8) inches in height to the top of the parapet wall.
The maximum allowed height in the PID zoning district is 45 feet. The floor plan
(Sheet A -1) shows that the Phase 3 building footprint would be 17,384 square feet
and divided into four (4) bays. Sheet A-2 provides an illustration of the building
facades, with CBS walls, stucco finish and score lines, standing seam metal roofs
over the bay doors, and gabled standing seam metal roofs supported by decorative
piers at the bay entrances. The applicant has also agreed to make some subtle
fat;ade improvements to the east elevation of the previously constructed Phase 1 &
2 building (facing inward towards the new building). These improvements are
depicted on Sheet A-3 and include standing seam metal roofs over the roll-up
doors, supported by decorative piers designed and painted to match the
improvements on the new building. The existing roll-up doors will also be painted
to match those of the new construction.
Design: The elevation drawings (Sheet A-2) show that the building would be designed as a
typical industrial building within the park with the fat;ade improvements discussed
above. The body of the building would be stucco and painted a tan color (MAB
Paints - "Oat Cakes" 5080P). The base of the building, below a stucco band, is

proposed to be painted a slightly darker tan color (MAB Paints - "River Rock"
5028P). The stucco band, the area between score lines near the top of the wall and
the metal parapet cap are all proposed to be painted white (MAB Paints -
"Camelia" 5889P). The standing seam metal roofs, roll-up doors and address
numbers are all proposed to be painted verdi green (MAB Paints - "Pine Castle"
5741D).
Signage:
The signage, according to Sheet A-2, will be 1 foot - 6 inch channel letters, "Pine
Castle" verdi green in color to match the storefront roofs and roll-up doors, and
placed within the white stucco score lines above each storefront entry. The
applicant proposes four (4) tenant signs totaling 15 square feet each, meeting the
City sign code requirement of 60 square feet for the building.
RECOMMENDATION:
The Technical Review Committee (TRC) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon all comments indicated in Exhibit "C" - Conditions of Approval.
The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit. Also, any additional conditions recommended
by the Board or City Commission shall be documented accordingly in the Conditions of Approval.

2. Palm Beach County Health Department permits will be required for the water
system serving this project. primarily the fire sprinkler system feed line
(CODE, Section 26-12).
3. Fire flow calculations will be required demonstrating. the City Code
requirement of ],500 g.p.m. as stated in the LDR, Chapter 6, Article IV,
Section 16, or the requirement imposed by insurance underwriters, whichever

8. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or structure
shall be determined by the provisions of Chapter 6 of ASCE 7, and the
provisions of Section 1606 (Wind Loads) of the 2001 FBe. Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application,
9. Every building and structure shall be of sufficient strength to support the
loads and forces encountered per the 2001 FBC, Section 1601.2.1 and Table
1604.1. Indicate the live load (pst) on the plans for the building design.
10. At time of permit review. submit signed and sealed working drawings of the

Ladies and Gentleman,
The following is a written response to your list of "Technical Review Committee"
comments from your 1" review dated September 4, 2003,
PUBLIC WORKS - General
1. Applicant acknowledges that prior to permit we will contact Public Works
regarding storage and handling of refuse
2, The vertical clearance conflict between the Mahogany trees and the dumpsters has
been resolved by changing species to the smaller Dahoon Holly and by shifting
the trees south as much as possible without incurring another conflict with the
existing overhead utility lines,
3. A minimum turning radius of 60' and minimum 60' backup space has been
provide and is shown on Sheet SP,I "SITE PLAN"
4, "UNITY OF TITLE" was provided at "Phase I" site plan approval process and a
copy is attached for your file,
Applicant would like to reserve the right to have two dumpsters as follows:
a, Owner wants to keep the new building trash separate and designated for
tenant use only so as to avoid conflicts with the two building users,
b, Owner wants to asses new building tenants a fair shared cost for trash
pick-up and does not want conflicts with existing building pick-up demand
and new building trash demand (which is unknown),
c, Owner does not want to exclude the possibility of selling the new building
as an independently functional building and would like to minimize any
overlap of services (only mandated overlap would be for an access
agreement required),
PUBLIC WORKS - Traffic
5, Applicant acknowledges that prior to permit we will need "Palm Beach County
Traffic Engineering approval (traffic statement provided with application),
6, The Site and Civil plans have been revised to show all necessary traffic control
devices, including stop signs, stop bars, and double yellow lane separators,
7, Chapter 23, Article II, Section M of the LOR makes reference to "All shopping
centers, retail office complexes and retail establishments as needing fire lane
identifications, As an industrial/storage site we question the necessity as well as
how & where to implement fire lane identification on this site, (request direction),
8, Double yellow lane separators have been added at the proposed egress stop bar, as
well as the existing project stop bar.
9. All utility easements shown and labeled on all site plans as requested,
10, Palm Beach County Health Department permits will be obtained for the proposed
fireline,
11. Fire flow calculations are provided with the re-submittal package,
12. The capacity reservation fee will be paid as directed by the City,
13, It is understood that utility construction details will be reviewed at the time of
construction permit application,
14, The plans have been revised to incorporate all comments requiring changes and/or
corrections,
15, It is understood that changes or revisions the plans may generate additional
comments,
16, The plans shall provide written and graphic scales on all plan sheets,
17, The Paving and Drainage Note #1 has been revised to include the FOOT reference
"and Standard Index, 2000 editions,"
18, An Excavation/Fill permit will be obtained if on-site fill is removed,
19, Large canopy trees adjacent to light fixtures have been eliminated or shifted to
avoid future shadowing on the parking surface,
20, There is a note (under the "Notes" heading) indicating that within sight triangles
there shall be unobstructed cross-visibility between 30" and 6' above the
pavement.
21. New trees along the east side have been shifted to 10' from the property line,
where possible,
22, The two Tabebuia at the entrance to the north parking lot have been eliminated to
avoid a line of sight conflict.
23, The proposed sidewalks adjacent to parking lots shall be continuous through the
driveways and shall be 6 inches thick within the driveways, This is reflected both
on the plan and sidewalk detail.
24, Full drainage plans, including certified drainage calculations shall be provided at
the time of permitting,
25. This phase does not propose installation of any catch basins or manholes, The on,
site drainage system is existing,
26, As per our telephone conversation with Laurinda Logan, of the Engineering
Department, the 50' runoff distance requirement (per LOR, Ch, 6, Art. IV, Section
5,8.2.a) cannot be met, due to the fact that this project is designed to connect to a
previous phase with and established flowline,
27, This phase does not propose installation of any catch basins or manholes, The
Drainage Schedule for the existing drainage system is provided for informational
purposes only,
2S, The Paving and Drainage Note #12 has been revised to include the reference "and
the City's Land Development Regulations,"
29, It is understood that the Paving, Drainage and Site Details will be reviewed at the
time of construction permit application,
30, The Type D curb detail has been revised to reflect the FDOT Type D curb, with

13 & 14. A copy of the recorded deed with legal descriptions of each property that
is being unified is required to be submitted inorder to process the form. The
property owner that is identified on each deed shall match,
vf' Provide a colored elevation drawing (clipped, not glued) at the Technical Review
Committee meeting.
~ Provide paint swatches with manufacturer name and color name and number at
the Technical Review Committee meeting,

transformers shall be visually screened. Back-flow preventers shall be painted to
