INTRODUCTION
Ocean 95 Exchange Park is a light industrial and office development proposed to be
located between the CSX railroad tracks and 1-95 south of Boynton Beach Boulevard in
the City of Boynton Beach, Florida, The Parcel Control Numbers (peN) for the
subject site are 08-43-45-28-00-000-3050, 08-43-45-28-00-000-3100,08-43-45-28-
00-000-3070 and 08-43-45-28-00-000-3040. The current proposed site plan includes
103,885 square feet of industrial space and 29,462 s.f, of general office space, The
location of the proposed project is illustrated in Figure 1. The site is currently
occupied by approximately 18,000 square feet of warehouse use, The existing
buildings on the subject site are proposed to be demolished. The location of the
existing buildings within the subject site is illustrated in the site survey map included
in the Appendix A,
Kimley-Horn and Associates, Inc, was retained to prepare a traffic impact analysis for
the project. This document presents the methodology used and the findings of the
traffic impact analysis. The analysis was conducted in accordance with the
requirements of the current Countywide Traffic Performance Standards (TPS) of
Palm Beach County, effective February 2, 2005.
The analysis used current data available from Palm Beach County. A buildout year of
2009 was analyzed for the proposed development.

INVENTORY AND PLANNING DA TA
The 2005 peak hour roadway link traffic volumes were obtained from Palm Beach
County, The peak hour turning movement count at the intersection of S. W. 8th
Street/Old Boynton Road & Boynton Beach Boulevard was collected by Kimley-
Horn. The traffic count data collected are included in Appendix B. Genesis
Development, LLC provided project development information. The project traffic
is proposed to access the major thoroughfare roadway network via Ocean Drive,
Ocean Avenue, S,W, 7th Street and S.W. 8th Street.

PROJECT TRAFFIC
Traffic Generation
The daily traffic generation for the proposed development was based on trip
generation rates published and accepted by Palm Beach County. The trip generation
potential of the proposed project is summarized in Table 1. The proposed site is
expected to geuerate of I ,089 total daily net new extemal trips, of which 125 would be
generated during the a,m. peak hour and 151 would be generated during the p,m. peak
hour. Based on the project's traffic generation, it was determined that the maximum
radius of development influence for Test I of the Traffic Performance Standards is
two miles.
Traffic Distribution
Traffic distribution was determined from a review of the surrounding roadway
network within the study area and travel time characteristics along with the location
of various attractions, The distributions according to the cardinal directions are:

Traffic Assignment
The Am and PM peak hour trips for the proposed project were assigned to the
surrounding roadways based upon the surrounding land uses. Figure 2 illustrates the
project assignment for the proposed project.

Beach and FDOT indicated no roadway capacity improvements scheduled through
the end of the buildout year.

SIGNIFICANCE ANAL YS/S
An analysis was undertaken on all the links included in the Palm Beach County
Thoroughfare Map within the maximum radius of influence to determine the
significantly impacted links. Project traffic was assigned to all the thoroughfare
roadway Jinks within the maximum radius of influence. Per Palm Beach County
standards, all the Jinks on which the project traffic impact is greater than 1% of the
LOS-D service volume are considered significantly impacted links. Accordingly, the
roadway link of Boynton Beach Boulevard between Old Boynton Road and 1-95 is
expected to be significantly impacted due to the project traffic. Table 2 illustrates the
significance calculations.

BACKGROUND TRAFFIC
Background traffic was calculated according to the requirements of the Traffic
Performance Standards of Palm Beach County. Changes in background are traffic
typically calculated from two individual components. These two components are
historic growth in roadway traffic volumes and increases resulting from traffic
generated by unbuilt portions of specific approved major developments.
Historic growth rate was determined by a review of the historic traffic count data for
the years 2002 and 2005 published by Palm Beach County, A review of the
spreadsheet maintained by Palm Beach County indicated that there is no committed
development traffic on the significantly impacted roadway link. Therefore, the total
background traffic is calculated by applying the historic growth rate to the existing
traffic.

Intersections on Project Accessed Links
An analysis was undertaken for major signalized intersections nearest to the link
significantly impacted by the project. The intersections of Boynton Beach Boulevard
& Old Boynton Road and Boynton Beach Boulevard & Industrial Drive were
analyzed using the Critical Sum planning methodology as outlined in the 1985
Highway Capacity Manual (HeM) and provided for in Palm Beach County's Traffic
Performance Standards.
The impacts of background growth and project volumes were added to the existing
peak season intersection volumes to estimate the future peak season intersection
volume, The critical sum analysis indicated that both the intersection will operate
below the critical sum threshold of I ,400 vehicles per hour during both a,m. and p,m.
peak hour conditions through 2009. Thc critical sum analyses worksheets arc
included in Appendix C.
Intersections with Ten Percent Project Traffic on Approach
The proposed Palm Beach County Traffic Performance Standards stipulate that an
analysis shall be undertaken for intersections where the project traffic comprises 10%
or more ofthe total traffic on at lcast one ofthe intersection approaches, None ofthe
intersections in the vicinity of the project will fall within this category,

Total Peak Hour
A two-way peak hour link performance standard evaluation was undertaken for the
significantly impacted link of Boynton Beach Boulevard between Old Boynton Road
and 1-95 considering the total two-way peak hour traffic volume and the roadway
laneage to be in place in 2009. The total two-way peak hour traffic volume is
calculated by adding the project traffic to the future background traffic,
The background traffic, project traffic and the total traffic for both A.M. and P.M,
peak hours for two-way peak hour conditions are shown in Table 2, As illustrated
in Table 2, the roadway link of Boynton Beach Boulevard between Old Boynton
Road and 1-95 is expected to meet the two-way a,m. and p,m. peak hour link level
of service standards through 2009.

SITE CIRCULA TION
AND TURN LANE REQUIREMENTS
The project traffic is proposed to access the major thoroughfare roadway network via
Ocean Drive, Ocean Avenue, S,W, 7'h Street and S,W. 8th Street. Because the project
traffic is required to traverse along the local roads to access the major thoroughfare
roadway network, a separate detailed study has been provided to the City of Boynton
Beach to evaluate the existing conditions of the local roads, The recommendations of
this study will address the conditions of the existing local roadway network with
future total traffic.
Driveway Classification
According to the Palm Beach County "Guide to Parking Lot and Street Access
Design Criteria and Standards", it is necessary to classify project entrances as minor,
intermediate, or major according to the following criteria:
1. Minor - Provides for a maximum average daily traffic of 500 vehicles,
2. Intermediate - Provides services for a maximum average daily traffic from 50 I to
2,000 vehicles.
3, Major - Provides service for a maximum average daily traffic greater than 2,000
vehicles.
Using these criteria, the driveway serving the site is classified as an intermediate
driveway,

Turn Lane Requirements
Palm Beach County code requires a right-turn lane when inbound peak hour right-
turning traffic is 75 vehicles or more and a left-turn lane when inbound peak hour
left-turning traffic is greater than 30 vehicles. Figure 3 illustrates the proposed project
a,m. and p.m. peak hour total volumes assigned to the project's access location.
Based on Palm Beach County code, turn lanes are not warranted at the project
driveway.

CONCLUSION
Ocean 95 Exchange Park is an industrial development proposed to be between the
CSX railroad tracks and 1-95 south of Boynton Beach Boulevard in the City of
Boynton Beach, Florida. This study was prepared to evaluate the impacts of a
development consisting of 103,885 square feet of light industrial space and
29,462 s.f. of general office space through the buildout year of 2009. The traffic
impact analysis demonstrates that the proposed development will meet Palm
Beach County's Traffic Performance Standards through the end of2009
