SITE PLAN MODIFICATION - ROUSE BUILDING
As a condition of site plan modification, the following comments
should be incorporated into the related documents by the appli-
cant:
1. Indicate on the site plan the location of the handicap stalls.
Two (2) handicap stalls are required.
2. Handicap striping must be four (4) feet wide and painted blue
in conformance with City codes.
3. Handicap parking signs, in conformance with State Department
of Transportation standards, must be provided at each handi-
cap parking stall.
4. All buildings must be accessible to the handicapped. Provide
spot elevations on the site plan indicating accessibility.
5. All plans submitted for public record by a desfgn profes-
sional, registered in the State of Florida, must be signed
and sealed.
6. Details of the light poles must be provided. Light poles
must be designed, in accordance with Chapter 12 of the Stan-
dard Building Code, to withstand 120 miles per hour windloads.
7. A landscape buffer must be provided along the driveway area
to the east of the building.
8. Dumpster enclosure details must be provided.

COMMENTS:
1. An engineers note on the lighting plan should clearly state
that 90% of the parking area will equal or exceed a light
level of one (1) candle power, and that no area will be less
then ~ candle power.
2. The existing control gate elevation must be added to the
plans.
3. Extruded surface curbing is not permitted. A City standard
curb detail must be added to the plans.
4. The parking bumpers should be shown on the site or paving &
drainage plan. A parking bumper detail is also required.
5. Handicap requirements:
. Ramp required
. Parking sign required
. Parking striping to be blue
. The site plan should show the handicap parking
locations,

STAFF COMMENTS
Please be advised of the Planning Department's comments with respect to the
above-referenced request for an amended site plan.
1. Any proposed freestanding sign will require future site plan approval.
2. A six foot high CBS wall is needed to enclose the dumpster on three
sides. The inside dimension of the enclosure shall be 10 feet by 10
feet. Provide a wall detail.
3. No invert elevations have been provided for the existing catch basins
in the paved areas or the control gate. This information is needed to
determine whether this system meets the comprehensive plan policy
regarding pretreatment of storm water prior to discharge into the
adjacent L.W.D.D. L-29 canal.
4. This use, a soil testing laboratory, may need environmental review if
hazardous waste is used, stored, handled, displayed or generated as
defined by 40 Code of Federal Regulations, Part 261.

was initially reviewed in September, 1988, but due to some
technical problems, the building itself had to be
"flip-flopped" on the site, in an exact mirrored image. The
driveway has been moved to the opposite end of the property.
Due to changes, applicant no longer requires a variance.
Interior landscaping has been brought up to code. Mrs.
Sheridan moved to approve the plans, subject to staff com-
ments. Mr. Kies seconded the motion. Motion carried 7-0.

Miss Heyden indicated where the proposed addition and
parking lot extension would be. She said there would be
gold and white walls with blue trim. The TRB recommended

ing laboratory. He questioned whether there was any possi-
bility of spills since they are next to a canal. Miss
Heyden answered that the use is in the M-l district. She
further explained. Mr. Annunziato interjected that they do

some bug spraying and have gone through environmental review
procedures.

Digby Bridges, Architect, Marsh & Associates, P,A.,
124 N, E. 5th Avenue, Delray Beach, FL 33483, said with
respect to the comment about hazardous waste, his client had
been cleared of that, The applicant does not expect to use
any hazardous material. It is basically testing concrete
compression strengths, soils, different materials, etc.,
geological things, and water testing. There are no hazardous
wastes.
Mr. Bridges noted all of the comments and wanted to clear
one of the comments made by Don Jaeger, Building Department.
(See Addendum H-l attached to the original copy of these
minutes.) Mr. Bridges said the sign was shown on the survey
but not on their site plan as a free standing sign. It is
an existing, free standing sign which has gone through all
of the City's approvals. The signs on the building will be
reduced in size from those existing because they cannot fit
on the new band. They will go through the CAB, and they are
on the CAB drawings. Mr. Bridges stated that they will also
get rid of the Australian pine on the entrance drive,
Chairman Walshak drew attention to the 9th comment in Mr.
Jaeger's memo, After further comments, Mr. Annunziato
advised that if the sign is not conforming, they will have
three years to comply. Mr. Bridges stated that he had met
with Mr. Jaeger, and they are sorting out the landscape
plans. All of the corrected plans will be back in tomorrQw,
including drainage. Mr. Bridges was in agreement with all
of the staff comments.
Mr. Aguila moved to approve the request, subject to staff
comments. Mr. Zimmerman seconded the motion, and the motion
carried 7-0.

DESCRIPTION: Request submitted by Digby Bridges for site plan
approval to allow for a 4,740 square foot building addition and a
change in parking lot layout and design to the Rouse Building
which is located on Neptune Drive at Thor Drive, southeast
corner.
RECOMMENDATION: The Planning and Zoning Board unanimously
recommended approval of this request, subject to staff comments,
copies of which are attached.
EXPLANATION: The motion to recommend approval was made by Mr.
Aguila and seconded by Mr. Zimmerman.
