Accompanying this letter you will find one copy of the site plan
which was approved by the City Council on Tuesday, September 17,
1985 and two copies of the landscaping and building elevation plans
,bearing the stamp of approval of the Community Appearance Board.
The approval of the City entitles you to construct only the improve-
ments shown on the site plan. The site plan will be viewed proced-
urally as an as-built or record drawing.
With respect to the two sets of plans bearing the Community Ap-
pearance Board stamp of approval, both sets must be submitted to
the Building Department along with other construction plans.

Please be advised of the Planning De~artment's comments in con-
nection with the above-referenced site plan.
1. proposed future buildings north of Savannah Square Boulevard
(Tracts A and B) will require separate site plan apnroval.
2. On-site traffic flow plan is required.
3. A lighting plan for the building exterior and site is
required.
4. Restaurant must be set back 20 feet from eastern property line.
5. Restaurant deck over lake requires that an easement be obtained
from the adjacent property owner.
6. Dumnsters must be screened in accordance with the City Landscape
Code.
7. Parking lot access aisles at N.W. 22nd Avenue access drive must
be set back at least lOO feet from N.W. 22nd Avenue right-of-way
line.
8. Typical dimension for interior parkinG lot access aisles should
show 27' and not 24' (actual scaled width appears to meet code
requirement for 27').

Present dumpster locations near restaurant do not allow for sufficient
turning area for sanitation vehicles. Fourteen feet over head is not
enough clearance for sanitation vehicles. Permanent dumpster locations
should be announced prior to Public Works approval. Public Works
should be contacted with revised plans prior to Public Works approval
of all dumpster locations.

Forwarded herewith is a copy of a letter from Rossi and
Malavasi dated December 3l, 1985 requesting an excavation
and fill permit for Savannah Square, Plat I. The final plat
for this project has not yet been filed.
The T.R.B. reviewed this application in August of 85 and
approval is recommended subject to the stipulations in my
letter of August 23, 1985, Sgt. Galbraith's memo of August
22, 1985 (copies included here) and the receipt of an
acceptable restoration bond in the amount of $30,000.00.

We have completed our review of the traffic study prepared for Savannah Squar~\
and agree with the conclusions in the report. We do feel,' however; .'tttat-all
committed roadway improvements, and the roadway improvements required to serve
the development, that are immediately adjacent to the site should be in place
prior to building occupancy. These improvements are summarized as follows:
NW 22nd Avenue - should be four laned from the project entrance to
Congress, with east approach left and right turn lanes and a west
approach left turn lane at the project entrance.
Congress/South Project Entrance - a right turn lane should be constructed
on the south approach.
Congress/North Project Entrance - a right turn lane should be constructed
on the south approach. The developer should also be required to install a
traffic signal when warranted as determined by the County Engineer.
It is also recommended that the developer contribute $300,000 in road impact
fees. These funds will be supplemented by other funding sources (including
$141,000 from the Riteco Project) and used for right-of-way purchase and/or
construction of the improvements required at the Boynton Beach
Boulevard/Congress Avenue intersection. The $300,000 recommended fee would
reflect the approximate contribution required if the proposed County impact fee
schedule was in place. For your information, the revised impact fee ordinance
is currently being drafted by the County Attorney's office.

Please be advised of the Planning Department's comments in con-
nection with the above-reference site plan.
l. Proposed future buildings north of Savannah Square Boulevard
(Tracts A and B) will require separate site plan approval.
2. On-site traffic flow plan is required.
3. A lighting plan for the building exterior and site is
required.
4. Restaurant must be set back 20 feet from eastern property line.
5. Restaurant deck over lake requires that an easement be obtained
from the adjacent property owner.
6. Dumpsters must be screened in accordance with the City Landscape
Code.
7. Typical dimension for interior parking lot access aisles should
show 27' and not 24' (actual scaled width appears to meet code
requirement for 27').

Present dumpster locations near restaurant do not allow for sufficient
turning area for sanitation vehicles. Fourteen feet over head is not
enough clearance for sanitation vehicles. Permanent dumpster locations
should be announced prior to Public Works approval. Public Works
should be contacted with revised plans prior to Public Works approval
of all dumpster locations.

On behalf of our client, SYBAR A DEVELOPMENT COMPANY, recent pruchasers of the
referenced parcel of land, we submit this pre-application package for the
referenced parcel of land for the City's consideration.

The principals of SYBAR A DEVELOPMENT COMPANY, Steve M. Silliman and Robert A.
Carnavil commissioned their planner, Donald E. Bryan Architects, Inc. of
Ft. Lauderdale to prepare the preliminary "possible commercial site plan"
incorporating the following possible land uses permitted in the C-3 Zoning
District.
1. Two or three restaurants along Congress Ave. between N.W. 2nd Ave.
and "North Entrance Road" (not fast food)
2. Possible office use on parcel north of "North Entrance Road"
3. Possibly 90,000 to 100,000 S.F. Retail Shops - High Qual ity Boutique.
Shops along the proposed lake at the east boundary will be oriented
to take advantage of lake frantage.

Engineering elements of proposed development include the following:
1. Water to be looped from existing 16" stub at
project to North Entrance Road then westward
to existing 16" City main.

2. Lake at east property line will be excavated in the site development
of project and become part of boundary plat with appropriate Property
Owners Assoc. to maintain the lake which will be the common drainage
retention water management tract for both this commercial and the
Riteco P.LD. (approx. 17 acres).
3. One sewage lift station will be constructed to accommodate the
commercial development and the Riteco 17+ acres P.I.D.
4. "North Entrance" connection to Congress Ave. to tie to existing median
cut presently under construction as part of 4 laneing of Congress Ave.
Left and right turn lanes are provided.
5. Connection to N.W. 22nd Ave. to tie with existing Motorola entrance
road.
6. Borings show a coverage of 1 to 1.5' depth of muck over much of the
site. Fill to be obtained from proposed retention lake.
7. North Entrance Road is 4-lane divided providing for left turn lanes
to project and Congress Ave.
8. Dedications of right of way will be as follows: A. 10 feet on
Congress Ave. B. 10 feet on N.W. 22nd Ave and 70 feet to L.W.D.D.
at Canal L-21.
9. Traffic statement to be submitted with master plan.
Enclosed is a check in the amount of $50.00 for required pre-application fee.

Dear Mr. Clark:
Pursuant to your request, I have outlined below the current status of the
excavation and fill work of the reference project.
The earthwork contractor is in the process of hauling fill onto the project
from sources located in the county. It is estimated that cpproximately
30,000 C.Y. of off-site fill has been spread on the site to date. This
would leave approximately 20,000 C.Y. yet to be done. The lake excavation
is under way and approximately 20,000 C.Y. has been excavated and moved
onto the Savannah Square site. The contractor is dewatering the lake
using a 6" pump and discharging the water into a prepared containment area
located on the lands lying east of Savannah Square. The contractor has
received permission from the owner of the property east of Savannah Square
for the earthwork, dewatering and containment activity. Our inspector
reported that no materials were being hauled off-site. Demucking of the
Savannah Square site is complete and the unsuitable materials will be
distributed to green areas on the site.
At a meeting held in the field on March 5, 1986, attended by representatives
of Savannah Square, Boynton Beach Park of Commerce, earthwork contractor,
and engineer, and it was generally decided that a dredge would be used
after excavating the lake down to the water table. Earthwork contractor
is to arrange a meeting with dredge contractor and engineer to discuss the
manner in which the fill operations are to be conducted.
