Accompanying this memorandum you will find colored elevations
and/or color chips, material samples and photographs for the
following projects which were approved by the City Commission at
the August 15, 1989 meeting:
SITE PLAN
1. Brighton Gardens A.C.L.F.: (New adult congregate living
facility)
Two (2) colored elevations, and photographs of surrounding
buildings. City Commission approved subject to staff
comments, except deletion of the Police Department's comment
regarding a security fence and withdrawal of the Forester's
comment regarding landscaping of the Congress Avenue median
in front of the project. The freestanding sign was
withdrawn from the request by applicant, however the sign
location was approved.
2. The Grove Shopping Center: (New shopping center)
Four (4) colored elevations, material samples and
photographs of surrounding buildings. City Commission
approved subject to staff comments.
3. Kalra Medical Office Building: (New building)
One (1) colored elevation, color chips, and photographs of
surrounding buildings. City Commission approved subject to
staff comments.
4. Quail Lake Apartments: (New apartments at Quail Lake
P.U.D. )
Three (3) colored elevations, and color chips. City
Commission approved subject to staff comments with exception
of the Planning Department's comment requiring platting,
which was deleted.
5. Space Saver Self Storage: (New miniwarehouse project)
Eight (8) colored elevations, color chips and photographs of
surrounding buildings. City Commission approved subject to
staff comments.

For your perusal I am attaching the eight pages of Technical Review
Board comments issued to Space Saver Self Storage approved last week
at the Planning and Zoning Board Meeting.
While a number of comments is unusual, project staff has no opposition
to approving the project as long as it continues to be subject to the
comments included.
Additional note, the comments from the Police Department were added at a
later date and may not have been visible in prior packages distributed
to the P & Z.

1. Parking lot construction detail does not meet City minimum requirements
per Article X, Parking Lot Regulations.
2. Drainage calculations appear to be in error, Insufficient trench length
according to sheet P-l.
3. Provide a landscaping plan which provides a parking lot buffer.
4. Provide details and location of raised continuous concrete curbing to
protect landscaped areas as per Article X.
5. Approach radii of drives is not indicated. Minimum is 25 feet.
6. Provide additional pavement markings and/or signs to clarify traffic flow.
7. Provide 24 inch wide painted stop bar at exit on Industrial Avenue.

TRB Review - Space Saver Self Storage - Site Plan
We can approve this project, subject to the following conditions:
1. The on-site water main piping, including hydrants, will be
owned and maintained by the City. Double detector check
valves are, therefore, unnecessary and should be deleted.
2. Add isolation valves as required.
3. Provide fire flow test data and calculations.
4. Indicate a cleanout to be installed at the property line.
5. Water services with either end under paving shall be of type
"K" copper. Also, adhere to the City's standard detail for
service connections.
6. Indicate all utility easements.
7. We recommend the water service be tapped off of a looped line,
rather than a dead-end serving a fire hydrant.

project (Sections 11.16.f(5) and 8.A.5.6(9) of Appendix A,
zoning) .
3. The lighting plan should indicate the type of
energy-efficient lighting proposed (see standards attached
to Article X, parking Lots).

The following comments pertain to the landscape plan for the
above project'.
1. 50% of the trees (quantity/species) and 30% of the
shrubs/bushes must be native.
2. The applicant should provide computations of 20 square feet
parking stall for all parking on the site.
3. The road R.O.W.'s should be sodded and receive irrigation.
4. Trees should be added to the landscaped islands near the
buildings.
5. It is recommended that additional landscaping be placed
around the main office building as foundation landscaping.
