Dear Mr. Deng:
Please be advised that on Tuesday, January 20, 1987, the City Council
approved the referenced Site Plan, subject to staff comments, copies
of which are attached. After you have amended your plans to reflect
these stipulations, please have the appropriate Department Heads
initial the attached check-off sheet, prior to your submission to the
Building Department for permits. The approval of the City entitles
you to construct only the improvements shown on the site plan. The
site plan will be viewed procedurally as an as-built or record
drawing.
with respect to the plans which bear the Community Appearance Board
stamp of approval which you received at the January 15, 1987
Community Appearance Board meeting, two sets must be submitted to the
Building Department along with other construction plans, for permit-
ting purposes. Additionally, all capital facilities fees and road
impact fees, if applicable, are payable at the time of permit.
If you have any questions concerning this matter, please do not

sheet A-SA. The required screening for
a dumpster is a six-foot concrete block
wall (3 sides) with stucco finish to
match the building. The dumpster is to
be placed on a minimum 10' x 10' slab.

As a oondition of site-plan approval, the following oomments should be inoorporated into
the related doouments by the applioant:
The type of oonstruotion, aooording to ohapter 6 of the 1985 Standard Building Code
should be indioated on the plans. The building must also oomply with Table 400,
S.B.C., for area requirements.
Changes in elevation of the sidewalk at the turn-out should be ramped for handioapped
aooessibility.
Aooessibility from the handioapped stall at the front of the building should be provided
to the main entranoe.
Details on the dumpster slab and enolosure should be provided.
Curbing is required adjaoent to parking stalls in areas where landsoaping is provided.
Wheel-stops for 18' parking stalls should be installed 2' from the sidewalk. (See note
2-108 on Sheet C-1)
Four handioapped parking stalls are required.
In order to faoilitate the building permit review prooess, the following information should
be provided at the time of submittal:
1. A County turn-out permit is required.
2. Separate permits are required for paving, drainage, exoavations, fill, signs and fenoes.
J. Engineering on the satellite dishes and miorowave antenna should be provided. These
dishes should be soreened on three sides with a 6' wall or hedge.

We can approve the referenced plan conditionally upon the following
changes being ~ade:
1. The City will only be responsible for constructing the water ~ain
along Congress Avenue, the 11ft station, and the 6" force ~ain.
The City will include a IZ" x 6" tee and a 6" gate valve at the
appropriate locations in the water ~ain along Congress Avenue.
WXEL will be responsible for paying their share of these costs
based on the percent capacity used. The on-site gravity sewer and
water syste~ ~ust be installed by WXEL.
Z. The proposed lift station ~ust be on a 30' x 30' site deeded to
the City. If this is not feasible, the lift station will be
constructed on City property, and an ease~ent extending southward
across the WXEL property will be required.

WXEL Broadcasting Facility
The Recreation and Park Department has reviewed the plans for
the WXEL Broadcasting Facility. The following recommendations
are made:
1. The existing City irrigation line which runs along the
southern boundary of this property and along the northern
boundary of the adjacent property shall be relocated in
the proposed utilities easement.
2. The electric power line which serves the irrigation system
shall also be relocated in this same easement.
3. The easement shall also include the site of the existing
irrigation pump (located in the rear of the property on
the lake).
4. All adjus'tments to the existing irrigation system shall be
made at WXEL expense. Access to these City facilities shall
be provided as required for maintenance, etc.

The landscape plan submitted for the above project should
address the following comments:
1. The hedge material along Congress Avenue must be 36" in
height at the time of planting.
2. The species selected for the landscape plan do not meet
the requirements of the revised "Boynton Beach Compre-
hensive plan Addendum, November 19, 1986", pg. 4,5. The
applicant should review this document and make the necessary
changes.
3. There appears to be vegetation planted on top of the utility
easement which should be selected as to not interfere with
the functioning of any underground utilities.
