Dear Mr. Osborn:
Please be advised that on Tuesday, May 15/ 1990 the City
Commission approved the referenced site plan modification,
subject to staff comments, copies of which are attached; however,
approval by the City Commission further allows the letters on the
tenant signs to be seven (7) inches high if the overall size of
these signs is twenty-four (24) square feet.
These plans were approved subj ect to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans to the Office of the Site Development
Division of the Building Department. This office will record the
required identification markings on each set of the modified
plans.
After each set of modified plans has the appropriate markings /
you should proceed with your sign-off on each set of plans from
each Technical Review Board member who made comments. The Zoning
& Site Development Administrator will provide the Building
Department sign-off and is the last Technical Review Board member
to review and sign-off the plans. If the Building Department did
not have comments that require sign-off, they are still the last
department to handle and process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.
To help facilitate the sign-off process, you should make an
appointment to meet with each Technical Review Board member (only

those members who made comments), to allow them sufficient time
to review and sign-off the modified plans. After securing all
the required Technical Review Board member signatures and
completing processing by the Site Development Division, you may
apply for building permits by submitting the appropriate
documents and fee to the Plan Review and Permitting Division of
the Building Department.
The approval of the City entitles you to construct
improvements shown on the site plan. The site plan
viewed procedurally as an as-built or record drawing.

Signage Criteria For Boynton Beach Plaza
This criteria has been formed to create a uniform appearance with resnect to the
tenant signage for Boynton Beach Plaza,
All work done in respect to signage is to meet the standards set forth bv the City
of Boynton Beach's Biulding Department, sign code and signage giudelines,
Tenant is responsible for providing two copies of the ~roposed signage to the 1andlor
or his agent for approval prior to application for permit,
Hall Signs for min.or tenants,
Wall signs are to be single faced cabinet signs internally illuminated with
flourescent bulbs. Faces are to be pan formed 3/16" thick plexiglass (clear) with
interior applied graphics,
Color Schedule: Background-Carib Blue, Copy Hhite and the cabinet to match the facia.
Cabinet sizes are to be 3'0" tall and may vary In ,ddth, Landlord will nrovide
the cabinets with faces and has sole authorItv to make the proporti..onment.

Family Dollar at Boynton Beach Plaza - ADAP #95-003
Modification to Sign program
SUBJECT:
NATURE OF REQUEST
SUsanne Wildner, agent for Cynwyd Investments, property owner of
Boynton Beach Plaza, is requesting approval to modify the Boynton
Beach Plaza Sign Pl-ogram to include wall signage for a new tenant,
Family Dollar (see Exhibit "A" letter of request from the
applicant). Boynton Beach Plaza is located in the Central Business
District (CBD) at the northeast corner of Federal Highway and
Boynton Beach Boulevard (see attached location map).
BACKGROUND
In May of 1990, the City Commission (CRA) approved a site plan
modification for tenant signage at the Boynton Beach Plaza. The
signage included red channel letters for a Winn Dixie wall sign and
sign cabinets for all other tenants in the center, The Winn Dixie
sign copy included three (3) foot tall red channel letters and the
individual tenant signs were three (3) foot tall by eight (8) foot
wide cabinet signs. The color of the plastic face of the cabinet
signs was carib blue with white lettering. The Winn Dixie sign was
shown mounted to the Upper portion of the projected rOOf/fascia of
the front of the bUilding and the individual tenant sign cabinets
were shown mounted to the lower fascia at the front of the
bUilding.
In July of 1993, a sign permit was issued for Rose Auto Stores,
which took over a portion of the vacated Winn Dixie tenant space.
The approved sign copy (see Exhibit "B" - current sign program)
reads, "Rose Auto Stores" in red channel letters with a black and
white checker board logo preceding the name. The logo and letters
are two (2) feet tall, however, the letter R in Rose is three feet
one inch (3 '1") tall. The returns and trim cap of the channel
letters are white and the returns of the logo are white with a
black trim cap, The logo and letters are mounted to the upper
proj ected fascia/roof portion of the building, The previously
approved individual tenant Sign cabinets remain the same.
ANALYSIS
The Family Dollar signage consists of an internally illuminated
wall sign that has three (3) foot tall red channel letters with
white returns and a white jewe1ite trim cap. The channel letters
are to be mounted to the extended building facade on the same upper
projected fascia/roof and south as the Rose Auto Stores sign (see
Exhibi t "e" - propOsed signage),
The following is a comparison of the Sign characteristics of the
proposed Family Dollar sign versus the eXisting Rose Auto stores
sign and the requirements of the Central Business District design
gUidelines regarding signage. The comparison between Family Dollar
and Rose Auto is being made because Rose Auto is currently the only
major tenant in the Shopping center and Family Dollar would become
the second major tenant:

consistent with the purpose of
communicating information.

As indicated in the comparison above, the Family Dollar tenant
signage matches the color and location, but not the letter style of
the Rose Auto Stores sign. It also does not comply with the
Central BUsiness District deSign guidelines, but does comply with
the sign code in terms of size and location, However, as
previously mentioned, the 1990 approval of the original sign
Pl'ogram submitted for the renovated shopping center, set forth
different criteria for the small tenants versus the major or anchor
tenants, which at that time was only Winn Dixie. This approval
allowed the signs in the center relief from the size, color and
type of signs permitted by the CBD Guidelines,

Although the new Community Design Plan is not applicable since this
request is not a substantial improvement or alteration which
changes the architectural design of the bUilding, for comparison
purposes it is noted that the Family Dollar letter style and color
would meet the plan, however since the shopping center mixes sign
stYle (by the 1990 approval of Winn Dixie and the 1993 apPl"ova1 of
Rose Auto to replace a portion of Winn Dixie) and the plan does not
permit mixing of sign sty1e, this would be an area of
noncompliance,
Another comparison is the most recent (1994)/ major sign program
approval by the Commission for Boynton Lakes Plaza. Applying the
Boynton Lakes Plaza standards to this request, Family Dollar would
be permitted their proposed letter stY1e, since they are
nationally registered, yet leasing less than 10,000 square feet,
provided they complied with the approved shoPPing center colors,
which Family Dollar does.

This letter will serve as our request for an Administrative Appeal
for the alteration of the sign age criteria for Boynton Beach Plaza,
302 N, Federal Highway, Boynton Beach, Florida.
When the original criteria was written for this property all Minor
Tenants were allowed one 3' x 10' Illuminated sign with a blue
background, Winn Dixie was the only "Major Tenant" and was
granted 75 sa, FT, of signage, Also Winn Dixie was allowed
to use Illuminated Channel Letters and their Logo in their own
colors,
As of now Winn Dixie has vacated the premises and that space
has been divided to accomidate two tenants, Rose Auto Stores
has leased approximately half of the original space with a store
front of 75 Feet,
Accordingly we request the following:
.
* That Rose Auto Stores be recongnized as a "Major Tenant",
* That Rose Auto Stores as a Major Tenant, be allowed 75 sa,
FT, of sign age utilizing their n6rmal sign type and colors.
* That the remaining space (presently not occupied) be
recognized as a space fitting for a Major Tenant with a
sign age allotment of 75 sa, FT, and that the future tenant
be allowed to utilize thier normal sign type and color.
To the best of our knowledge our request is in keeping with
basic criteria set fourth by the Boynton Beach Sign Code,
