Weiland on Monday and indicated that we'd process his application in accordance with the December 4th date and schedule if he could submit a complete application that day. C. Weiland said that was reasonable and understood Mr. Beck to be ready to submit. Staff met with Mr. Beck and learned that he "was not close to completing the application" and appeared to be fine with the consequence being a current deadline and schedule that would take him to March to complete. Let me know if you hear otherwise. I understand that Dick already relayed this to Kurt. We looked back from the February CRA meeting which brings back to a legal ad mail-out date of about January 10th. The submittal date for the February meeting was around December 4th. That provides sufficient time for ensuring a complete application and accurate property owner listing prior to any ad deadlines. Although partiality can cause trouble, and we are very reluctant to deviate from the schedule, we often flex the submittal date for special needs. But at this point we are 3 weeks into that meeting schedule. Assuming that everything is as simple as first thought, we could accept it now but I doubt he is ready with a complete application. If he were to have everything in on Monday, we'd run with it but realize that we will soon be up against the ad deadline and any errors can push it past the February meeting. The only other way to shorten the time period would be to have a special meeting but that is Doug's call. We discussed this earlier this week at the end of the pre-agenda meeting. Subsequent to our conversation I called Mr. Beck and confirmed that he needed to 1 pursue a re-zoning to mo~~ nis business and that he should make re-tv, nng a condition of his property purchase. He appreciated my call but was concerned that he would not be able to have his petition considered by P&D or eRA until March 2003. Is that true? If so, what can be done to get this on an earlier agenda? They only mentioned wanting to be on the February 11th CRA agenda but said they understood the application deadline had been December 4. I explained that we must have a complete application before we advertise the public hearings, and that property owners' notices must be mailed 30 days in advance of the meeting. They understand also that the deadline for the March 11th CRA is January 8, and that we expect a complete application from them. I have offered to work with them if they have any problems with any parts of the application, but since there is no additional development anticipated, it should be a fairly easy process. They do not have anything done on their application, so it will take them until almost the 8th to get the surveyor to update his work and to get the mailing labels from the County, with the holidays interfering.
