Concurrency Traffic Statement
Dear Mr. Rumpf:
The purpose of this letter is to provide a traffic statement for the above referenced project, to
determine compliance with Article 12, Traffic Performance Standards, of the Palm Beach County
Unified land Development Code (UlDC). The site is located in the northwest quadrant of the
intersection of Gulfstream Boulevard and US 1 in the City of Boynton Beach.
Exhibit 1 provides the AM and PM peak hour trip generation comparisons for the existing and
proposed development. Daily trips for the proposed development are also provided on Exhibit 1.
The residential component of the proposed development is located in the Coastal Residential
Exception Area and is therefore exempted from the standards. The proposed Commercial
development is projected to generate less peak hour trips than the existing development. Therefore,
the requirements of the Traffic Performance Standards have been met. A preliminary site plan is also
attached for your use.

Attached are tables relative to the land use amendment for the Arches of Boynton Beach.
The first is a land use calculation table that determines the amount of retail, office and
residential space in the land use scenarios before and after the amendment. The next tables
are related to trip generation. Then, the 2020 link table from our report has been revised.
As you can see the increase in trip generation is slightly greater than what was submitted
earlier today. Nonetheless, the conclusions in the report are still valid.
Please call if you have any questions. Otherwise, we would appreciate a letter retracting the
County's objection to the land use amendment at your earliest convenience.

Dear Ms. Graham:
Enclosed you will find a copy of a letter from Lorenzo Aghemo, Planning Director for the
Palm Beach County Department of Planning, Zoning and Building to the
Intergovernmental Plan Amendment Review Committee (IPARC). The letter outlines
the County's objection to the Future Land Use Map amendment for The Arches, and as
a result, a fact-finding panel is being convened by IPARC to determine if there is a valid
basis for the objection. Tentatively, the meeting is scheduled for Monday, June 16,
2003, at the Lantana City Hall. A positive finding by this panel could, in all probability,
delay the adoption of the land use map amendment and rezoning for the project.
Once again, I urge you to have your traffic consultant contact either me at 742-6264, or
Khurshid Mohyuddin of the County planning staff at 233-5351, to determine an
approach to satisfying the County's data and analysis requirements.

in year 2020. County, therefore, withdraws its objection to the above-

Thank you for the opportunity to review the above mentioned land use
amendment. Palm Beach County objects to the proposed amendment.
The Palm Beach County Board of County Commissioners has directed
Planning staff to object to any land use amendment within the jurisdiction of
any municipality within Palm Beach County which negatively impacts any
thoroughfare facility in the long-range planning horizon (2020). Such
objections have been specifically authorized without requiring the Board of
County Commissioners' review of the item subject to the objection. Since
the data and analysis has not been provided despite our request in our letter
dated May 5, 2003, the County cannot evaluate the impacts of the above-
referenced land use amendment. Therefore, at this time, the County objects
to this land use amendment.

Our partner, Nancy Graham, has for family personal matters, been called out of town
and is not expected to return until after the Commission Meeting of May 20, 2003. Nancy is
essential to our presentation of the three items pending before the Commission on May 20th.
Specifically, Boynton Ventures 1 LLC has three (3) items pending before the Commission: (I)
New Site Plan, Item 03-002; (ii) Alley Abandonment, Item 03-0002; and (iii) Land Use
