INTRODUCTION
The Arches of Boynton Beach is a mixed-use redevelopment project proposed to be
located in Boynton Beach, Florida. The location of the site is illustrated in Figure 1.
The proposed site is bounded by Ocean Boulevard to the north, 4th Street to the west,
2"d A venue to the south, and Federal Highway to the east, and is bisected by 1"
A venue. The plan envisions a mix of multi-family residential and commercial
development on two blocks.
The site contains a total of approximately 3.515 acres. The existing site is designated
as residential and commercial land uses. A land use change requiring a
comprehensive plan amendment is being requested to change the land use from
mixed use to mixed use core. This involves an increase from 40 residential dwelling
units per acre to 80 residential dwelling units per acre. The non-residentialland use
potential under both categories is the same.
Kimley-Horn and Associates, Inc. was retained to prepare a comprehensive plan
amendment for the project. This document presents the methodology used and
findings from the analysis. The data used in the analysis are the most current data
available from Palm Beach County. Buildout of the site is expected in 2005.

The data used in this analysis were obtained from Palm Beach County and included:

Planning Data
Development density for the approved land use designation was developed as
specified by the Traffic Circulation Element of the Land Use Atlas Amendment
requirements. The current land use designation is mixed use, with a maximum
development intensity of 40 dwelling units per acre. It is proposed to change the land
use to mixed use core with a maximum development intensity of 80 units per acre.
The non.residentialland use potential remains unchanged.

Trip Generation
The trip generation potential for the approved and proposed land use designation was
developed based on the trip generation rates published by Palm Beach County. Peak-
hour characteristics were based on information published in the Institute of
Transportation Engineers' (ITE) Trip Generation, 6th Edition. The generation rates
and results of the approved versus proposed trip generation comparison are presented
in Table 1. Commercial trips were not included in the analysis since the intensity of
commercial development was assumed to remain the same for both existing and
proposed land use designation scenarios.
The trip generation associated with the proposed land use designation will be greater
than the existing trip generation associated with the approved land use designations.
The radius of development influence (as specified in the Land Use Atlas Amendment
Traffic Circulation Element) was based on the net trip increase. Based on a net trip
increase of 980 trips per day, the analysis includes the directly accessed links.

BACKGROUND TRAFFIC
Background traffic was developed for three separate level of service analyses.
Background traffic for the fIrst level of service analysis was based on existing 2001
average daily traffic volumes. These average daily traffic volumes were then grown
by five years (to 2006) using historic growth data from Palm Beach County for the
second level of service analysis. Background traffic for the third level of service
analysis was taken directly from the most currently approved Palm Beach County
2020 MPO FSUTMS model. On links where the MPO Model volumes were lower
than the existing volumes, the existing volumes were grown to year 2020 volumes by
applying a nominal one percent growth rate.
A review was conducted of committed developments within the vicinity of the
proposed project site. No major project that would contribute traffic greater than
10% of roadway capacity was found. Therefore, no major project was added to the
existing volumes for the short-term analysis.
The year 2020 model volumes already include the impacts from development of all
properties within the area. Therefore, no major project traffic was added to that
scenario. The 2020 model also includes the impact from development of the study
property. Therefore, only the net new trips associated with the proposed land use
change were added to the 2020 model volumes.

ASSURED AND
PROGRAMMED CONSTRUCTION
The existing number of lanes on each link analyzed was identified. A review of the
Palm Beach County Five-Year Plan, as well as those improvements committed by the
Florida Department of Transportation, was made to identify pertinent roadway
improvements. No roadway improvement is planned within the study area.
A review of the 2020 model reveals that no future improvement is planned for the
roadways within the study area.

LEVEL OF SERVICE EV ALUA TION
YEAR 2001
A link level of service analysis was undertaken for each of the directly accessed links.
Table 2 shows the results of the level of service analysis for the proposed land use
designation traffic added to Palm Beach County 2001 AADT traffic volumes. The
directly accessed links are expected to operate at Level of Service "D" or better with
the project traffic.
YEAR 2006
Table 3 shows the results of the level of service analysis for the proposed land use
designation traffic added to the year 2006 background traffic (developed from the
Palm Beach County 2001 AADT traffic volumes). The directly accessed links are
expected to operate at Level of Service "D" or better with the project traffic.
YEAR 2020
Table 4 shows the results of the level of service analysis for the proposed land use
designation traffic added to the year 2020 MPO FSUTMS model background traffic.
The directly accessed links are expected to operate at Level of Service "D" or better
with the project traffic.

CONCLUSION
This traffic impact analysis demonstrates that the proposed change in land use
designation for the study property located between Ocean Boulevard, 4th street, 2"d
Avenue, and Federal Highway in Boynton Beach, Florida will result in acceptable
levels of service on all roadways within the radius of development influence. The
proposed amendment change is in accordance with the Traffic Circulation Element
and complies with the traffic standards in the County's Comprehensive Plan.
