Flori a R~stratio(J #45409 #PTC03-149 September 3. 1003 Pi ANDERSON PROPERlY CONCURRENCY TRAFFIC IMPACT ANALYSIS Introduction Pinder Troutman Consulting, Inc. has been retained to conduct a traffic impact analysis for a proposed 88 single family residential development within the City of Boynton Beach. The purpose of this study is to determine if the proposed development meets the requirements of Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code (ULDC). Site Data The site is located on the west side of Lawrence Road approximately one-quarter ('/4) mile south of Hypoluxo Road as shown on Exhibit 1. Access to the proposed project is via one (1) driveway connection to Lawrence Road. Year 2005 conditions were examined for this analysis. Existing (2003) Traffic Conditions The 2003 peak season two-way peak hour volumes for the surrounding roadway network as compiled by the Palm Beach County Traffic Division were utilized in this report. Traffic count data is included in Appendix A. Project Traffic Trip Generation The daily trip generation rate used for this project was from Section 10.8, Fair Share Road Impact Fees, of the Palm Beach County ULDC. The Institute of Transportation Engineers (lTE), Trip Generation, 6'" Edition was the source of the peak hour trip generation rates. Exhibit 2 provides the daily, AM and PM peak hour trip generation data for the proposed development. For Traffic Performance Standards purposes, hased on the net new external peak hour trip generation of 89, the Test 1 radius of development influence is one (1) mile. The Test 2 radius of development influence is the project accessed link. RCfXJrtOJ-149 9~3-U3 Trip Distribution and Assignment A directional distribution was developed based on a review of land use patterns and existing travel patterns and is shown on Exhibit 3A. Exhibit 3B shows the assignment of peak hour project traffic as well as the project impact percentage (% of two-way peak hour service volume). Future Traffic Conditions Roadway Improvements A review was undertaken of the Transportation Improvement Program (FY 2004-2008) from the MPO of Palm Beach County, adopted May 2003, and the Palm Beach County Five Year Road Program, adopted August 2003. Hypoluxo Road from Jog Road to Military Trail is scheduled for construction to six (6) lanes in Fiscal Year 2006. Background Traffic Historic growth trends and Major Project traffic must be analyzed in the projection of future background traffic volumes. Historic growth data is provided on Exhibit 4 for the surrounding roadway links. Major Project data, compiled by Palm Beach County, was also reviewed. Numerous projecls were considered in the projection of background traffic. Committed development data is provided in Appendix B. Total traffic includes existing traffic, Committed Projecls' traffic, historic growth and Project traffic. Where there is substantial Committed Development traffic, a 1% historic growth rate was also applied. With the layering of both residential and non-residential committed development on the area roadways, a double counting of trips occurs. A methodology was utilized that examines a balancing of residential and non-residential traffic. As agreed with County staff for other areas, a 20% double counting factor of the lesser of residential or non-residential traffic has been applied. Report03-149 9-3-03 2 T rafflc Performance Standards Analysis Test 1 (Intersection Analysis) Major intersections at the termini of the project accessed link are required to be analyzed and major intersections for which a proposed development adds more than 10% of the total traffic on any link connecting a major intersection are required to be analyzed. The intersections of Lawrence Road with Hypoluxo Road and Gateway Boulevard were analyzed and are included in Appendix C. All intersections are projected to operate at the adopted standards as shown on Exhibit 5. Therefore, the intersection requirements of Test 1 are met. Test 1 (Link Analysis) The second part of Test 1 examines if any roadway links required to be analyzed are projected to operate below adopted level of service standards. Roadway links with a project impact greater than 1 % of the LOS D are required to be analyzed. Exhibit 6 shows future two-way AM and PM peak hour traffic conditions for the analyzed roadway links. All of the links are projected to operate at the adopted two-way peak hour standard. Therefore, this project meets the requirements of Test 1. Test 2 (Model Test) Test 2 examines traffic conditions based on model projections that are developed and maintained by Palm Beach County. The project accessed link of Lawrence Road is not a Test 2 deficiency; therefore, the requirements of Test 2 are met. Driveway Volumes AM and PM peak hour project driveway volumes are provided on Exhibit 7. Conclusions This analysis shows that the proposed development meets all of the requirements of the Traffic Performance Standards of Palm Beach County.
