COMPREHENSIVE PLAN AMENDMENT ANALYSIS
INTRODUCTION
It is proposed to change the land use designation from Agricultural to Residential Low on a site located
within unincorporated Palm Beach County. The 18.3194 acre site is located on the west side of
Lawrence Road approximately one -half ('hl mile south of Hypoluxo Road. Access to the site will be via
one (1) driveway connection to Lawrence Road.
The purpose of this analysis is to determine if Ihe proposed land use designation is consistent with the
T ranspOrlation Element of the Palm Beach County Comprehensive Plan. The Comprehensive Plan
requires an analysis of existing traffic conditions, traffic conditions in 5 years and Year 2025 conditions.
TRANSPORTATION ELEMENT
Trip Generation
Section 10.8 of the Palm Beach County Unified Land Development Code, Fair Share Road Impact Fees
was the sole source of daily trip generation data utilized in this study. Daily trips generated by the existing
designation as well as the proposed land use designation are shown on Exhibit 1. As required, the trip
generation of both the typical and maximum allowable intensity will be analyzed.
Based on the maximum net daily trip generation of 752, the directly accessed link is required to be
analyzed.
Trip Distribution and Assignment
In order to determine the impact of the proposed development's traffic on the surrounding roadway
network, a directional distribution was developed based upon estimated area travel patterns to be used in
assigning traffic volumes associated with the project. Exhibit 2 provides the distribution and assignment as
well as project impact percentage.

Existing Traffic Conditions
Existing (2003) 24-hour peak season daily traffic volumes provided by the Palm Beach County Traffic
Division are shown on Exhibit 3 for the surrounding roadway network. Traffic count data is provided in
Appendix A. Existing plus proposed project daily traffic volumes and levels of service are also shown on
this Exhibit for the directly accessed link. The directly accessed link of Lawrence Road is projected to
meet the adopted level of service standards.
Roadway Improvements
The FY 2004-2008 Transportation Improvement Program from the MPO of Palm Beach County and the
Palm Beach County Five Year Road Program were reviewed to determine if any roadways within the
study area are scheduled to be improved. There are no roadway links within the radius of development
influence that are programmed for construction.
Future Traffic Conditions
Exhibit 4A shows the projected 2008 traffic conditions with the proposed comprehensive plan
amendment. Historic growth data is provided in Exhibit 4B. The directly accessed link of Lawrence Road
is projected to meet adopted level of service standards.
Exhibit 5 shows Year 2025 traffic conditions with the proposed comprehensive plan amendment. Year
2025 net project traffic is total external traffic, generated by the proposed land use designation, less traffic
generated by the existing land use designation. For the Year 2025 analysis, roadway lanes and traffic
volumes were obtained from the Metropolitan Planning Organization (MPO) staff and are provided in
Appendix B. The directly accessed link of Lawrence Road is projected to meet adopted standards.
MASS TRANSIT ELEMENT
Mass Transit Provider and Facilities
Mass Transit service is available along Lawrence Road on PalmTran Route 63. The nearest Mass Transit
bus stop is within one (1) mile of the site.

CONCLUSIONS
This analysis shows that the proposed land use designation is consistent with the Transportation Element
of the Comprehensive Plan.
