Motorola) DeveJl/pment of Regionallmpad (DR!) .- City of Boynton Beach, Palm Beach County Notification of Proposed Change (NOPC) In response to your letter of November 18, 2003, the Department has reviewed the Notification of Proposed Change (NOPe) for the Renaissance Commons (f.ka. Motorola) Development of Regional Impact (DR!). The Renaissance Commons DR! is located north of the Boynton Beach C.16 Canal, south of Gateway Boulevard, east of Congress A venue and wcst of Lake Worth Drainage District &-4 Canal in the City of Boynton Beach, Palm Beach County, Florida. The DR! was originally approved as the Motorola DR! on January 7, 1980, with an expiration date of 30 years from the date of its rendition (i.e. buHdout yeads 2010). The original DR! development, however, was projected to be complete in the Year 2000, and consisted of the following uses: . 240,000 square feet of Industrial/Office uses in Phase I, o 385,000 square feet of Industrial/Office uses in Phase II, and o 200,000 square feet of Offices in Phase ill, Under Ordinance Number 02-061 the DR! was approved as a multi-use project with the following uses: o 500 Multi.Family dwelling units, o 63,500 square feel of Commercia1/Retail, · 450,000 square feet of Office, and o 128,000 square feel of Industrial (warehouse space) In this NOPe, the applicant proposes the following changes lo the DR!: 1. Change the DR! name from Motorola to Renaissance Commons 2. Revise the approved land uses to include the following uses: . 1,551 Multi-family dwelling units · 213,000 square feet of Commercial Retail (includes 15,000 square feet of Day Care) · 247,800 square feet of Office 3. Snyder December 15, 2003 Page 2 The Department offers the following comments regarding this NOPC and the accompanying traffic analysis: Trio Generation and Distribution L It is evident in the applicant's traffic analysis that the proposed land use change creates new external PM peak-hour trips. As such, the applicant is required to demonstrate that the project would not create significant impacts On the surrounding roadways through an analysis of existing and future (project's buiIdout year) traffic conditions. No such analysis was conducted, 2. The applicant should provide documentation on how the DRI trips are being distribuled and assigned to the roadway network. Pass-by Trio Reduction 3. The pass-by trips should not exceed 10% ofadjacent street background traffic during peak hour or 25% of the project's external retail trips, whichever yields the lower number of pass-by trips. The applicant did not demonstrate that these criteria have been met. Based on our review, the number of pass-by trips proposed in this analysis exceeds 25% of the project's external retail trips, and is therefore unacceptable, The analysis should be revised, accordingly. Lan'd Use Conversion Matrix 4. The trip generation table in the traffic analysis indicates three different types of Multi-Family Residential units - Apartment, Townhouse, and Condominium. However, the Land Use Conversion Matrix shows the conversion to Multi-Family use ba.~ed on the trip generation rate for Apartments. Please clarify if the residential conversion is restricted to Apartment use only. If not, aU three components of Multi-Family units should be shown in the conversion matrix. 5. The applicant should show how the conversion rates are established, and provide the calculation/analysis in the appendix. IDtel."llection and Drivewav AnaJvses 6. Intersection level-of-service (LOS) analyses sbould be conducted for signalized intersections on roadway links that are significantly impacted and whose projected traffic volumes are within 10% of the roadway's adopted maximum service volume. 7. At a minimum, the intersection LOS analysis for Gateway Boulevard and Congress A venue, and the project's driveway analysis should be provided. Comment: Response: Link volumes on Gateway Boulevard from Congress Avenue to High Ridge Road. The volumes shown on Exhibit 8 of the revised report for this link are lower for two (2) reasons. First, the applicant has modified the projected buildout date from 2010 to 2005. It is the applicant's intention to have the project builtout by 2005. Second, the existing traffic data utilized in the traffic report was 1993. During 1993 there were Motorola employees occupying the facility. Therefore, only the additional traffic (between existing and proposed) has to be added to the 2003 base traffic volumes. Suite 1 H West Palm Beach. fL 33406 (561) 434-1644 #PTC03-75 June 7.1004 ~ RENAISSANCE COMMONS DRI (FKA MOTOROLA) NOPC #2 TRAFFIC ANALYSIS The proposal under this Notice of Proposed Change (NOPCl for the Motorola DRI is to change the proposed land use mix and intensities to provide a mix of residential and non-residential land uses. These specific land use designation changes, described in detail in Section 5 of the NOPC Application, represent proposed increases and decreases in land use intensities as well as a reallocation of approved land use designations and intensities. Residential development will occur under the Local Retail Commercial land use designation. The purpose of this traffic analysis is to provide data and analyses of the traffic impacts associated with the proposed change such that a determination of substantial deviation can be made. LAND USE CHANGES There has been one (1) previous modification to the DRI, which was initially approved in 1979 for 625,000 SF of manufacturing (including ancillary office and storage) and 200,000 SF of Office. In December 2002 the first NOPC was approved to provide for a mix of residential and non-residential uses on the site. These uses and intensities are provided on Exhibit 1. Generally, the current proposal is to reduce the amount of office space, eliminate the self-storage warehouse and to increase the number of residential units. Exhibit 2 provides a summary of the proposed land uses and intensities, TRAFFIC ANALYSIS Based on this 1979 development plan it has been determined that the project is vested for 13,020 daily trips and 1,634 peak hour trips (Exhibit 3). This then becomes the benchmark from which to compare the trip generation of the proposed land uses. Nope #2 U3~75 6 7-04 Exhibit 4 provides the AM and PM peak hour trip generation analysis for the proposed Motorola DRI NOPC #2 development program following established Florida Department of Transportation (FOOT) procedures. it has been agreed with FOOT that a 26% pass-by rate is appropriate for the existing Day Care. This rate was obtained from the Pinellas County MPO. Copies of the appropriate report pages are provided in Appendix A. The projected AM peak hour new trips are less than the vested trips. However, the projected PM peak hour trips exceed the vested trips by 152. This represents an increase of 9,3%, which is less than the 15% increase that would constitute a substantial deviation. Exhibit 5 provides the internal Capture worksheet for the proposed development plan. ROADWAY LINK ANALYSES A link analysis has been conducted to determine if the proposed development plan will have a 5% or greater impact on any links not analyzed in the Application for Development Approval (ADA). Exhibit 6 provides this analysis that compares the ADA assignment and impacts with the proposed development plan assignment and impacts. The ADA impact analysis was based on daily traffic. Daily volumes have been converted to PM peak hour trips based on data contained in the ADA. The assignment of traffic generated by the current development proposal is generally based on a distribution developed by utilizing the Palm Beach County Test 2 Model. The socio-economic database of the Model includes all existing plus approved projects and the roadway network required to support the level of development. The model inputs for the Renaissance Commons and the trip distribution percentages are provided in Appendix B. The model outputs were utilized as a guide in developing the trip generation and consequently there are several minor discrepancies. For example, the model does not assign any traffic to Boynton Beach Boulevard between Congress Avenue and Old Boynton Road. This appears unrealistic and an assignment of 4% was shown for this link of Boynton Beach Boulevard. The assignment on Gateway Boulevard from 1-95 to Seacrest Boulevard was reduced from7% to 5%. The assignment on Congress Avenue from Lantana Road to Hypoluxo Road was increased from7% to 16%. There are other instances where the assignments used in this analysis differ slightly from the model assignment. Nope #2 03-75 6-7-04 2 There are three (3) roadway links on which the proposed development plans traffic is projected to have a 5% or greater impact that were not analyzed in the ADA. These links are: 1. Gateway Boulevard from Lawrence Road to Congress Avenue. 2. Gateway Boulevard from Congress Avenue to High Ridge Road. 3. Gateway Boulevard from High Ridge Road to Congress Avenue. These links of Gateway Boulevard are significantly impacted, with the current land use proposal for one main reason; Gateway Boulevard did not extend to or beyond Military Trail and there was no 1- 95/Gateway Boulevard interchange when the Motorola DRI was approved. Based on these impacts, only the identified links of Gateway Boulevard are required to be analyzed. Historic growth, for the roadway links to be analyzed, is provided on Exhibit 7. Note that the historic growth is calculated for a six (6) year time frame. The longer time frame was utilized in order to minimize the impacts of recent roadway widening (Gateway and Congress) that results in changed travel patterns. Exhibit 8 provides the two-way roadway link capacity analyses utilizing FOOT trip generation procedures and link service volumes. This analysis includes the incremental increase in traffic between the existing development and the traffic distribution for the current plan. Motorola, a 555,000 SF office/manufacturing building, has existed on the site for at least the last 10 years. During peak season 2003, it was estimated that 1,000 people were employed by Motorola; and the Day Care center was operational. A comparison of the proposed and existing trip generation is provided on Exhibit 9. Consequently, the link analysis presents a very conservative estimate of future traffic conditions. The link of Gateway Boulevard from Congress Avenue to High Ridge Road is projected to exceed the adopted four (4) lane service volumes. Traffic counts are provided in Appendix C. An arterial analysis has been completed, Appendix 0, that shows acceptable operating conditions. Nope #2 03-75 6-7-04 3 INTERSECTION ANALYSIS Detailed intersection analysis utilizing the HCM - 2000 procedures was completed for the following intersections: "" Congress AvenuelGateway Boulevard "" Gateway Boulevard/Motorola Drive/Hampton Inn "" Congress Avenue/Catalina Center/Motorola Drive At buildout (2005) of the project the Congress Avenue/Gateway Boulevard intersection will require converting the westbound right turn lane to a through/right turn lane. The capacity worksheets are in Appendix D. The Gateway Boulevard/High Ridge Road intersection traffic count is from the 2003 peak season and the other two counts are from the 2004 peak season, During peak season 2004, the Motorola buildings were generally empty. During peak season 2003, there were still many employees working at Motorola. Project traffic at the Gateway Boulevard/High Ridge Road intersection is based on the net increase in project traffic (Exhibit 9) and project traffic at the other two (2) intersections is based on total project traffic (Exhibit 4). ROADWAY MODIFICATIONS The proposed development plan includes the addition of two (2) new driveways on Congress Avenue. One of these driveways will be located south of the Congress Avenue / Gateway Boulevard intersection and the second will be located south of the existing Congress Avenue / Motorola Access (Catalina Drive) signalized intersection. The proposed northerly driveway will be a full median opening (allowing all movements) aligned with an existing driveway on the west side of Congress Avenue, The southerly driveway will allow left in, right in and right out movements only. These roadway modifications were also a part of the NOPC #1 modifications. Nope #2 0375 6-7-(]4 4 CONCLUSIONS Nope #2 proposes simultaneous increases and decreases in allowable development intensities. The projected new trips and the reassignment of approved trips due to changes in the roadway network meet the requirements of State standards.
