The Palm Beach County Traffic Division has reviewed the traffic study for this project,
pursuant to the Traffic Performance Standards in Article 15 of the Palm Beach County
Land Development Code. This project is summarized as follows:

Based on our review, the Traffic Division has determined that the project meets the
Traffic Performance Standards of Palm Beach County. However, it is suggested:
The City of Boynton Beach to review traffic operations at the project access
driveway, with emphasis on left-turns in and out of the site. The forecasted peak
hour volumes indicate the need for provision of a westbound left-turn lane on
Boynton Beach Boulevard onto the site, Also, adequate safety measures should
be considered to accommodate left-turns out of the project site.

CONCURRENCY TRAFFIC IMPACT ANALYSIS
Introduction
Pinder Troutman Consulting, Inc. has been retained to conduct a traffic impact analysis for a
proposed 4,368 SF Krispy Kreme restaurant in the City of Boynton Beach, The purpose of this study
is to determine if the proposed development meets the requirements of Article 15, Traffic
Performance Standards, of the Palm Beach County Unified Land Development Code (ULDC),
Site Data
The site is located on the south side of Boynton Beach Boulevard west of 1-95 as shown on Exhibit 1,
Access to the proposed project is via one (1) driveway connection to Boynton Beach Boulevard at the
signalized intersection with Industrial Avenue, Year 2003 conditions were examined for this analysis.
Existing (2000) Traffic Conditions
Exhibit 2 provides the 2000 annual average daily traffic (MDT) volumes for the surrounding roadway
network as compiled by the Metropolitan Planning Organization (MPO) of Palm Beach County,
Peak hour traffic volumes were determined by applying a 'K' factor of 9.3% to the MDT volumes,
These volumes are also shown on Exhibit 2 along with roadway lanes, levels of service (LOS) and the
adopted LOS D service volumes,
Project Traffic
Trip Generation
Section 10,8, Fair Share Road Impact Fees, of the Palm Beach County ULDC and the
Institute of Transportation Engineers (ITE), Trip Generation, 6th Edition were reviewed to
determine acceptable daily trip generation rates for the proposed project, The daily trip
generation rate used was from Section 10,8, Fair Share Road Impact Fees, of the Palm Beach
County ULOC. The Institute of Transportation Engineers (ITE), Trip Generation, 6th Edition
was the source of the peak hour trip generation rates. Exhibits 3A, 3B and 3C provide the
daily, AM and PM peak hour trip generation data respectively for the proposed development.

For Traffic Performance Standards purposes, based on the net new external daily trip
generation of 1,505, the Test 1 radius of development influence is two (2) miles, The Test 2
radius of development influence is one (1) mile,
Trip Distribution and Assignment
A directional distribution was developed based on review of land use patterns and existing
travel patterns, Exhibit 4 shows the assignment of daily and peak hour project traffic as well
as the project impact percentage ('Yo of daily adopted service volume),
Future Traffic Conditions
Roadway Improvements
The Fiscal Year 2001-2005 Transportation Improvement Program from the MPO of Palm
Beach County and the Palm Beach County Five Year Road Program were reviewed to
determine if any roadways within the study area are scheduled to be improved, There are
no scheduled improvements within the study area,
Background Traffic
Historic growth trends and Major Project traffic must be analyzed in the projection of future
background traffic volumes, Historic growth data is provided on Exhibit 5 for the surrounding
roadway links_ Major Project data, compiled by Palm Beach County, was reviewed, No
Major projects are projected to have a 10% impact on the study area roadways within the
analysis time frame of the proposed development. Background growth projections based on
historic data account for traffic associated with the committed developments in the area.
Traffic Performance Standards Analysis
Test 1 (Link Test)
This first test of the Traffic Performance Standards examines if any roadway links required to
be analyzed are projected to operate below adopted level of service standards, Exhibit 6
shows future daily, AM and PM peak hour traffic conditions for the analyzed roadway links of
Boynton Beach Boulevard and Old Boynton Road, All analyzed roadway links are projected

to operate above the adopted Test 1 level of service standards, therefore, the requirements of
Test 1 are met.
Test 2 (Model Test)
The second test examines traffic conditions based on model projections that are developed
and maintained by Palm Beach County, No roadway links within one (1) mile are Test 2
deficiencies, therefore, the requirements of Test 2 are met.
Intersection Analysis
Major intersections for which a proposed development adds more than 10% of the total
traffic on any link connecting a major intersection are required to be analyzed. No major
intersections meet this requirement based on the proposed development's impact,
Driveway Volumes
AM and PM peak hour project driveway volumes are provided on Exhibit 7,
Conclusions
This analysis shows that the proposed development meets all of the requirements of the Traffic
Performance Standards of Palm Beach County.

COMPREHENSIVE PLAN AMENDMENT
TRANSPORTATION ANALYSIS
INTRODUCTION
It is proposed to change the land use designation from Residential to Commercial on a 0,26 acre site. The
site is located on the south side of Boynton Beach Boulevard west of 1-95 in the City of Boynton Beach,
Access to the site will be via one (1) driveway connection to Boyntnn Beach Boulevard,
The purpose of this analysis is to determine if the proposed land use designation is consistent with the
Transportation Element of the local Comprehensive Plan. An analysis of existing traffic conditions, traffic
conditions within 5 years (2005), and Year 2020 conditions has been completed.
TRAFFIC CIRCULATION ElEMENT
Trip Generation
Section 10.8 of the Palm Beach County Unified Land Development Code, Fair Share Road Impact Fees
was the sole source of daily trip generation data utilized in this study, Daily trips generated by the
maximum intensity development associated with existing and proposed land use designations are shown
on Exhibit 1, As rf'quired, the trip generation of the maximum allowable intensity will be analyzed.
In determining the roadway links to be analyzed, the net new daily trip generation of 822 was utilized,
Based on this daily net new trip generation, only the directly accessed link is required to be analyzed,
Therefore, the only link required to be analyzed is Boynton Beach Boulevard from Old Boynton Road to 1-
95.
Trip Distribution and Assignment
In order to determine the impact of the proposed development's traffic on the surrounding roadway
network, a directional distribution was developed, based upon estimated area travel patterns, to be used in
assigning traffic volumes associated with the project, Exhibit 2 provides the assignment of traffic for the
existing and proposed land use designations at the maximum development.

For the existing and 5 year analysis, the existing and programmed roadway networks were examined in the
assignrnent of project traffic. The long-range assignment was based on the 2020 roadway network, For
both analyses, the Boynton Beach Boulevard segment is a six lane divided facility.
Existing Traffic Conditions
Existing (2000) 24-hour annual average daily traffic volumes provided by the Metropolitan Planning
Organization of Palm Beach County are shown on Exhibit 3 for the directly accessed link, Existing plus
proposed project daily traffic volumes and levels of service are also shown on this Exhibit. The analyzed
link of Boynton Beach Boulevard is operating at adopted standards,
Roadway Improvements
The FY 2001-2005 Transportation Improvement Program from the MPO of Palm Beach County and the
Palm Beach County Five Year Road Program were reviewed to determine if any roadways within the study
area are scheduled to be improved, There are no scheduled roadway improvements within the study
area.
Future (2005) Background Traffic
In order to properly account for future traffic conditions, historic growth trends and committed
development traffic in the area must be analyzed, Historic growth data is provided on Exhibit 4. The
Major Projects list published by Palm Beach County, and a review of recent approvals, were used to
identify Major Projects within the area. No Major Projects are projected to have a 10% impact on the
directly accessed link during the five (5) year analysis time frame,
Future Traffic Conditions
Exhibits 5 and 6 show future Year 2005 and 2020 traffic conditions with the proposed comprehensive pian
amendment respectively, Year 2005 project traffic is total external traffic, generated by the proposed land
use designation, For the Year 2005 analysis, the programmed roadway network was utilized, Boynton
Beach Boulevard from Old Boynton Road to 1-95 is projected to meet adopted standards.
Year 2020 net project traffic is total external traffic, generated by the proposed land use designation, less
traffic generated by the existing land use designation, For the Year 2020 analysis, roadway lanes and

unadjusted model traffic volumes were obtained from the Metropolitan Planning Organization (MPO)staff
as provided in Appendix A, Peak season adjustment factors are also provided in Appendix A. Boynton
Beach Boulevard from Old Boynton Road to 1-95, the directly accessed link, is projected to meet adopted
standards.
MASS TRANSIT ELEMENT
Mass Transit Provider and Facilities
Mass Transit service is available along Boynton Beach Boulevard on Palm Tran Route 71, The nearest
Mass Transit bus stop is within 0.1 mile. This route does provide connection to the Delray Beach and
Palm Beach T ri-Rail station,
CONCLUSIONS
This analysis shows thatthe proposed land use designation is consistent with the Transportation Element of
the Comprehensiw Plan,
