Dear Mr. Hudson:
The School District Planning Department has reviewed the proposed land use amendment for a 2.6 acre
site located on the east side of Federal Highway, approximately 300 feet south of the intersection of
Federal and Old Dixie Highways. The proposed land use change is from Low Density Residential (4.78
du/ac) to Special High Density Residential (20 dulac). The proposed development for the site is 30
townhouse units.
The proposed development is located in Concurrency Service Area (CSA) 19 and SAC 275. Based on
School District's adopted student multipliers for a dwelling unit, the proposed development of 30 units
may generate approximately 3 elementary school students, 2 middle school students and 2 high school
students. The schools currently serving the area are as follows:

The schools referenced above that would currently serve the proposed development are subject to
change due to boundary adjustments to equalize utilization, or to provide capacity for the new student

The level of service for school concurrency is 110%. Based on existing utilization, another school would
not be necessary to serve the area. Please be advised that a Public School Concurrency Determination
is not required as a part of the Land Use Amendment process, but will be required in conjunction with the
rezoning/site plan applications.

The Palm Beach County Traffic Division has reviewed the traffic statement for the
proposed residential project entitled; Estancia at Boynton, pursuant to the Traffic
Performance Standards in Article 12 olthe Palm Beach County Land Development Code.

traffic concurrency approval is subject to the Project Aggregation Rules set forth in the
Traffic Performance Standards Ordinance.

We have tried several times to contact you regarding the application for land use amendment and rezoning for
Estancia (fka Dakota Lofts). The applicalion is only for the properties to be added to the original project; however,
the future land use designalion for the original project only allows a maximum of 10.8 du/ac and the proposed
project is showing a gross density of 11 .95 du/ac. This means that the land for the entire projecl must go through
the land use amendment and rezoning process to take it to Special High Density Residential and IPUD zoning.
Unfortunately, this means that all impacts to roadways, water and sewer syslems and schools must be
recalculated and submitted based on the total acreage and the submittal forms corrected.
The applicalion for the land use amendment and rezoning is on hold until the application forms are corrected.

Per your request, Traf Tech Engineering, Inc. conducted a traffic study for the Estancia at
Boynton project planned to be located on the east side of US I (Federal Highway)
immediately north of Bamboo Lane in the City of Boynton Beach, Florida. The location
of the project is illustrated in Figure I. The study addresses the following two items:

Trip Generation Analysis
Estancia at Boynton is a proposed residential development consisting of 30 townhomes.
According to the Institute of Transportation Engineers (ITE) Trip Generation document
(7th Edition), the most appropriate "land use" category is ITE's Land Use 230 _
Residential Condominium/Townhouse. The fitted curve equations, given by the ITE
manual, are:

Table 1 summarizes the trip generation associated with the proposed project. As
indicated in Table I, the proposed 30 townhomes are anticipated to generate
approximately 230 trips per day, 20 trips during the AM peak hour, and 22 trips during
the afternoon peak. Since the project is anticipated to generate less than 500 trips per
day, a traffic impact analysis following the Municipal Implementation Ordinance of the
Palm Beach County Traffic Performance Standards Ordinance is not required.

Driveway Analysis
The AM and PM peak hour traffic volumes generated by the proposed residential
development were assigned to the proposed project driveway off of Bamboo Lane.
Based on the surrounding land uses and the transportation network located in the vicinity
of the project, the following trip distribution was assumed for the Estancia at Boynton
development:
o Fifty percent (50%) on Federal Highway north of Bamboo Lane
o Fifty percent (50%) on Federal Highway south of Bamboo Lane
Figure 2 depicts the AM and PM peak hour traffic assignments on the project driveway
off of Bamboo Lane. Based on the peak hour turning movement volumes developed for
the project driveway, a two-lane driveway is required with one ingress lane and one
egress lane.
