Dear Mr. Jarvis:
In response to your request for the administrative review and approval of the modifications proposed to
the above-referenced, approved site plan, please be informed that the proposed parking lot, drive aisles,
and paving 1 drainage changes as shown on the revised plans date stamped 06/27/01 are "minor", as
defined within the Land Development Regulations, Chapter 4- Site Plan Review.
This project may continue to be processed by the Building Division as a permit application subject to the
following conditions:
1. Relocate on-site or justifY, the loss of two (2) handicapped parking spaces that were in front of the
Dive Shop;
2. Parked vehicles utilize 2 feet of overhang, compromising either adjacent green space or walkway if a -
wheel-stop and adequate space is not provided. The width of the pedestrian walkway along Casa
Loma Boulevard has been reduced from 6 Y2 feet to 4 Y2 feet, there by reducing accessibility. The
width of the pedestrian walkway along Casa Loma Boulevard must meet ADA accessibility
requirements.
3. Show the location of the dumpster(s) eliminated within Phase I or provide an explanation!
justification for the exclusion of the dumpster(s) between Phase I and Phase II.
___ 4. Provide a minimum 30-foot turning radius at intersections for adequate access for emergencyl
oversized vehicles (plan indicates 22 feet).

Dear Mr.Rumpf:
This letter is in response to your written communication dated August 10, 200 I relating
to the revised phase I site plan modification. I will address your comments individually.
1. Relocute on-site or justifi.', the loss of two (2) handicapped parking spaces that
were infi'on/ o{the dive shop.
There are 61 public parking spaces provided in phase 1. The "Institute of
Transportation Engineers" states that for 61 parking spaces, three (3)
handicapped parking spaces needs to be provided (see attached table A-2).
Phase I has provisions for four (4) handicapped parking spaces.
2. Parked vehicles utilize 2feet oloverhang, compromising either adjacent
green space or walkway if a wheel-stop and adequate space in not provided.
The width of the pedestrian walhvay along Casa Loma Boulevard has been
reducedfi'om o1/2feetto 41/2feet, there by reducing accessibility. The width
olthe pedestrian walkway along Casa Lama Boulevard must meet ADA
accessibility requirements.
Attached is the site plan that illustrates pedestrian access. Typically, at least a
61/2 foot walkway is provided throughout the project. However there is one
area where, due to the cars over hang, only 41/2 feet is provided. The code
relating to accessibilit} requires a minimum of 42 inches
3. Show the locution of the dumpster(s) eliminated within Phase 101' provide an
explanations,justificationfor the exclusion o{the dumpster(s) between Phase 1
and Phase 11.
The temporary Phase I dumpsters will be located adjacent to the temporary
parking lot (see enclosed site plan). Ultimately, the dumpsters will be
included in the Phase II design.
4. Provide a minimum 30:loot turning radius at intersections/or adequate
access/or emergency/oversized vehicles (plan indicates 22/eet).
The radii have been revised (see attached site plan).

Handicapped Parking
In 1991, the U.S. Department of Trans-
partation released the Americans with
DisabilitiesActAccessibility Guidelines
(ADAAG) ". Priorto that, in 1984, the
Uniform Federal Accessibility Stan-
dards (UFAS)" had been published.
Both documents indicate the required
minimum number of parking spaces that
must be provided to accommodate dis-
abled persons, as shown in Table A-2.
The ADAAG also requires "van-acces-
sible" spaces.
The design of all new and rebuilt
parking facilities provided by state and
local government agencies must com-
ply with either the ADAAG or the
UFAS; the design of new or rebuilt park-
ing facilities provided by commercial
establishments must conform with the
ADAAG.
At facilities providing medical care
I
and other services for persons with mo-
bility impairments, accessible parking
spaces must be provided in accordance
with Table A-2 except as follows:
. Outpatient units and facilities: 10
percent of the total number of
parking spaces provided serving
each such outpatient unit facility
must be accessible.
. Units and facilities that special-
ize in treatment or services for
persons with mobility impair-
ments: 20 percent of the total
number of parking spaces pro-
vided serving each such unit or
facility must be accessible.
In addition, theADAAG state that one
in every eight accessible spaces, but not
less than one, must be van accessible
(served by an 8-foot-wide access aisle
and designated "van accessible"). These
spaces must have adequate vertical spac-
ing, and may all be grouped on one level
of a parking structure.
