Revised Phase I Site Plan Modifications
Per your request the responses provided by Sun-Tech Engineering, Inc. to comments provided
them August 10, 2001 have been reviewed. The Engineering Department offers the following:
1. By my count there are 80 public parking spaces provided on Casa Loma Blvd. and NE 6th
St., of which 4 are handicap accessible. Handicap parking shall meet or exceed State
Handicap Code requirements and comply with the Standard Building-Code and the county-
wide amendments thereto, not "Institute of Transportation Engineers" recommendations.
State code requires a minimum of 4 spaces for total parking of 76-100 spaces, however, the
Development Order Condition of Approval Comment #66 indicates that a total of 6 handicap
spaces will be provided for the 70 parking spaces indicated in that order. The original
comment still stands: "Relocated on-site or justify the loss of two (2) handicapped parking
spaces that were in front of the dive shop".

3. Understanding that this is a temporary location for the dumpster enclosure, the placement of
the enclosure is a significant distance from the businesses that would be using it.
Additionally its' placement will require excessive maneuvering for garbage truck access and
would block traffic during pick-up. It is recommended that the enclosure be rotated 45 to
provide better accessibility. It is also recommended that a more convenient location be
provided, even for the short term.

In response to your request for the administrative review and approval of the modifications proposed to
the above-referenced, approved site plan, please be informed that the proposed parking lot, drive aisles,
and paving 1 drainage changes as shown on the revised plans date stamped 06/27/01 are "minor", as
defined within the Land Development Regulations, Chapter 4- Site Plan Review.
This project may continue to be processed by the Building Division as a permit application subject to the
following conditions:

Roadway Width for NE 6th St. at the Boy~ton Beach Marina
RE:
In response to questions regarding the existing and proposed roadway width of NE 6th
Street at the proposed Boynton Beach Marina complex the Engineering Department
offers the following:
From the Citv of Bovnton Beach Land Develooment Reaulations, Chapter 1, Article II,
Definitions, a local street is defined as "A street shown or described as such according
to the current or most recent functional classification contained in the City of Boynton
Beach Comprehensive Plan, as adapted and amended."
A collector street is defined as "A route providing service which is of relatively
moderate average traffic volume, moderately average trip length and moderately
average operating speed. Such a route also collects and distributes traffic between
local roads or arterial roads and serves as a linkage between land access and mobility
needs. A street shown or described as a collector according to the current or most
recent function classification contained in the City of Boynton Beach Comprehensive
Plan, as adopted and amended, is a collector street."
The Palm Beach County Land Develooment Code, Article 3, Definitions, divides local
streets into residential and commercial classifications. The local commercial street is
defined as "a street designed and maintained primarily to provide legal and vehicular
access to abutting commercial or industrial lots. A local commercial street is of limited
continuity, is not for through traffic, and is the middle order street of minor streets."
A local residential street is defined as "a street designed and maintained primarily to
provide legal and vehicular access to abutting residential lots. A local residential street
is of limited continuity, is not for through traffic, and is the middle order street of minor
streets, being of a higher classification than a residential access street."

A collector street is defined as "a street which carries traffic from local to arterial
streets. Collector streets have more continuity, carry higher traffic volumes and may
provide less access than local streets."
The Palm Beach County Land Develooment Code, Article 8, Chart 8.22-2, specifies a
pavement width of 24 feet for local commercial streets.
From the ITE Traffic Enaineerina Handbook, 5th Edition, pg. 351, a Collector is
defined to " . . . serve as local (for short trips) through-facilities, and serve to access
abutting land uses. Collector streets often appear similar to local streets, although
collector streets can carry substantially higher volumes. A Local Street is defined to " .
. . provide access to the transportation network from developed land uses.
Accommodation of pedestrians within such streets is often a high priority."
From the Standard Handbook for Civil Enaineers, Third Edition, pg. 14-38, "Collector
streets carry traffic and provide access to adjacent land. Collector streets, spaced to
relieve excessive traffic volumes on local streets, are commonly designed with 2 travel
lanes and 2 parking lanes, with the capability of carrying up to 8000 to 10,000 vehicles
per day." "Local streets provide access to adjacent land. Local streets commonly have
2 travel lanes and 1 parking lane. Traffic volumes are normally kept to minimum
levels."
NE 6th St. is currently classified as a local street. It currently serves as an access
route to two restaurants, a dive shop and various small business enterprises linked to
diving, fishing and boating. Access, parking and maneuverability to these locations is
severely limited. Inadequate roadway/aisle widths, inadequate parking availability, and
high traffic volumes cause limitations.
NE 6th St. is the proposed access route to the Boynton Beach Marina
commercial/residential development. In addition to the existing restaurants (Two
George's and the Banana Boat) and businesses already located within the area, two
new retail office spaces, two new restaurants, and a condominium complex are
proposed. Although no formal traffic studies have been provided, traffic volumes can
be expected to further increase.
The proposed roadway will consist of a two - 11 foot lanes with parallel parking on
both sides of the street.
All other internal lanes (parking lots) within the Boynton Beach Marina Development
are provided with 12-foot lanes.
NE 6th St. is currently shown on the City of Boynton Beach Comprehensive Plan as a
local street; we will be pursuing reclassification of this roadway.
It is the position of the Engineering Department that NE 6th St. is in fact a collector
street given the volume and composition of the existing and proposed traffic. It is our

goal to provide and maintain the highest level of service and safety to the traveling
public. As with the previous issue of parking stall sizes in the downtown development
corridor the Development Department may wish to grant a variance.

Good afternoon.
Steve Wiehe (ATC) is attempting to obtain a permit for the installation of our underground
storage tanks, which are in the critical path timeline of the CasaLoma improvements. He was
faxed yesterday your 9 page ENVIRONMENTAL REVIEW PERMIT APPLICATION to apparently
initiate a process leading to his permit.
He already has submitted to PBC DERM and received approval on 05/18/01. In addition this
activity is specifically referenced in our Development Order.
I would like to respectfully request that we be exempt from the above process, or if it would
enhance the operations of the CRA, we receive approval at that level.

4.2.2 Width for Wheelchair Passing.
The minimum width for two wheelchairs
to pass is 60 in (1525 mm) (see Fig. 2).
4.23 Wheelchair Turning Space. The
space required for a wheelchair to make a
180-degree turD. is a clear space of 60 in
(1525 mm) diameter (see Fig. 3(a)) or a
T-shaped space (see Fig. 3(b)).
4.2.4 Clear Floor or Ground Space for
Wheelchairs.
4.2.4.1 Size and Approach. The
minimum clear floor or ground space
required to acco=odate a single,
stationary wheelchair and occupant is 30
in by 48 in (760 mm by 1220 mm) (see
Fig. 4(a)). The minimum clear floor or
ground space for wheelchairs may be
positioned for forward or parallel
approach to an object (see Fig. 4(b) and
(c)). Clear floor or ground space for
wheelchairs may be part of the knee space
required under some objects.
4.2.4.2 Relationship of Maneuvering
Clearance to Wheelchair Spaces. One
full unobstructed side of the clear floor or
ground space for a wheelchair shall adjoin
or overlap an accessible route or adjoin
another wheelchair clear floor space. If a
clear floor space is located in an alcove or
otherwise confined on all or part of three
sides, additional maneuvering clearances
shall be provided as shown in Fig. 4(d)
and (e).

4.2.4.3 Surfaces for Wheelchair Spaces.
Clear floor or ground spaces for
wheelchairs shall comply with 4.5.
4.2.5 Forward Reach. If the clear floor
space only allows forward approach to an
object, the maximmn high forward reach
allowed shal1 be 48 in (1220 =). The
minimum low forward reach is 15 in (380
=) (see Fig. 5(a)). If the high forward
reach is o\:er an obstruction, reach and
clearances shall be as shown in Fig. 5(b).
4.2.6 Side Reach. If the clear floor space
allows parallel approach by a person in a
wheelchair, the maximmn high side reach
allowed shal1 be 54 in (1370 =) and the
low side reach shall be no less than 9 in
(230 =) above the floor (Fig. 6(a) and
(b)). If the side reach is over an
obstruction, the reach and clearances shall
be as shown in Fig. 6(c).
4.3 ACCESSIBLE ROUTE
4.3.1 General All walks, haIls,
corridors, aisles, skywaIks, tunnels, and
other spaces that are part of an accessible
route shall comply with 4.3.
4.3.2 Location.
(1) At least one accessible route within
the boundary of the site shal1 be provided
from public transportation stops,
accessible parking, and accessible
passenger loading zones, and public
streets or sidewalks to the accessible
building entrance they serve. The
accessible route shaI1, to the maximmn
extent feasible, coincide with the route for
the general public.

(2) At least one accessible route shall
connect accessible buildings, facilities,
elements, and spaces that are on the same

I have reviewed the above referenced Site Plans, received on July 6, 200 I, against the revisions to the Site
Plan (approved 8/10100). Following are my comments, with the appropriate Code and Land Development
Regulations (LDR) referenced as appropriate. As this is for a minor modification only the plans were not
reviewed against the Site Plan Review requirements in the Land Development Regulations.
Code Requirements
1. On the Site Plan, add a general note that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (L WDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
2. It appears to me that major changes were made to the site plan layout (LDR, Chap 4, Section 9.C.2, 4,
7: Modification determination of approved site plan).
Recommendations/Corrections
1. Will entrance to residential be placed during proposed Phase II construction (Ref: Note 3).
2. Why is NE 6th St. only 23 ft. wide while the aisles are 24 ft. wide?
3. Revision of parking in front of Dive Shop II reduces parking from a total of 6 spaces to 2 spaces; both
handicap spaces in front of Dive Shop II are lost (Ref: Note 5).
4. Changes made to parking aisle widths are less than the minimums required in the Land Development
Regulations and City Standards (Ref: Note 6).
5. When will dumpsters be placed? Dumpsters will be required for the proposed businesses (Ref: Note
7).

I have reviewed the above referenced Site Plans, received on July 6, 2001, against the revisions to the Site
Plan (approved 8/10100). Following are my comments, with the appropriate Code and Land Development
Regulations (LDR) referenced as appropriate. As this is for a minor modification only the plans were not
reviewed against the Site Plan Review requirements in the Land Development Regulations.
Code Requirements
1. On the Site Plan, add a general note that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
2. It appears to me that major changes were made to the site plan layout (LDR, Chap 4, Section 9.C.2, 4,
7: Modification determination of approved site plan).
RecommendationslCorrections
1. Will entrance to residential be placed during proposed Phase II construction (Ref: Note 3).
2. Why is NE 6th St. only 23 ft. wide while the aisles are 24 ft. wide?
3. Revision of parking in front of Dive Shop II reduces parking from a total of6 spaces to 2 spaces; both
handicap spaces in front of Dive Shop II are lost (Ref: Note 5).
4. Changes made to parking aisle widths are less than the minimums required in the Land Development
Regulations and City Standards (Ref: Note 6).
5. When will dumpsters be placed? Dumpsters will be required for the proposed businesses (Ref: Note
7).

6. Provide pedestrian access from Two George's Parking Lot to the Marina Development.
7. Relocation of the restaurant Parcel 2 has resulted in a loss of 21 parking spaces.
8. Parking along the south side of Casa Loma Boulevard is allowed to hang over the pedestrian walkway
2 feet. This reduces the walkway to a 4 Yo foot clear width. All other walks within the development are
6 foot in width.
