Z003 PLANNING ANO ZONING OEPT . Di MARINA VILLAGE CONCURRENCY TRAFFIC IMPACT ANALYSIS Introduction Pinder Troutman Consulting, Inc. (PTC) has been retained to conduct a traffic impact analysis for a proposed mixed-use development in the City of Boynton Beach. The purpose of this study is to determine if the proposed development meets the requirements of Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code (ULDC). Site Data The site is located on the north side of Ocean Avenue east of Federal Highway as shown on Exhibit 1. It is proposed to develop a mix of Retail, Restaurant, Marina and Residential units on the site. Access to the proposed project will be via Ocean Avenue and NE 2nd Avenue (extension of Boynton Beach Boulevard east of Federal Highway). Year 2005 conditions were examined for this analysis. Existing (2001) T raffle Conditions Exhibit 2 provides the 2001 annual average daily traffic (MDT) volumes for the surrounding roadway network as compiled by the Metropolitan Planning Organization (MPO) of Palm Beach County. Peak hour traffic volumes were determined by applying a 'K' factor of 9.3% to the MDT volumes. These volumes are also shown on Exhibit 2 along with roadway lanes, levels of service (LOS) and the LOS 0 service volumes. Project T raffle Trip Generation Section 10.8, Fair Share Road Impact Fees, of the Palm Beach County ULDC was reviewed to determine acceptable daily trip generation rates for the proposed project's land uses. The Institute of Transportation Engineers (lTE), Trip Generation. 6"' Edition was utilized as the source for peak hour trip generation rates. Rep<Xt03-3S 2-19-03 Exhibit 3 provides the daily, AM and PM peak hour trip generation data for the proposed development Because of the mixed-use nature of the project, a portion of the project traffic will remain on site and is internal to the project. An internal capture worksheet is provided in Appendix A. For Traffic Performance Standards purposes, based on the net daily trip generation of 1,797 non-residential trips, the Test 1 radius of development influence is two (2) miles and the Test 2 radius of development influence is one (1) mile. The site is located within the Coastal Residential exception area. Consequently, the residential component is excepted from concurrency standards. However, for informational purposes, all trips are shown in this report. Trip Distribution and Assignment A directional distribution was developed based on land use patterns and the existing roadway network. Exhibit 4 shows the assignment of daily and peak hour project traffic as well as the non-residential project impact percentage (% of daily adopted service volume). Future T raffle Conditions Roadway Improvements A review of the Transportation Improvement Program from the MPO of Palm Beach County and the Palm Beach County Five Year Road Program was completed. There are no programmed roadway improvements within the radius of influence. Baekground T raffle Historic growth trends and Major Project traffic must be analyzed in the projection of future background traffic volumes. Historic growth data is provided on Exhibit 5 for the surrounding roadway links. Major Project data, compiled by Palm Beach County, was reviewed. No Major Project is projected to have a 10% impact on the analyzed roadway links during the buildout time frame of the proposed development Report 03-35 2-19-03 2 Traffle Performanee Standards Analysis Test 1 (Link Test) This first test of the Traffic Performance Standards examines if any roadway links, required to be analyzed, are projected to operate below adopted level of service standards. Exhibit 6 shows future average daily and average peak hour traffic conditions for the study area roadway links at project buildout. One (1) link of Boynton Beach Boulevard, from 1-95 to Seacrest Boulevard, is projected to operate below the level of service standards; therefore, an Alternate Test 1 Analysis is required. The remaining roadway links are projected to operate above the adopted level of service. Alternate Test 1 The peak season peak hour directional link analysis for Boynton Beach Boulevard is provided on Exhibit 7. Appendix B provides the intersection and link count data. Capacity analyses for the intersections are provided in Appendix C. Based on this analysis, both the roadway link and intersection standards for Alternate Test 1 are met. Intersection Analysis Major intersections for which a proposed development adds more than 10% of the total traffic on any link connecting a major intersection are required to be analyzed. One major intersection meets this requirement based on the proposed development's non-residential impact: ~ Boynton Beach Boulevard & US 1 Appendix B contains the intersection count data and peak season factors. The intersection capacity worksheet is provided in Appendix C showing operation at adopted level of service standards. Driveway Volumes AM and PM peak hour project driveway volumes are provided on Exhibit 8. Report03-352-19-03 3 Test 2 (Model Test) The second test examines traffic conditions based on model projections that are developed and maintained by Palm Beach County. There are no Test 2 deficiencies within the radius of development influence. Therefore, the requirements of Test 2 are met. Conclusions This analysis shows that the proposed development meets the requirements of the Traffic Performance Standards of Palm Beach County.
