CHAPTER E PROCEDURE
Section 1 Required Submission of Impact Study
A. Application Procedure
Prior to acceptance of any application for a Site Specific Development Order in the
unincorporated area, or issuance of a Site Specific Development Order in the incorporated area.
a non-refundable application fee established by the BCC from time to time to defray the actual
cost for processing the application, shall be submitted along with the Traffic Impact Study or
documentation sufficient to establish that !he application is not subject to the standards of this
Article, In order to receive a time extension pursuant to Art 2,E, Monitoring. the applicant shall
be required to submit a new Traffic 1m pact Study or documentation sufficient to establish that the
Project with !he additional time provided by the extension meets the standards of this Article in
effect at the time the extension is granted,
B. Review by County Engineer
The County Engineer or Municipal Engineer, as applicable, shall review the information
submitted pursuant to this Article and determine whether the proposed Project complies with !his
Article, In the unincorporated area the County Engineer shall coordinate with the Planning
Division whether the Site Specific Development Order meets the other Concurrency
Requirements of the Plan, The procedures set forth in the Adequate Public Facilities Chapter,
shall control; except as to any appeals from this Article, in which case Art 12,G, Appeals. of this
Article shall control. Nothing herein or in the Adequate Public Facilities Chapter shall preclude
direct informal communication between the County Engineer and the Applicant or his agents, In
the Unincorporated Area. a statement that an application for a Site Specific Development Order
is being considered shall be sent to any Municipality within the proposed Project's Radius of
Development Influence 30 days prior to the issuance of the Site Specific Development Order for
all proposed Projects generating more than 100 Gross Peak Hour Trips, The statement shall be
sent by U,S, Mail, or hand delivered,

Study
Dear Franz:
As requested, I have perfonned an initial evaluation of the potential traffic associated with the proposed
development at the church.
Your plans indicate that the existing church includes 11,755 gross square feet (gsf) of building. As I
understand the program, the proposed new development consists of adding a net additional 5,004 gsf to
the existing 11,755 gsf. This would result in a church of approximately 16,759 gsf.
Based upon Table 13.HA-20 of the Unified Land Development Code of Palm Beach County, effective
3/1/2004; the County has established that churches generate 9, II vehicle trips per average weekday.
This trip generation rate is consistent with the Institute of Transportation Engineers (ITE) publication
"Trip Generation", 7th Edition. For peak hour trips. the County accepts the latest trip generation rates
published by the ITR "Trip Generation", 7th Edition indicates that churches generate 0.72 trips per
1,000 gross square feet during the peak hour of the adjacent street between 7 and 9 am; and, 0.66 trips
per 1,000 gross square feet during the peak hour of the adjacent street between 4 and 6 pm. Application
of the higher trip generation rate to the proposed development yields an estimated 4 vehicle trips per
hour. Further, application of that trip generation rate to the entire development (existing plus proposed)
yields an estimated 12 vehicle trips per hour.
The need to provide a traffic impact study is discussed in Section 12.E.1.C, of the Unified Land
Development Code of Palm Beach County. According to the code, a traffic impact study is not required
for proposed non-residential projects which generate less than 20 peak hour trips.
Based upon my analysis and the standards indicated in Article 12, Traffic Performance Standards of the
Unified Land Development Code of Palm Beach County, I do not believe that a traffic impact study is
required for this project
