Federal Highway in Boynton Beach, FL. The site has been previously developed and contains an existing Dunkin Donuts restaurant which has been in operation since circa 1975. The intent is to raze the existing restaurant building and construct a new larger building with a drive-thru service window. The new Restaurant will be a combination of the two Dunkin' Donuts and Baskin Robbins fast-food restaurants. This study is prepared in accordance with Article 15 "Traffic Performance Standards" of the Land Development Code for Palm Beach County, FL. A Site Location Map and Site Plan are presented in Attachments "A" and "B." The general guidelines in Article 15 indicate that a traffic impact study will be required for any non-residential project, which generates more than 200 gross trips. Accordingly, the following activities were undertaken to address impacts from the Restaurant project: Existing traffic engineering data were collected. Estimated future traffic volumes were developed within the buildout timeframe of the Restaurant. A traffic generation study was performed to determine the traffic volumes, which are expected from the Restaurant. Conclusions were drawn based on expected traffic conditions at the buildout of the Restaurant. Access and Circulation Access from the site is directly onto Federal Highway. It is expected that most of the traffic associated with the site will come from the surrounding residential neighborhoods and existing traffic on Federal Highway. EXISTING TRAFFIC The Average Daily Traffic (ADT) from the 2001 MPO Traffic Volume Map is 24,288 based on a count location on S. Federal Highway (U.S. 1), 880' north of Woolbright Road (Station 5818-2), Peak Hour Traffic based on 9.3% of ADT is 2,259. BACKGROUND TRAFFIC The projected Background Traffic during the Buildout Period (4/04 - 10/04) based upon information from the Historical Traffic Growth Rate Table and the map of Major Projects is zero (+ADT). ASSURED CONSTRUCTION There are no road construction improvements, meeting the definition of "assured construction, within the radius of development influence that will be constructed prior to or during the buildout of the proposed project. TRIP DISTRIBUTION The total net trips for the Restaurant is 280 trips for a weekday and 366 trips for a Saturday. PEAK HOUR TURNING MOVEMENTS The following peak hour turning movements for weekdays were determined from trip generation rates in the Institute of Traffic Engineers "Trip Generation, 6th Edition" manual. The ITE Manual does not have data for AM or PM peak hour rates for Saturdays. However, it can be assumed that traffic generation at these hours will not be significant from this Project for a Saturday, The movements do not reflect any credit for captured trips and do include the total trips for the Restaurant with the additional area. AM Peak Hour Movements - Total Trip Generation = 76 Trip Distribution: S. Federal Highway, North: 38 S. Federal Highway, South: 38 PM Peak Hour Movements - Total Trip Generation = 64 Trip Distribution: S. Federal Highway, North: 32 S. Federal Highway, South: 32 Directional Distribution is 50% enter and 50% exit. The AM Peak Hour and PM Peak Hour turning movements are shown in Attachments "C" and "D," respectively. Only turning movements are shown. Movement counts are rounded to nearest whole number.
