BACKGROUND
Proposal:
The applicant is proposing to construct an 11,973 square foot retail building with
multiple tenant bays on a 1.22-acre parcel. Parcel "D" on the master plan was
originally approved for a 9,000 square foot retail building. Approval of this project is
contingent upon the approval of the accompanying request for master plan
modification (MPMD 04-001) of the Grove Plaza master plan (see Exhibit "c" -
Conditions of Approval).
Site Characteristic: The subject property (Parcel "D'') is one (1) of six lots of the Grove Plaza
Subdivision master plan. According to the survey, the site is fairly square in shape
and the highest elevation (18.6') is shown near the northeast corner of the
property The survey also indicates that a 34 foot L.W.D.D. canal easement is
located along the north property line. No unique or endangered habitat, migratory
bird rookeries, wading bird habitat or colonial bird nesting / roosting areas are
located on the subject site. Also, no wetlands or other surface waters are located
on this parcel.
ANALYSIS
Concurrency:
Traffic: A traffic statement for this project was submitted and sent to the Palm Beach
County Traffic Division for their review and approval. In a letter dated April 15,
2004, the Traffic Division confirmed that this project meets the Traffic Performance
Standards of Palm Beach County.
Drainage: Conceptual drainage information was provided for the City's review. The City's
concurrency ordinance requires drainage certification at time of site plan approval.
The Engineering Division is recommending that the review of specific drainage
solutions be deferred until time of permit review, when more complete engineering
documents are required (see Exhibit "c" - Conditions of Approval). A Master Site
Drainage Plan has been prepared for the entire Subdivision Master Plan, depicting
on-site and common drainage systems, accomplished via a combination of green
swales, exfiltration trenches, and dry retention. The drainage design shall conform
to the requirements of the City of Boynton Beach, South Florida Water
Management District, and the Lake Worth Drainage District (LWDD).
School: School concurrency is not required for this type of project.

Driveways: Tract "G" is the common area which accommodates the access drives, drainage,
buffer wall, and landscaping for the Grove Plaza commercial/retail development.
Tract "G" allows for vehicular ingress / egress to the subject site from Hypoluxo
Road. The project proposes three (3) driveway openings from the subject property
to Tract "G". These three (3) driveway openings would allow for both vehicular
ingress and egress. Two (2) of the openings would occur along the subject parcel's
west property line and one (1) along the south property line. The project would
share and utilize Tract "G" with the other parcels. Each of the driveway openings
onto Tract "G" would be at least 25 feet in width.
Parking Facility: Retail uses require one (1) parking space per 200 square feet of gross floor area.
Therefore, an 11,973 square foot retail building requires 60 parking spaces. The
site plan (sheet A100) shows that 60 parking spaces are proposed to meet this
requirement. The site plan also shows that 90-degree parking spaces would be
dimensioned nine and one-half (9112) feet wide by 181/2 feet in length. The 90-
degree handicap spaces would be 12 feet in width with five (5) feet of striping.
Parking areas would occur along the north and south sides of the building. As
proposed, the vehicular back-up distance is 25 feet in width. The proposed outdoor
freestanding lighting structures would have to adhere to the design guidelines of
the Grove Plaza Master Plan (see Exhibit "C" - Conditions of Approval). For
example, the height of the light pole structures could not exceed 17 feet.
According to the photometric plan, the proposed lighting levels along all sides of the
property would be minimal. It should have no adverse affect on the neighboring
parcels.
Landscaping: The proposed pervious area of the parcel equals 10,948 square feet or 22.5% of
the total site. The landscape plan (sheet L-1) indicates that approximately 72% of
the trees, 77% of the shrubs and 75% of the groundcover would be native.
Consistent with the Grove Plaza Master Plan, the width of the north (front)
landscape buffer along Hypoluxo Road would be 15 feet in width, bermed, and
contain Live Oak trees and a row of Redtip Cocoplum hedges. Additionally the north
buffer would include Calophyllum trees, fire bush and purple lantana. A cross-
section of the front landscape buffer is required to provide sufficient detail to
ensure proper screening is attained on the site. Additionally, the installation and
creation of the berm along the north buffer would be overseen by the City Forester
/ Environmentalist (see Exhibit "C" - Conditions of Approval). The west (side)
landscape buffer would be 7 feet in width and contain Pigeon Plum trees,
Montgomery palms and a row of Redtip Cocoplum hedges. The width of the south
(rear) landscape buffer would be 15.5 feet in width and would contain Live Oak
trees, Calophyllum trees and Redtip Cocoplum hedges. Finally, the width of the
east (side) landscape buffer would be at least 2.5 feet wide and would contain
Silver Buttonwood, Pigeon Plum and Gumbo Limbo trees, and Redtip Cocoplum
hedges.
Along the north side of the building, between tenant bay entry doors, the developer
proposes planting Montgomery and Christmas palms along with arboricola shrubs.
On the west building elevation, the planting scheme includes 12'-16' tall Christmas

palms located between decorative stucco recesses and fire bush shrubs to enhance
the lower region of the wall. The trees and palms proposed for the west landscape
buffer added to those proposed against the west building wall should soften the
appearance of this highly visible elevation.
Building and Site: The maximum height allowed for new buildings in the C-3 zoning district is 45 feet
/ 4 stories. According to Sheet A300, the proposed building is designed as a one
(l)-story structure. The top of the arched parapet wall is shown as 23 feet - 8
inches in height. The top of the typical parapet wall would be approximately 19
feet in height. The required front setback in the C-3 zoning district is 20 feet; the
building would be setback approximately 88 feet. The required interior side
setback in the C-3 district is zero feet. The project far exceeds this requirement,
with the building setback 36 feet - six (6) inches from the east property line. The
required corner side setback is 15 feet, and the site plan provides for a 16 foot -
six (6) inch setback from the west property line. The building would be nearly 85
feet from the south (rear) property line. The site plan shows that the dumpster
enclosure is proposed at the southwestern portion of the lot. It is landscaped on
three (3) sides as required by code. The Engineering Division of Public Works has
approved its location and angle with respect to the facilitation of trash removal.
The proposed buildings and site design would generally meet code requirements
when staff comments are incorporated into the permit drawings.
Design: The project was reviewed in part, according to the standards as identified in the
Grove Plaza Design Guidelines (1998). The proposed design is compatible with the
surrounding built environment and would generally enhance the overall appearance
of the commercial plaza. The principle building and trim colors (earth tones) are
consistent with the colors of the Grove Plaza Design Guidelines (1998). The lower
portion of the exterior wall area would be painted a medium brown (Sherwin
Williams - Cattail Brown #2181). The body of the wall area, which contains the
greatest portion of mass, would be painted a cream color (Sherwin Williams -
Cocoa Shell #2432). The accent moldings and pre-finished cornice proposed at top
of the parapet walls would be white (Sherwin Williams - Alpine White #2427).
These colors would be compatible with the Motor City Carwash and Auto Zone
colors on adjacent lots (tan, medium brown, and cream). The accent squares
would be made with brick colored ceramic tiles, which will also match the color of
the canvas awnings. To further promote the objective of the design guidelines, the
developer has incorporated many of the same accent features from the Motor City
Carwash and Auto Zone building onto this proposed retail building, including the
arched parapet, awnings and decorative tiles.
Signage: The maximum allowable sign area is based on the linear frontage of the front
fa~ade (facing Hypoluxo Road). The elevations (sheet A300) show that walls signs
are proposed for each tenant space. Each sign will be required to conform to a
uniform style and color, other than those nationally recognized tenants.
The site plan (sheet A100) shows that a freestanding monument sign is proposed
at the northwest corner of the property. It would be setback 10 feet from the
north and west property lines. The Grove Plaza Master Plan Design Guidelines

restrict the sign to a maximum area and height of 60 square feet and eight (8) feet
- six (6) inches respectively. The base colors must be white or off-white. The
detail of the proposed monument sign shows that the structure would be eight (8)
feet - six (6) inches in height and 10 feet in width. As with the individual tenant
wall signs, the lettering type, style and color proposed for the monument sign will
be required to be consistent for all tenants other than those that are nationally
recognized.
RECOMMENDATION:
The Technical Review Committee (TRC) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon successfully satisfying all comments indicated in Exhibit "C" -
Conditions of Approval. Any additional conditions recommended by the Board or City Commission shall be
documented accordingly in the Conditions of Approval.

1. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature
on the Health Department application forms or within 30 days of site plan
approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand,
2, Comprehensive Plan Policy 3.C.3.4, requires the conservation of potable
water, As other sources are readily available City water shall not be allowed
for irrigation,
3, A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15,

minimum wind loads of 140 mph. Wind forces on every building or
structure shall be determined by the provisions of ASCE 7, Chapter 6, and
the provisions of 2001 FBC, Section 1606 (Wind Loads). Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application,

@ We feel that a larger, more elaborate tile mosaic feature at the arched parapet wall will detract
from the ability of the signage to read clearly. The signage, tile and wall-mounted lights are all
located in a very small area. Enlarging this mosaic would cause the entry feature to become
too busy and create an inconsistency with the rest of the building design.
r:;;!: The metal canopies depicted over the storefront entries are consistent in design with the "art
lAY deco" style that has already been developed by the adjacent car wash at Grove Plaza. Our
intent is to create a cohesive street front by building upon the existing architecture that has
been approved and established within Grove Plaza.
The stucco recesses on both sides of the building have been reduced in size to give more of a
window opening appearance. The new design provides a stucco window head and sill. There
are now four recesses on each side. In addition, see landscape architect's comments for
increased landscaping.

Please include the following comments in the TRC review of the above-mentioned
project:
1. Provide a colored rendering of all four (4) elevations (clipped, not glued) at the
Technical Review Committee meeting.
2. Provide paint swatches with manufacturer name and color name and number at
the Technical Review Committee meeting,
3. The elevation pages shall include the exterior finish, paint manufacturer's names
and color codes,
4. All equipment located on the building shall be painted to match the building.
5, All signage must be approved concurrent with the Site Plan submittal or an
additional review by Staff, Board and City Commission will be required solely for
the signage. Provide font size, style and color as well as calculation of square
footage of proposed, typical wall signage.
6. A single sign style (such as cabinet, channel. reverse channel) shall be used for
wall signage on all buildings on a site,
7. The monument sign is required to have a minimum ten (10) foot setback from any
property line.
8, The base of a monument sign shall be enhanced with colorful groundcover plant
material and a minimum of two (2) colorful shrub species.
9, All proposed monument signs shall clearly indicate the project street address.
10. A letter of approval from Palm Beach County Traffic Engineering Division
regarding the submittal of a traffic statement will be required prior to issuing a
permit for this project.
11. The dumpster enclosure shall resemble with respect to the color and materials, the
design of the principal building and shall be integrated with other site elements,
On the plan, place a note indicating this requirement. Provide a detail of the
~dumpster enclosure.
12, he detail of the typical freestanding outdoor lighting fixture should include the
overall height, exterior finish and color(s), The design, style, and illumination
level shall be compatible with the building design (height and style) and shall

13, The site plan indicates a sidewalk easement along Boynton Beach Boulevard,
which is being utilized as part of the required landscape buffer. Please clarify,
14. It appears as though the parking lot is intended to access the parking lot of the
neighboring property to the east. If so, provide a cross-access agreement and also
greater detail on the plans of the connection of the two (depicting the existing off-
site improvements) to ensure compatibility.
15. Rooftops will be treated as part of the building elevation, All rooftop equipment
must be completely screened from view at a minimum distance of 600 feet.
16, Street sidewalks adjacent to parking lots shall be continuous through all
@driveways and shall be six (6) inches thick within driveways.
17 Recommend that the internal parking lot crosswalk be of a paver brick design,
8. Fifty percent (50%) of all site landscape materials must be native species. On the
landscape plan plant list indicate the native species by trees, shrubs and
groundcovers and tabulate the amount of native material in each category to
ensure each meets the 50% requirement.
19, One (1) canopy tree is required for every 30 linear feet of perimeter buffer. When
utilizing palms to meet this requirement, three (3) palms are the equivalent of one
(1) canopy tree, and such palms must be planted in clusters ofthree (3),
20, Each landscaped island shall contain a minimum of 25 square feet of landscape
area, including one (1) tree having a clear trunk between 3 and 8 feet.
Additionally, parking lots shall not be constructed so as to result in more than 10
parking spaces in a row without being interrupted by a landscape island.
21. The total number of trees required in the interior parking area shall not be less
than one (1) tree for every ten (10) parking spaces.
22, Foundation landscaping is required on the front elevation wall and two (2) side
elevation walls (and rear elevation where visible from adjacent rights-of-way).
23, The plans appear deficient relative to numbers 21 and 22 above. Since it would
appear as though approximately two (2) parking spaces would be removed to
comply with #21, which would reduce the amount of allowable building square
footage, it is recommended that approximately 4 - 5 feet be removed from the
depth of the building to allow a 4 - 5 foot buffer planting area on the north side of
the rear sidewalk. Since this elevation is in full view of Congress Avenue due to
the wide canal expanse, and this is the only visible elevation without even a
perimeter buffer, the planting of a hedge and possibly the Solitaire Palms as
depicted elsewhere on the plans, would be deemed by staff as meeting the intent
of #22 above.

The above referenced Site Plans, received on March 22, 2004, was reviewed for Public Works,
Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of
Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LDR) referenced,
PUBLIC WORKS - GENERAL
1. There is a vertical conflict between proposed landscaping and the dumpster enclosure location,
Relocate trees to provide vertical clearance for Solid Waste trucks,
PUBLIC WORKS - TRAFFIC
2. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering,
3, On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
Delineate and stripe the "Loading Area" (LDR, Chapter 2, Section 11,J); include a pavement
message in yellow indicating "No Parking - Loading Zone", See City Standard Drawings "K" Series
for striping details,
ENGINEERING
4, Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application, These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation, Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
5, All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate

8, Show proposed site lighting on the Site and Landscape Plans (LDR, Chapter 4, Section 7,B.4,) The
lighting design shall provide a minimum average light level of one foot-candle, Glare that is readily
perceptible at any point at or beyond the property on which the use is located is prohibited (LDR,
Chapter 2, Section 4,N,7). Lighting shall be directed away from any residential uses (LDR, Chapter
2, Section 4.N,7), Lighting shall not be used as a form of advertising in a manner that draws more
attention to the building or grounds at night than in the day (LDR, Chapter 9, Section 10,F,5). If
possible please provide photometries as part of your TRC plan submittals - it is much easier to
identify and correct any deficiencies now than while you are waiting on a permit!
9, It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LDR, Chapter 23, Article II, Section A.1,b,)
10, Show sight triangles on the Landscape Plans (LDR, Chapter 7,5, Article II, Section 5.H.)
11, Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2,5' and 8' above the pavement (LDR, Chapter 7.5, Article II,
Section 5.H,)
12, It is recommended that the Live Oaks along the north property line be moved further south to allow
maintenance from the applicant's property,
13, Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7,F,2,
14. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting,
15, Paving, Drainage and Site details will not be reviewed for construction acceptability at this time. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application,
UTILITIES
16, The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand,
17, Comprehensive Plan Policy 3,C,3.4. requires the conservation of potable water, As other sources
are readily available City water shall not be allowed for irrigation,

18, A building permit for this project shall not be issued until this Department has approved the plans for

20, Utility construction details will not be reviewed for construction acceptability at this time, All utility

10 Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking spaces and
the accessible entrance doors to the building/tenant space, The installed symbol, required
along the path, shall start at the accessible parking spaces and terminate at the accessible
entrance doors to the building/tenant space, The symbol shall represent the location of the
path of travel, not the location of the detectable warning or other pavement markings, The

base flood elevation applicable to the building site, as determined by the SFWMD's
surface water management construction development regulations."
b, From the FIRM map, identify in the site data the title of the flood zone that the building is
located within. Where applicable, specify the base flood elevation, If ther is no base
flood elevation, indicate that on the plans,
c, Identify the floor elevation that the design professional has established for the building
within the footprint of the building that is shown on the drawings titled site plan, floor
plan and paving/drainage (civil plans),

13 CBBCPP 3.C.3.4 requires the conservation of potable water. City water may not, therefore,

16 Add a general note to the site plan that all plans submitted for permitting shall meet the
City's codes and the applicable building codes in effect at the time of permit application,
17 Pursuant to approval by the City Commission and all other outside agencies, the plans for
this project must be submitted to the Building Division for review at the time of permit
application submittal. The plans must incorporate all the conditions of approval as listed in
the development order and approved by the City Commission,
18 The full address of the project shall be submitted with the construction documents at the
time of permit application submittal. If the project is multi-family, then all addresses for the

the above-referenced site, which is located in Boynton Beach, Florida in the
southeast quadrant of the intersection of Lawrence Road and Hypoluxo Road.
Previously, the site was approved for the following land uses:
- Parcel A: service station (12 f,p.) + convenience store (2,940 s,f.)
- Parcel B: drive-in bank (3,800 square feet)
- Parcel C: retail (6,560 square feet)
- Parcel D: retail (9,000 square feet)
- Parcel E: fast food restaurant (3,600 square feet)
- Parcel F: fast food restaurant (3,600 square feet)
The currently proposed plan of development is as follows:

the site,
Table 1 summarizes the approved and proposed development trip generation, Based
on this analysis, the daily, a,m. peak hour and p.m, peak hour trip generation
potential is lower than the existing approval.
Driveway Volumes
Because the proposed trip generation potential is less than that which was previously
approved, it is not expected that any new turn lanes will be required beyond what
was originally approved for the site. Additionally, because the trip generation
potential represents a decrease from the existing approval, none of the driveways are
expected to require reclassification from the previous approval.
Conclusion
This analysis demonstrates the proposed plan of development does not result in an
increase in the daily, a.m. peak hour or p,m. peak hour trip generation potential over
that which was previously approved. Therefore, the proposed plan of development
fulfills the requirements of the Palm Beach County Traffic Performance Standards
Ordinance, In addition, the turn lane requirements and requirements for other
driveway features are expected to remain unchanged from the original approval.
