~. Off-street parking and loading areas where required, with
particular attention to the items 1n subsection D.1 above,
and the economic, glare, noise and odor effects the
conditional use would have on adjacent and ned~by
properties, and the City as a whole.
Sufficient parking is available to serve office/retail uses
within the bUilding which currently is leased to ~wo architects,
a travel agency and a realtor. The front parking area is
comprised of parallel and angleg parking spaces and the rear
parking area is comprised of 90 parking which backs out into
S.E. 6th Street. The Engineering Department is recommending that
both parking areas be restriped since parking space delineations
have faded.
Based on the determination from the Building Department that the
beauty salon use is not an intensified use of the eXisting
building, the parking and landscaping are not required to meet
current standards. However, despite the fact that the main
driveway off of Federal Highway and front parking area which it
serves, would only allow one-way flow by today's standards, the
Police Department records indicate that the two-way flow
exhibited by this driveway and parking area has. functioned
without any significant problems since 1960. This is most likely
attributable to the low traffic volumes which are generated by
the existing uses previously mentioned. Therefore, due to the
small area proposed for the beauty salon, it is anticipated that
the current traffic volumes exhibited at this site will not be
impacted by this use. Also. this use will not have any negative
effects on aE~en~ and nearby properties or the City. since
commercial uses are already established in this vicinity.
3. Refuse and service areas, with particular reference to the
items in subsection 0.1 and 0.2 above.
Adequate refuse and service areas presently exist to serve the
proposed use.
4. Utilities, with reference to location, availability, and
compatibill ty.
The existing utilities are adequate to serve the proposed use.
5. Screening, bufferinq and landscaping with reference to type,
dimensions and character.
As previously mentioned. the existinq landscaping is not required
to meet current standards. However, the landscaping whicn-ex!sts
substant .' ly complies wi tll the landscape code. Thel"efore, no
additional screening or buffering is recommended.
6. Signs and proposed exterior lighting. with reference to
glare, traffic safety, economic effect and compatibility and
harmony with adjacent and nearby properties.
No Changes are proposed to the existing signage and lighting
since they do not jeopardize traffic safety or negatively affect
the adjacent and nearby properties which have a similar land use.
7. Required setbacks and other open spaces.
No exterior changes or additions are proposed which require
compliance with current setback requirements despite the fact
that the existing setbacks are substandard.
