Please be informed that the proposed changes on the revised plan date stamped 01/26/04 are "minor" as defined within the Land Development Regulations, Chapter 4 - Site Plan Review. This project may continue to be processed by the Building Division as a permit application, subject to the following conditions: 1. Placement of a sign at the two (2) parallel parking spaces on the west side of the building and at the entrance off of NW 10th as "Church Employees Only" to avoid requirement to continue the asphalt pavement to an exit from the property. 2. Installation of a security light on the north side of a power pole along the alley to light the southern portion of the parking lot. 3. Addition of a couple of wall-mounted, double floodlights (with motion detector sensors) to the buildings, aimed slightly towards the parking lot to provide security for any evening activities at the Church. 4. The following items may also be addressed on the plans at the time of submittal for permit: Typical surfacing section including materials and depth. - Drainage plans. All hedges shall be planted with the branches touching. Three (3) inches of non-cypress mulch shall be used in all planting areas. Please provide site lighting in accordance with the Land Development Regulations, Chapter 4, Section 7.BA. 2. I explained the need for security in parking lots for the safety of the congregation and any liability on the premises. After visiting the site and examining the size of the parking lot, staff believes there is a sensible compromise to provide the security the code was designed to ensure. We suggested to the Pastor that FP&L be contacted to provide a security light on the north side of the pole near the alley entrance at the south end of the site. Such a light has already been installed facing south for the benefit of the resident to the south of the Church. By directing one to the north, a fair amount of the parking lot would be illuminated. Secondly, the installation of a couple of wall-mounted, double floodlights ( with motion detector sensors) placed on the building and slightly directed towards the parking lot should assist with illuminating the rest of the parking lot. Pastor Singleton appeared satisfied with this compromise. I told him I would be preparing the Minor Modification letter approving the modification of the site plan with the above-mentioned conditions, and he should receive a copy of the approval early next week. This will allow his permit to continue to be processed, without the costly installation of new light poles. Should you require anything further, don't hesitate to ask. Relief from the Code/LDR may be obtained through the waiver process. Certainly from a practical matter, whether lighting is installed immediately or deferred to a later date it does make sense to at least place conduit, stub-outs and light pole foundations or bases prior to grading and paving work. I hope this answers the questions posed by the City Manager. The Church should contact the Planning & Zoning Dept. regarding a waiver if they so wish. We offer the following comments: o The proposed plan depicts a driveway off NW 10th Ave. that will be paved for a distance of approximately 85 ft. The plan proposes two parallel parking spaces adjacent to this driveway. To the south of the proposed drive the plan depicts an exit across an unspecified surface to an unpaved alley. In order to allow this drive and parking configuration the applicant will have to pave the remainder of the driveway to the south property line, thence east through the "alley" to NW 4th St. OR the applicant may sign the driveway entrance for "Church Employees Only" and use the proposed configuration. o No lighting has been shown for the proposed parking area. Since it is likely that there will be evening activities the applicant needs to provide site lighting in accordance with the LDR, Chapter 4, Section 7.B.4. o The drainage plan will be reviewed at the time of permitting. o All existing and proposed easements and utilities should be shown on the plans so that it can be determined if there are any conflicts with landscaping or proposed drainage improvements. o Provide a typical section or note on the plans indicating surfacing section materials and depths. While we have no objection to the proposed improvements we feel the lighting issue and rear driveway should be addressed prior to approval.
