In response to your request dated July 19, 2004 for the
administrative review and approval of the modifications proposed to
the above-referenced approved site plan, depicting the following:
· Elimination of the proposed driveway connecting to NE 6th Street,
retaining existing landscaping and adding three (3) parking
places instead (as depicted on the attached plan) ;
· Relocation of handicap parking due to non-compliant parking lot
slope (as depicted on the attached plan) ;
· Addition of handrails along sidewalk segments due to grade
differentials associated with storm water catch basins.
Please be informed that the proposed changes on the revised
date stamped 7/16/04 are "minor" as defined within the
Development Regulations, Chapter 4 Si te Plan Review.

REVISIONS TO SITE PLAN
As discussed on Friday July 16, 2004 the following are the key points of the changes
that are being requested to the previously approved site plan for St. Mark Catholic
Church located on N.E. 4th Avenue. As originally designed and approved there was to be
driveway connection from the site to N.E. 6th Street on the West side of the site. Once
the actual construction began and the area of the proposed new driveway was opened
up the nearby coin laundry, which seems to attract loitering, became apparent as a
source of undesirable foot traffic through the St. Mark site toward the South and East.
This occurred almost immediately and is a cause of great concern for the safety of the
children attending school on the site. Therefore Father Mark Szanyi asked that the plan
for the driveway be modified to delete the planned driveway and to leave the fence and
landscaping intact as a barrier between the St. Mark School and the area to the West of
the school.
The revised site plan illustrates the following changes to accomplish Father Mark's
objective:
1. At the West property line the proposed driveway connecting to N.E. 6th Street has
been deleted and the landscaping and fencing will be retained. Since some of the
fencing and landscaping had already been removed it will be replaced. This is
illustrated by a black outlined cloud and a red triangle with the number 2 within
the triangle at the left side of the site. Additionally three (3) parking spaces are
now shown in the location where the driveway and the landscape island to the
south of the driveway were located.
2. At the parking area to the South of the School where the second black outlined
cloud and a red triangle with the number 2 within the triangle near the upper
center of the site plan there are also several changes. First, as we began site
construction were determined that the actual existing paving upon which the
handicapped parking space was shown in our original site plan possessed a
slope greater than 2% and therefore was not acceptable for handicapped
parking. Therefore, the handicapped parking has been moved across the drive
lane to the South where the existing paving slopes are less than 2%. This is
alongside the previously planned 5'-0" wide accessible walkway connecting the
church and the school buildings. The 5'-0" wide walkway can thereby serve as
the required access aisle for the parking handicapped parking space. The
relocation of the handicapped space results in the loss of one parking space in
along the South side of the drive lane. We are also allowing the existing curb at
the east end of the parking immediately South of the school building thereby
eliminating the need to modify the existing fence enclosure at the East side of
this parking. This results in the loss of two (2) paring spaces.

3. With the reconfiguration described in #2 above, three (3) spaces were lost and
this loss is offset by the three (3) spaces gained at the West where the driveway
was deleted. The result is that we net the same number of spaces (244) as
previously approved.
4. Additionally as construction of the site improvements has progressed it has been
realized that there are two locations where the grade slopes from sidewalks
toward nearby storm water catch basins at a rate which are potentially unsafe for
persons using the sidewalks. Therefore, we have shown the introduction of two
aluminum handrails at these locations. The existing aluminum handrail on the
walk leading to the existing Rectory will be replaced to match the new handrails.
These changes are illustrated by the red outlined cloud, red lettering and red
triangle with the number 3 in the triangle located at the lower left portion of the
site plan.
The balance of the site plan remains unchanged and site construction is proceeding
such that it can be completed prior to the beginning of school for the fall session. The
need to complete the site work prior to the beginning of school creates a sense of
urgency since any delays will create significant traffic access problems to the school
once the session begins.
