Florba R tration #45409 Qi STERLING RECORDS MANAGEMENT CONCURRENCY TRAFFIC IMPACT ANALYSIS I ntrod uction Pinder Troutman Consulting, Inc. has been retained to conduct a traffic impact analysis for a proposed 149,150 SF Warehouse within Palm Beach County. The purpose of this study is to determine if the proposed development meets the requirements of Article 12, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code (ULDC). Site Data The site is located on the north side of SW 35th Avenue, just east of Congress Avenue as shown on Exhibit 1. A traffic study was already approved for the site and the first phase was constructed. This new study examines a buildout extension. The entire project must be addressed because the first phase has not existed for more than five (5) years. Access to the proposed project is via one (1) roadway connection to Congress Avenue. Issues related to driveway location, turn lanes and geometries would be addressed during final design. Any reference to intersection geometries is conceptual in nature and subject to final design and approval by others. Year 2006 conditions were examined for this analysis. Existing (2003) Traffic Conditions The 2003 peak season two-way peak hour volumes for the surrounding roadway network as compiled by the Palm Beach County Traffic Division were utilized in this report. Traffic count data is included in Appendix A. Project T rafflc Trip Generation The daily trip generation rate used for this project was from Section 10.8, Fair Share Road Impact Fees, of the Palm Beach County ULDC. The Institute of Transportation Engineers (ITE), Trip Generation, 7th Edition was the source of the peak hour trip generation rates. Exhibit 2 provides the daily, AM and PM peak hour trip generation data for the proposed development. For Traffic Performance Standards purposes, based on the net new external Report 04-092 6-8-04 peak hour trip generation of 104, the Test 1 radius of development influence is two (2) miles. The Test 2 radius of development influence is one (1) mile. Trip Distribution and Assignment A directional distribution was developed based on a review of land use patterns and existing travel patterns and is shown on Exhibit 3A. Exhibit 3B shows the assignment of peak hour project traffic as well as the project impact percentage (% of two-way peak hour service volume). Future Traffic Conditions Roadway Improvements A review was undertaken of the Transportation Improvement Program (FY 2004-2008) from the MPO of Palm Beach County, adopted May 2003, and the Palm Beach County Five Year Road Program, adopted December 2003. No roadway improvements are scheduled within the radius of development influence. Background Traffic Historic growth trends and Major Project traffic must be analyzed in the projection of future background traffic volumes. Historic growth data is provided on Exhibit 4 for the surrounding roadway links. Major Project data, compiled by Palm Beach County, was also reviewed. Numerous projects were considered in the projection of background traffic. Total traffic includes existing traffic, Committed Projects' traffic or historic growth and Project traffic. Traffic Performance Standards Analysis Test 1 (Intersection Analysis) Major intersections at the termini of the project accessed link are required to be analyzed and major intersections for which a proposed development adds more than 10% of the total traffic on any link connecting a major intersection are required to be analyzed. The Report 04-092 6-8-04 2 intersections of Congress Avenue with SW 30th Avenue and Summit Drive were analyzed and are included in Appendix B. All intersections are projected to operate at the adopted standards as shown on Exhibit 5. Therefore, the intersection requirements of Test 1 are met. Test 1 (Link Analysis) The second part of Test 1 examines if any roadway links required to be analyzed are projected to operate below adopted level of service standards. Roadway links with a project impact greater than 1 % of the LOS 0 are required to be analyzed. Exhibit 6 shows future two-way AM and PM peak hour traffic conditions for the analyzed roadway links. All roadway links are projected to operate at the adopted two-way peak hour standard. Test 2 (Model Test) Test 2 examines traffic conditions based on model projections that are developed and maintained by Palm Beach County. There are no Test 2 deficiencies within the scope of development influence; therefore, the requirements of Test 2 are met. Driveway Volumes AM and PM peak hour project driveway volumes are provided on Exhibit 7. Conclusions This analysis shows that the proposed development meets the requirements of the Traffic Performance Standards of Palm Beach County.
