Vice President DRAINAGE STATEMENT This project is comprised of retail buildings along the frontage of Congress Avenue within a portion ofthe north 57 acres of the Motorola property located on the SE comer of Congress Avenue and Gateway Boulevard. The property is within the South Florida Water Management District (SFWMD) C-16 Drainage Basin and the existing site operates under surface water management permit no. 50-00931-S from SFWMD. The surface water management system will be under the jurisdiction of SFWMD, Lake Worth Drainage District (L WDD), and the City of Boynton Beach. The project will discharge to the L WDD E-4 canal and will be limited by a control structure to 62.6 CSM at the 25 year storm event. Retention will be provided within a new lake constructed in the SE comer of the north 57 acre property adjacent to the L WDD E-4 canal. This lake also serves the Renaissance Commons Phase 1 and 2 and has been enlarged from the one shown with the phase 1 plans to 4.2 acres. The finished floor elevations will be above the calculated 100 year - 3 day, zero discharge storm event. A berm will be placed around the perimeter of the site with a top elevation equal or exceeding the calculated 25 year - 3 day routed storm event to prevent unauthorized discharge from the site. The design water level is 8.5 feet NGVD as established in SFWMD permit no. 50-00931-S. At this time, it is estimated that the minimum finished floor elevation will be set at 14.25 feetNGVD, the minimum crown of road will be 12.20 feetNGVD, and the perimeter berm will be placed at elevation 13.70 feet NGVD.. Stormwater management calculations will be submitted to SFWMD and L WDD with the final engineering design plans. The water quality volume will be detained in the onsite lakes and will be allowed to bleed-down at a rate of one-half inch per day. One-half inch ofpretreatrnent for the commercial development component will be provided by sub-surface ex filtration trench prior to discharge into the on-site lake system. The on-site drainage system will consists of a series of catch basins and pipe which will direct runoff to the lakes. The on-site drainage system will be designed for a 3 year storm event. The department comment is summarized below with a response following. Public Works - Traffic 7. Comment: Response: County Notice of Concurrency and Off Site improvements. Attached is a copy of the County's letter of concurrency for the Motorola project as well as the City's letter regarding vested trips. The proposed, Phase I, Phase II and Phase III, development is well below the thresholds approved for the entire project. Attachments 1 A-1 C provide the daily, AM and PM peak hour trip generation analysis for the proposed plan. Driveway volumes for the entire development warrant both the left turn and right turn lanes at the north Congress Avenue entrance. Police 58. Comment: Response: Traffic signal at North Congress Avenue Entrance. The County's access management standard is a minimum of 0.5 mile spacing for signals. This entrance does not meet the signal spacing requirements. A meeting with the County will be scheduled to address the operational aspects of this median opening. Planning and Zoning 83. Comment: Response: Traffic Impact Statement. Attachments 1 A-1 C include the comparison of the proposed plan with the approved and vested traffic for the entire Motorola project.
