1. Ingress and egress to the project has been carefillly planned to provide exemplary
pedestrian access throughout the site in a safe and convenient manner. Applicant
has worked with the fire department to develop the fire department design guides
in case of fire or catastrophe.
2. The majority of the parking for the project is contained within structured parking
garages that are surrounded by the residential units thus shielding the neighboring
properties from the glare, noise and odors of on site parking and loading zones.
3. Refuse and service areas have been located to be shielded from the public view.
4. Utilities are being placed underground for aesthetic purposes.
5. The screening, buffering, and landscaping are far in excess of the mInImUm
required and was designed to augment the architecture of the building with color,
height, and variation of plant and tree materials.
6. Signs and all exterior lighting have been designed to direct their lighting pattern
in a manner to achieve maximum coverage while being compatible and
harmonious with adjacent properties.
7. Setbacks, open space, and zoning compatibility have been designed under the
conditions set forth in the SMU ordinance.
8. The height of the structure of 75' is located toward the center of the project to
create a "wedding cake" approach to height. This allows lower structures on the
perimeter of the SMU zoning to shield their higher structures and conforms to the
conditions and intent of the SMU zoning.
9. Economically the project will have a positive effect on the tax receipts of the City,
and provide substantially more in tax revenue than expense to the City. With the
average cost of homes in excess of Two Hundred Thousand Dollars
($200,000.00) the benefit to the City is economically advantageous.
10. The project conforms to all standards and requirements of site plan, and
abatement of nuisances and hazards in accordance with the performance standards
of the City of Boynton Beach, Florida.

City of Boynton Beach shall be reviewed by the various boards, commissions, staff personnel and other parties
designated, appointed or employed by the City of Boynton Beach, and any such party reviewing the same shall
rely upon the accuracy thereof, and any change in any item submitted shall be deemed material and

The Palm Beach County School District has reviewed the request for an Equivalency
Determination on the above referenced project.
The Motorola DRI project was approved for 500 residential units by the City of Boynton
Beach on October 8, 2002. The proposed modification to Renaissance Commons (aka
Motorola DRI) to convert the approved 500 apartments to 242 multi-family units and 258
high-rise apartments will generate an "Equivalent" impact on Schools located in Concurrency
Service Area (CSA) 17. Consequently, the proposed conversion will not increase the number

Dear Mr. Hudson:
The Palm Beach County School District has reviewed the request for an Equivalency
Determination on the above referenced project.
The Motorola DRI project was approved for 500 residential units by the City of Boynton
Beach on October 8, 2002. The proposed modification to Renaissance Commons (aka
Motorola DRI) to convert the approved 500 apartments to 242 multi-family units and 258
high-rise apartments will generate an "Equivalent" impact on Schools located in Concurrency
Service Area (CSA) 17. Consequently, the proposed conversion will not increase the number
of school age children in CSA 17. '.
Attached please find the approved Palm Beach County School District Concurrency
Application and Service Provider Form for Renaissance Commons (aka Motorola DRI).

RE: Conversion of Uses at Renaissance Commons (Phase VI)
Dear Mike:
As you may recall, with NOPC #2 a Use Conversion Matrix was established for the DR!, whereby
approved use(s) could be converted to another use without necessitating State and Regional review. This
use conversion matrix is based on peak hour trips associated with the approved uses. Any use conversion
will have an equivalent number of trips to those approved.
Included with this site plan submission for Phase VI, a conversion of office use to multi-family
residential use is proposed. An additional 141 dwelling units have been gained by converting office use
to multi-family residential use. The Use Conversion Matrix provides that 1,000 s.f. of office use is
equivalent to 2.39 multi-family units. Therefore, it is necessary to convert 59,000 s.f. of office to obtain
141 dwelling units. This conversion is within the 30% modification that is permissible without
undertaking an NOPC; and is simply reported in the next annual report. Such a conversion would change
the approved uses for Renaissance Commons DRI to the following:
1692 multi-family residential units
213,000 s.f. of retail/commercial use
188,800 s.f. of office use
The site plans approved/proposed for Phases I-VI of Renaissance Commons provide for the
following levels of development, which are consistent with the DRI development order:
1692 multi-family residential units
164,650 s.f. of retail/commercial use
175,878 s.f. of office use
It is my understanding that the use conversion for Phase VI should be approved by the City as a
minor development order amendment, via Ordinance. Since the request involves new residential units,

school concurrency will need to be evaluated. Because the Use Conversion Matrix is based on peak hour
trips, further traffic analysis should not be necessary.
