RE:
Bethesda Memorial Hospital - Expansion
TRAFFIC PERFORMANCE STANDARDS REVIEW
Dear Mr. Rumpf:
The Palm Beach County Traffic Division has reviewed the traffic study for the expansion
project entitled; Bethesda Memorial Hospital - Expansion, pursuant to the Traffic
Performance Standards in Article 12 of the Palm Beach County Land Development
Code. The project is summarized as follows:
Location:
Municipality:
Existing Uses:
Proposed Uses:
New Daily Trips:
New PH Trips:
Build-out Year:
South side of SW 23rd Avenue, west of Seacrest Boulevard,
Boynton Beach
142,444 SF Hospital, and 121,277 SF Medical Offices.
86,167 SF Hospital expansion
1,374 @ 5% Pass-by
98 AM, and 97 PM @ 5% Pass-by
2007
Based on our review, the Traffic Division has determined that the proposed hospital
expansion meets the Traffic Performance Standards of Palm Beach County, It is
however suggested for the City to ask the developer's consultant to:
. Review the potential to add a second exclusive SBL turn lane at the intersection
of Golf Road 'and Congress Avenue, The review should also include the
potential to increase the storage length (in case of ROW restrictions) for this
movement, which reaches peak hour volumes near 400 vph with only one lane,
at this intersection which fails the CMA analysis,
No building permits are to be issued by the City, after the build-out date, specified above,
The County traffic concurrency approval is subject to the Project Aggregation Rules set
forth in the Traffic Performance Standards Ordinance. If you have any questions
regarding this determination, please contact me at 684-4030,
Sincerely,
OFFICE OF THE COUNTY ENGIN

Ed, Good news! We have looked at the condition again and are able to maintain a 14'-0" opening height at the
Ambulance Carport area, so this is no longer an issue, Thanks for your willingness to help us out - maybe we can
wait and use that favor in the future - ha! Gilda

Gilda,
I am sorry, I thought we left things where you were going to look at what you thought would be a height at
which you could make things work and get back to me. They are fairly rigid with their standards, that is why I
suggested you give me a number that will work and I will run it past them. I think this way you will stand a better
chance, especially if it is not too far from their standard. Let me know! Ed

Mr. Breese - I am writing to touch base on the clearance height issue for the Bethesda Memorial Hospital
emergency room entrance area that I forwarded to you via emaillast Tuesday, April 26, 2005. Have you
had the opportunity to meet with the local fire department authority to see if we can reduce the height from
14'-0" in this area?
Thank you again for your help with this issue.

The Fire Department expects to be able to maintain an adequate level of service
for the subject project with current or anticipated staffing. Infrastructure
requirements such as hydrants and roadways will be addressed during plan
reviews and the permitting process. Additional commercial occupancies require
periodic fire inspections and will therefore require additional inspection staff.
