Introduction
URS has prepared a traffic study update for Boynton Beach Mall consistent with the
Palm Beach County Traffic Performance Standards. It should be noted that the proposed
change consists of adding a movie theater (79,500 sq. ft) while eliminating 169,510
square feet of retail (demolishing existing Macy' s). The result of the analysis indicates
that the proposed change will result in less AM and PM peak hour trips than the approved
project. The proposed project build-out date is 2006.
Trip Generation
Table 1 summarizes the pm peak hour trip generation for the project.

For purposes of updating the study, an analysis of future conditions after the proposed
change is included here.
Future Traffic Conditions
Roadway Segments
The existing PM peak hour counts were taken from the Palm Beach County website
information. The year 2006 projected traffic volumes (for background traffic) were
calculated using the growth rates taken also from the website for each one of the links
analyzed in the 1998 study. The net difference in project traffic was calculated for the
AM and PM peak hour using the proposed project minus the approved project. As
previously stated, this difference is minus 47 and 11 trips in the am and pm peak,
respectively. This difference was distributed in the roadways around the project using
the trip distribution used in the 1998 study and subtracted from the 2006 PM peak hour
traffic and compared to the capacity of the segment. Figure 1 illustrates the traffic
volumes for 2006. As seen in this figure, most roadways will be working above
acceptable levels of service.
Two of the segments operate over LOS D capacity: Gateway Blvd east of Congress
Avenue and Woolbright Road west of 1-95, however, the proposed change does not
worsen the level of service on these links.
Intersection analysis
In the 1998 study, three intersections were analyzed because those intersections were
improved but with different laneage than identified in the Development Order. So, those
intersections were evaluated to determine that those intersections were operating at
acceptable LOS. These intersections are Hypoluxo Road at Congress Avenue, Old
Boynton Road at Congress Avenue, and Boynton Beach Boulevard at 1-95. In addition to

those three~ the intersection of NW 22nd Avenue at Congress Avenue was evaluated
because this is one of the most impacted intersections with the project trip distribution.
When those intersections were analyzed with 2006 conditions, the LOS are:

These two intersections will operate at LOS F on 2006; however the proposed change
does not affect the peak hour volume at those intersections because the pm peak volume
generated by this change is less than the pm peak volume approved for the project.
The intersections of Hypoluxo Road at Congress Avenue and Old Boynton Road at
Congress Avenue were evaluated with the improvement recommended in the
Development Order and mentioned in the 1998 study and the results are shown below:

palm Beach County's Performance Standard model test/test 2 analysis shows no roadways within
the study area of the mall will exceed the Adopted Level of Service based on the construction
contemplated in the plan.
REVIEW DEVELOPMENT ORDER CONDITIONS
Conditions 10 and llA through lIE of the amended Development Order for the Boynton Beach
Mall Expansion, approved March 5, 1991, relate to roadway improvements required for the mall
