TRAFFIC STUDY UPDATE (DEC 2004) BOYNTON BEACH MALL TRAFFIC STUDY UPDATE Prepared for Simon Property Group Prepared by URS Corporation December 2004 Introduction: URS has prepared a traffic study update consistent with the Palm Beach County Traffic Performance Standards. It should be noted that the proposed change consists of adding a movie the ather while eliminating approximately 150,000 square feet of retail. The result of the analysis indicates that the proposed change will result in less PM peak hour trips than either the existing or the approved project. Trip Generation Table 1 summarizes the trip generation for the project. Land Use Size PM Peak Trip Rate PM Total Trips Shopping Center, 1,032,125 Sq. Ft. Ln(T) = 0.66 Ln(X) + 3.40 2,921 ITE Code 820 GLA X = 1000 Sq. Feet GLA Movie Theater, 3,800 seats (79,500 0.08 304 lTE Code 445 Sq. Ft.) Total 3,225 The PM Peak Hour Trip generation for the approved, existing and proposed project can be summarized as follows: Approved Project - 1,244,449 Sq. Ft. GLA 3,306 trips less 14% pass by = 2,843 trips Existing Project - 1,184,045 Sq. Ft. GLA 3200 trips less 14% pass by trips = 2,752 trips Proposed Project Less Exist. Macy's Add Retail "A" Net Retail 1,184,045 Sq. Ft. GLA -169,510 17,590 1,032,125 Sq. Ft. GLA Muvico Theater 79.500 Sq. Ft. TOTAL 1,111,625 Sq. Ft. · Retail Trips (ITE Code 820, P. 1453) · Theater Trips (ITE Code 445, P. 797) TOTAL PROPOSED PROJECT TRIPS 2921 304 3225 Less internal trips (10% ) Less pass-by traffic (14%) for a total of 2,748 pm peak hour trips In other words, the proposed change will result in a net decrease of four (4) peak hour trips from the existing development, and ninety five (95) trips compared to the approved development. Given that the proposed change results in less traffic than either the traffic already approved or the existing mall, the standard tests of the Traffic Performance Standards are not applicable. For purposes of updating the study, an analysis of future conditions after the proposed change is included here. Future Traffic Conditions Roadway Segments The existing PM peak hour counts were taken from the Palm Beach County website information. The year 2006 projected traffic volumes (for background traffic) were calculated using the growth rates taken also from the website for each one of the links analyzed in the 1998 study. The net difference in project traffic was calculated for the PM peak hour using the proposed project minus the approved project. As previously stated, this difference is minus 95 trips. This difference was distributed in the roadways around the project using the trip distribution used in the 1998 study and subtracted from the 2006 PM peak hour traffic and compared to the capacity of the segment. Figure 1 illustrates the traffic volumes for 2006. As seen in this figure, most roadways will be working under acceptable levels of service. Two of the segments operate over LOS D capacity: Gateway Blvd east of Congress Avenue and Woolbright Road west of 1-95, however, the proposed change does not worsen the level of service on these links. Intersection analysis In the 1998 study, three intersections were analyzed because those intersections were improved but with different laneage than identified in the Development Order. So, those intersections were evaluated to determine that those intersections were operating at HYPOLUXO RD I I I 3,289 I 3,532 I (-4) .J... 3,528 . 4,550 I I I NW 22ND AVE I I I 3,688 I 3,799 I ~. 3,790 I 4,550 I I OLD BOYNTON RD I 2,226 2,435 (-10) 2,425 4,550 ...----- 1,694 1,769 (-16) 1,753 3,020 I 3,090 I 3,368 I (-3) I 3,365 BOYNTON I 4,550 BEACH BLVD - -1- - --- - -- I I I .
