The Palm Beach County Traffic Division has reviewed the traffic study for the
redevelopment project entitled; Muvico Theater Addition - Boynton Beach Mall,
pursuant to the Traffic Performance Standards in Article 12 of the Palm Beach County
Land Development Code. This project is summarized as follows:

Based on our review, the Traffic Division has determined that the proposed re-
development project generates less peak hour trips than the existing uses, and therefore,
meets the Traffic Performance Standards of Palm Beach County. No building permits
are to be issued by the City, after the build-out date specified above. The County traffic
concurrency approval is subject to the Project Aggregation Rules set forth in the Traffic
Performance Standards Ordinance. The following is also suggested to the City of
Boynton Beach:
. . Consider implementation of traffic circulation mitigation measures for the links
and intersections in the vicinity of the project site, currently being identified and
evaluated inthe "Central Boynton Beach Regional Traffic Circulation Study", by
Kimly-Horn Associates. Potential mitigations include providing new turn-lanes,
or extension of storage lengths at exclusive turn lanes at major intersections.

Dear Mr. Johnson,
We are transmitting herewith 12 additional sets of the Muvico site plan package along
with 12 separate copies of the Retail "A" floor plan and elevation sheet, PD A-I, which
also includes the color information. As I mentioned in our phone conversation, I have
submitted this revised set mainly because Muvico asked me to move their building
approximately 8 ft to the north to better align the walkway between the theater and the
mall. This really has minimal effect in reality, but it does impact the accuracy of all
drawings related to the site work. You will also note that we have excluded the
architectural sheets A-I and 30.01. Some other highlights:
1. Signed and sealed survey requested, but they have not confirmed delivery
as of today,
2. We have added catch basins outside the work area as requested.
3. We have adjusted the water line connection near the southwest corner of
Muvico and added fire hydrants to sheet C- 7.
4. We have added double yellow lines to the main drive aisles and eliminated
the stop condition on the ring road on sheet C-8.
5. Note that Muvico has also requested that we make their entry drive one
way. Appropriate signs and pavement marking has been added to sheet C-
8.
6. 12" stabilized subgrade has been added to standard pavement section on
sheet C-9
7. Landscape quantities have been adjusted based on building shift and
widening of the new landscape islands.
We have scheduled a meeting with Kevin Hallahan for Tuesday, the 8th to review tree
mitigation issues on site. Based on that meeting we will have further adjustments to the
tree count with respect to relocation/mitigation.

Dear Mr. Marsicano:
We are in receipt of your fax of January 13, 2005 to make several revisions to the internal flow
patterns and intersections adjacent to the Muvico addition at the Boynton Beach Mall. The requested
changes are as follows:
1. Add a westbound to southbound through-left turn lane on the entrance road from Congress Ave.
2. Offset the west leg of the intersection adjacent to the proposed Muvico to intersect the ring road at
approximately 900 and in near alignment to the entrance road from Congress Ave.
3. Revise parking north of the intersection.
4. Create a 3-way stop at the northwest corner of the proposed Muvico.
Staff has carefully considered this request and is not supportive of the proposed revisions. We offer
the following concerns regarding this proposal.
1. The adjustments to the intersection of the ring road, entrance from Congress Ave. and proposed
relocated west driveway would require a 4-way stop condition. The ring road has only two stop
conditions in its entire circumference, both on the west side of the mall. The public is accustomed
to traveling this east portion of the ring road with no stops.
2. Again with respect to the proposed changes at this intersection, if the west driveway were to be
relocated it would be the only such driveway with a direct access to Congress Ave., perhaps
further confusing the motorist.
3. It is our opinion that by reconfiguring the area south of the west driveway (in its existing location)
additional parking could be provided.
4. The proposed intersection at the northwest corner of the Muvico in its present configuration has
some deficiencies that, could, when revised, provide a safer intersection.

MEMORANDUM
As part of the City's concurrency requirements, the City Commission directed the Planning & Zoning
Division to report whether or not the City could maintain an adequate level of service with current
infrastructure and / or staffing levels in order to support the proposed development.
Plans for the above-mentioned project have been forwarded to your department's TRC
representative for their technical review and comment. We are requesting that you review the
proposed project for anticipated impacts to your department's level of service (as requested by the
City Commission) and provide us with your comments for direct insertion into our staff report. In
the past, you have sent us something that indicates your current staff / infrastructure would either
be able to support the proposed project or what would be required to meet the adopted level of
service. Please respond no later than 2 weeks from today. Also, any recommendations that
you believe that would enhance the project are certainly welcomed. I thank you for your assistance
in this matter. Should you have any questions regarding the requested information, please do not
hesitate to call me at 742-6260.
