proposed expansion project entitled; Bru's Room, pursuant to the Traffic Performance

Dear Mr. Brudzinski:
I am pleased to provide the following traffic analysis to satisfy Palm Beach County requirements for site plan
approval for the above referenced project. This traffic statement analyzes the proposed site improvements in
accordance with the requirements of the Palm Beach Unified Land Development Code, Article 12- Traffic
Performance Standards.
Proiect Description
The proposed project is a 775 square foot addition to the Boynton Beach Bru's Room Sports Grill. The site
is located generally on the west side of Congress Avenue (SR 807), approximately 2,600 feet north of Old
Boynton Road in the City of Boynton Beach. The street address is 1333 N. Congress Avenue. The site is
located on a commercial parcel sharing access driveways and driving aisles with a four-story office building
with drive-in bank. This overall site is bounded by Boynton Beach Mall North Entrance on the south, the
Boynton Beach Mall on the west, and the Boynton Canal on the north. The Parcel ID Number (PCN) is 08-
43-45-19-05-015-0020. The existing building encompasses 8,178 gross square feet. The proposed
improvements will not affect existing parking or access. With the proposed addition, 110 parking spaces are
required. The site currently provides 134 spaces (five handicapped spaces).
The Boynton Beach Bru's Room Sports Grill serves lunch and dinner seven days a week, opening at 11 :00
am and closing at 2:00 am.
Construction of the improvements is scheduled to begin in December ofthis year. The improvements are
scheduled to be completed and operational by May, 2007.
Existine: Transportation Condition
The directly accessed link of the first accessed major thoro~hfare is Congress Avenue (SR 807), between
Boynton Beach Boulevard and Qateway Boulevard. This segment of Congress Avenue is a six-lane, median
divided, State Principal Arterial. The posted speed limit is 45 mph.
Current (2006) traffic count data for this segment reflects 2,904 two-way am peak-hour and 4,050 two-way
pm peak-hour volumes. These volumes are within the adopted Level-of-Service (LOS) D service volumes.
The annual compound growth rate for this segment is 2.28 percent.
Proiect Traffic
Daily and peak-hour vehicular trips generated by the subject development plan were estimated utilizing
County approved trip generation rates, as reflected in the following table.

As the above table shows, based on the adopted trip generation rates the proposed addition will result in a
net increase of 84 trips during an average weekday (provided for the purpose of calculating impact fees), and
seven trips during the pm peak hour. As the subject establishment is not open for breakfast, and does not
generate traffic during the am peak hour, that data was not analyzed.
Future Conditions Analvsis
The proposed improvements to the Bru' s Room are scheduled to be constructed and operating by May 2007.
Applying the adopted growth rate to the 2006 count data for the road segment of concern- Congress Avenue
between Boynton Beach Boulevard and Gateway Boulevard, results in a Buildout pm peak-hour volume of
4,142. Assuming that the project traffic distribution on Congress A venue is approximately balanced in
orientation to the north and south, an addition of four project trips would be added during the pm peak hour.
This results in a total pm peak-hour volume at project Build-out of 4,146. This is well within the adopted
LOS D peak-hour service volume of 4,680.
Access Analvsis
Access to the site is provided via a single right-in, right-out only driveway on Congress Avenue, and two
driveways on Boynton Beach Mall North Entrance, a four-lane divided facility connecting Congress Avenue
and the Boynton Beach Mall. The easternmost ofthese driveways is right-in, right-out only. The western
driveway is served by a full median opening. The impact of the additional peak-hour traffic associated with
the proposed site improvements (five entering and three exiting vehicles) on the site's three access driveways
will be negligible.
Conclusions and Recommendation
The foregoing analysis indicates that the proposed 775 square foot addition to the Bru's Room Sports Grill
will have a negligible affect on the surrounding roadway network. The site improvements are estimated to
generate less than 20 pm peak-hour trips, and it has been determined that the directly accessed link of
Congress Avenue will operate at an acceptable LOS at the project build out, with the addition of project
traffic. Accordingly, the requirements of Article 12 - Traffic Performance Standards of the Unified Land
Development Code for Palm Beach County have been satisfied, and it is recommended that this project be
approved.

The Bm's room building addition includes a new lounge area containing 35 additional
seats. Based on an estimated sewage flow of 40 gallons per day the building addition
will generate a required flow of 1,400 gallons per day. Smiley & Associates does not

This site is part of the South Florida Water Management District's master permit No. 50-
00860-S, Boynton Beach Mall. The mall's existing drainage system was designed to
include the four commercial parcels with an estimated 30% building coverage. The Bru's
Room is a 1.68 acre commercial site with a permitted building coverage of 0.5 acres.
The existing building is 8,178 SF and with the 775 SF building addition total coverage is
8,553 SF (0.196 acres) which is less than the permitted 0.5 acres. Therefore, the Bru's
room building addition is in compliance with the master permit.
