Dear Mr. Brudzinski:
REP Associates, Inc., (REP), is pleased to present our response to the City of Boynton
Beach review comments dated September 11, 2006 for Bru' s Room Sports Grill located at 1333
North Congress Avenue, Boynton Beach, Florida (Site).
The proposed project consists of a 775 square foot (sf) addition to the northwest corner of the
8,178 sf brick building and live musical entertainment. The live music could be a Disc Jockey
(DJ), a single musician, or a full band with string and percussion instruments. Currently, the
Bru's Room Boynton Beach location has amplified music with a DJ. The purpose of REP' s study
was to determine what, if any, impact a band inside the new addition might introduce to the sound
levels of the surrounding area. The initial sampling events were conducted August 11-12, 2006
and additional data was collected on September 23, 2006. Photographic documentation is
included as Attachment A.
Section 15-8.8 (b) Boynton Beach Code, lists exterior sound level limits for LlO Sound Levels as
follows for the receiving land uses:

RESPONSE TO COMMENT 30 (a) & (b):
The data on the sound emitting devices/equipment is unknown as the devices/equipment is the
property of the entertainer(s). REP captured data with the DJ and amplified music at Bru's in
Boynton and recorded a LIO within the building of 81.5 dBA during a 10-minute sample period.
REP evaluated Delray Beach during the initial sampling event because there was a live band and
the sound should be typical of a band using amplifiers, speakers, etc.
RESPONSE TO COMMENT 30 (c):
Subsequent to the initial sampling event performed August 11-12, 2006, Bru's decided to relocate
the band or musical entertainment to within an existing room on the west side of the building;
situated between the existing patio area and the proposed 775 sf building addition. Refer to
Figure 1 in Attachment B. The existing building materials are acoustical ceiling tiles, metal deck,
and roof insulation. The wall construction consists of drywall on both sides of 6-inch metal studs,
2-inch airspace, R -19 insulation and a 4-inch brick veneer on the exterior of the building. Fibrous
materials (insulation, carpet, heavy cloth or drapes) are efficient at absorbing mid to high
frequency sound (i.e. some guitars) whereas drywall is efficient at absorbing low frequency sound
(drums, bass). Therefore a combination of these building finishes and other sound treatment
products will absorb the sound reducing the reflection of sound and subsequent "noise" heard
outside the building. Additionally, REP recommends placement of the band and speakers/
amplifiers away from walls.
RESPONSE TO COMMENT 30 (d):
REP placed the dosimeter at the main entrance (east side) of the establishment and at the south
patio entrance during the September 23,2006 sampling event. There is not an entryway planned
for the proposed building addition, which is located to the north of the proposed musical
entertainment room. The existing entrances for Bru are opening away from the sensitive zones.
New doorways, as approved, will open toward the south patio area, which is bordered by a
dumpster enclosure to the west. The dosimeter placed at the main entrance recorded a LlO of
73.dBA. The dosimeter placed at the south patio entrance recorded a LlO of 75.6 dBA.
RESPONSE TO COMMENT 31:
The Bru's Room Boynton Beach location does not provide live music, but provides a DJ with
amplified music. To reiterate our response to Comment 30, REP selected the Bru's Room Sports
Grill location in Delray Beach to evaluate the sound generated by a band, the proposed source
believed to present an impact on sound levels. This Bru's Room location in Delray Beach
provides live music on Friday and Saturday nights during the hours of 10:00PM to 1:00 AM. The
band present during the sampling event was a full band with a vocalist and percussion/string
instruments.

REP conducted the noise study in Boynton Beach during the permitting process in August, as
contracted. REP chose the hours of lO:OOPM to 1 :OOAM because there was amplified music
provided by the DJ and this will be the time-frame live music would play.
REP collected LlO sound data during the September 23,2006 sampling event, at a sampling point
near the noise sensitive zone 1 (apartment complex) located approximately 2000 feet northwest of
the Bru's Room location (see Figure 1). During the lO-minute sample periods there was no LlO
recorded, as the sound was less than the low threshold with an Lpeak of 118.5 dBA and a Lmax
of 79.6 dBA. A car alarm in the vicinity of the sample point could account for the Lpeak and
Lmax data.
CONCLUSION/RECOMMENDA TIONS
The highest LlO recorded at the Site was at the main (east) patio entrance on the south side of the
building. The band or live music will now be within an interior room away from the main
entrance and the patio entrance. The proposed plans for the addition do not include speakers on
the exterior of the building nor entryways on the west side of the building, either of which could
have an impact on the sensitive zones 1 & 3.
The LlO sound criteria of 65 dBA was exceeded along North Congress Avenue (northeast of Site)
with a recorded LlO sound level of 67 dBA, and most likely is associated with vehicular traffic
along North Congress Avenue.
There are numerous trees and some structures between the Site and the canal, that provide some
absorption or reflection. The sound should travel over the trees and structures, losing some of the
ground effect and noise levels. The data collected at or near the Sensitive Zone 1 (August 11,
2006-September 23, 2006) and Sensitive Zone 3 (August 11, 2006) supports this conclusion.
Evaluation of the data collected during the August 11-12 and September 23, 2006 sampling
events indicates that adding live entertainment to the Site may increase the background LlO at the
Site by 1 to 2 dBA. This 1 to 2 dBA increase is not likely to affect noise sensitive zones 375 to
2000 ft away because as the distance doubles between the noise source and the noise sensitive
zones, the sound detected by the human ear will decreases by 6 dB.
REP recommends that the access to the entertainment area be limited to doors opening to the
south side of the building only. The sound generated by the live entertainment can be controlled
by controlling access to the exterior of the building from the entertainment area.
