This is also an opportunity for applicable State agencies to concur with or object to the proposed
project under the federal consistency provision of the Coastal Zone Management Act. Review
must be in accordance with the procedures adopted by the Interagency Management Committee
on October 25, 1989. Findings of inconsistency must describe how the project conflicts with your
agency's statutory authorities in the Florida Coastal Management Program and provide
alternative measures, if any, which would make the project consistent. Commenting agencies
must provide a copy of all consistency comments letters to the Florida Coastal Management
Program Director, Department of Community Affairs, 2555 Shumard Oak Boulevard, Tallahassee,
Florida 32399-2100.

Dear Mr. Rumpf:
It is proposed to develop Lot 91 of Quantum Park in the City of Boynton Beach. The site is located
in the northeast quadrant of Gateway Boulevard and High Ridge Road. Proposed for the site is a
100,000 SF office. Access to the site will be one (1) driveway connection to the T ri-Rail access road.
The proposed project is estimated to generate 921 daily trips, 136 AM peak hour trips and 129 PM
peak hour trips as shown on Attachment 1. Driveway volumes are provided on Attachment 2.
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
12, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC). The land uses and intensities for this proposal are highlighted in Attachment 3. The
proposed land uses and intensities are within the limits of the original approval of the Quantum Park
DR!. Therefore, the proposed project is not subject to the Traffic Performance Standards.
A preliminary site plan is also attached.

within the proposed project area and connections to Quantum Community Development
District facilities are proposed. The Quantum Community Development District has a permit
process and a review and approval process of which the applicant must comply.
Be advised there is in place an approved signed program for all of Quantum Park. All
monuments signs must comply with the approved Sign Program
As requested by the Architectural Review Committee, the approval includes the paver brick
sidewalk within the site, the QCDD access road and the right of way of High Ridge Road.

Sign Program Requirements
We have received your facsimile dated July 5,2005 referencing the real
estate sign erected upon the property referenced above. The referenced real
estate sign does not conform to the Quantum Sign Program and must be
removed immediately. If you have not removed the sign by 5:00 pm
tomorrow, July 6, 2005, it will be removed by the QPPOA at your
expense.
The sign is a violation of the following requirements;
1. QPPOA Declaration of Restrictive Covenants, Article V, Section 5.1
and Article IV, Section 4.2;
2. The Quantum Park Sign Program,
3. The City of Boynton Beach Code of Ordinances, Part III, Chapter 21,
Article I, Section 3.A, Article III, Section 5 and Section 7 and Article
IV, Section 7; and,
4. The direct request of the QPPOA management.
A copy of the Quantum Park Sign Program, as approved by the City of
Boynton Beach, was provided to you on May 18,2005. At that time you
were requested to remove the non-conforming sign and replace it with a sign
that conforms to the Quantum Sign Program. The following was written
clearly in the notice dated May 18,2005, HAll tenant and site signage must

Parking Analysis
Dear Ms. Tatonetti:
The purpose of this letter is to provide a parking analysis for the Children's Services
Council office to be located on the north side of Gateway Boulevard east of High Ridge
Road in the Quantum Park development.
Exhibit 1 A provides the parking demand calculations for the office development based
on operational considerations. Due to the close proximity to the TriRail Station, transit
usage has been estimated within the guidelines of the Urban Land Institute's, Shared
Parking Studv. Incentives for employee usage of transit are proposed. Exhibit 1 B
provides the parking demand calculation based on the Institute of Transportation
Engineers (ITE), Parking Generation, 3rd Edition. For both calculations, City of Boynton
Beach Code requirement of a 10% buffer has been utilized.
The operational analysis, as shown on Exhibit 1 A, results in a projected parking
demand of 311 vehicles. The ITE parking generation calculates the parking demand at
306 vehicles. Thus, the maximum weekday parking demand is projected to be 311
vehicles.
