6200) regarding the storage and handling of refuse per the CODE, Section
10-26 (a).
2. Only one dumpster is depicted for this site, which seems inadequate, given
the extent of the expansion. Please justify that one dumpster will adequately
handle the expected volume of waste.
3. Provide a dumpster enclosure per the LDR, Chapter 2, Section II.J.2.b.
(Material, screening
4. Indicate by note that the site dumpster enclosure shall be constructed in
accordance with City Standard Drawing G-4.
5. A minimum dumpster pad is required measuring 10 feet by 10 feet (inside
dimension including gates). (LDR, Chapter 7.5, Article II, Section5.J. and
Article III, Section 9.A.9.a.)
6. The required gates for the dumpster shall contain long steel rods to drop into
the pavement in order to secure the gates in the open and closed positions.
Drilled holes (for concrete) or metal sleeved (for asphalt) shall be provided
for the locking rods.
7. Walls for the enclosure shall be provided on three sides and are to be a
minimum of six feet high and shall be CBS construction with a finish
matching that of the adjacent building (s). Accent shrubs shall be provided

9. On the Site and Civil plans, show and identify all necessary traffic control
devices such as stop bars, stop signs, double yellow lane separators striping,
directional arrows and "Do Not Enter" signage, etc. Delineate and stripe the
"Loading Area" (where applicable - LDR, Chapter 2, Section 11.J); include
a pavement message in yellow indicating "No Parking - Loading Zone".
See City Standard Drawings "K" Series for striping details.
10. Separate permits will be required from Palm Beach County for the proposed
right turn lanes and for the signalization.

Comments:
II. No civil plans (Paving, Grading & Drainage) were included with this
submittal, therefore this plan is incomplete as submitted. We are providing
only a cursory review of the proposed site plans as submitted at this time.
Additional comments may be generated by civil plans.
12. All comments requiring changes and/or corrections to the plans shall be
reflected on all appropriate sheets.
13. Please note that changes or revisions to these plans may generate additional
comments.
14. Provide written and graphic scales on all sheets utilizing standard
engineering scales. The Overall Site plan is shown at 1"=80', this is not a
standard scale.
IS. Show proposed site lighting on the Site and Landscape plans (LDR, Chapter
4, Section 7.BA.) The lighting design shall provide a minimum average
light level of one foot-candle. If possible please provide photometrics as
part of your TRC plan submittals.
16. It may be necessary to replace or relocate large canopy trees adjacent to light
fixtures to eliminate future shadowing on the parking surface.
17. Show sight triangles on the Landscape plans using Palm Beach County
Standards for the sight triangles along Congress Ave.
18. Indicate, by note on the Landscape Plan, that within the sight triangles there
shall be an unobstructed cross-visibility at a level between 2.5' and 8' above
the pavement.
19. Landscape plan sheet L-2.0 references a buffer shrub planting plan (L-2.1),
but was not included with this plan set. Please provide missing sheets.
20. Provide legends for Landscaping and Existing Tree Disposition indicating
species, quantities and sizes/specifications.
21. Per the LDR, Chapter 7.5, Article II, Section 5.C.2. Ficus species are not
permitted.
22. The plans incorrectly depict the medians to the north as being planted with
grass. They are currently concrete. Please clarify whether this represents an
existing or proposed condition.
23. There IS a proposed signal at the south driveway that will require
reconstruction of the median to create an intersection. The irrigation system
in the median will have to be revised to accommodate this change.

Additionally the City does not wish any landscaping (including turf) to
remain in the median north of the LWDD L-25 canal.
24. The City has an irrigation system and landscaping in the median of
Congress A venue. Any damage to the irrigation system and/or landscaping
as a result of the contractor's operations shall be repaired or replaced to the
equivalent or better grade, as approved by the City of Boynton Beach, and
shall be the sole responsibility of the developer. Please acknowledge this
notice in your comments response and add a note to the plans with the
above stated information.
25. Insufficient detail was provided in the Site plan to evaluate the proposed site
drainage. Will any site runoff outfall to the L WDD L-24 canal?
26. It is recommended that catch basin and manhole covers be bicycle proof.
27. Provide a typical roadway section to evaluate proposed surfacing materials
and thicknesses.
UTILITIES
Comments:
28. Please provide a time line that clearly illustrates when water and sewer
services will be required to serve the proposed project. Your starting date
for the time line should be the date of City Commission approval. Also
provide milestone dates for permit application, the start of construction, and
the setting of the first water meter. This time line will be used to determine
the adequacy of water and wastewater treatment capacity for your project
upon the project's completion, so please be as accurate as possible.
29. No Utility plan was included with this submittal, therefore the Utilities
Department considers this plan incomplete as submitted. Weare aware that
this site is undergoing a concurrent Utility Plan review for permitting.
Nevertheless Civil plans are needed with all plan submittals so that civil,
landscaping and other site issues may be properly evaluated. We are
providing only a cursory review of the proposed Site plans as submitted at
this time. Additional comments may be generated after a Utility plan has
been submitted.
30. All utility easements shall be shown on the rectified Site plan and
landscaping drawings (L-2.1 & L-2.2) (as well as the Water and Sewer Plan
Sheet - not submitted) so that we may determine which appurtenances, trees
or shrubbery may interfere with utilities. In general, palm trees will be the
only tree species allowed within utility easements. Canopy trees may be
planted outside of the easement so that roots and branches will not impact
those utilities within the easement in the foreseeable future. The LDR,
Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to

remove any trees that interfere with utility servIces, either m utility
easements or public rights-of-way.
31. Palm Beach County Health Department permits will be required for the
water and sewer systems serving this project (CODE, Section 26-12).
32. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.m. some residential developments)
with 20 p.s.i. residual pressure as stated in the LDR, Chapter 6, Article IV,
Section 16, or the requirement imposed by msurance underwriters,
whichever is greater (CODE, Section 26-16(b)).
33. The LDR, Chapter 6, Article N, Section 16 requires that all points on each
building will be within 200 feet of an existing or proposed fire hydrant.
Please demonstrate that the plan meets this condition, by showing all
hydrants.
34. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature
on the Health Department application forms or within seven (7) days of site
plan approval, whichever occurs first. This fee will be determined based
upon final meter size, or expected demand.
35. Water and sewer lines to be owned and operated by the City shall be
included within utility easements. Please show all proposed easements on
the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in
CODE Sec. 26-33(a).
36. This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to the
City Utilities Department before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
37. PVC material is not permitted on the City's water system. All lines shall be
DIP.
38. Appropriate backflow preventer(s) will be required on the domestic water
service to the building, and the fire sprinkler line if there is one, in
accordance with the CODE, Section 26-207.

tree species allowed within utility easements. Canopy trees may be planted outside of the easement
so that roots and branches will not impact those utilities within the easement in the foreseeable
future. The LOR, Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to remove any
trees that interfere with utility services, either in utility easements or public rights-of-way.

32. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
33. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. (500
g.p.m. some residential developments) with 20 p.s.i. residual pressure as stated in the LDR, Chapter
6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater
(CODE, Section 26-16(b)).
34. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition,
by showing all hydrants.
35. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
seven (7) days of site plan approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand.
36. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
CODE Sec. 26-33(a).
37. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
38. PVC material not permitted on the City's water system. All lines shall be DIP.
39. Appropriate backflow preventer(s) will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.

Hello Helen,
I have information regarding a meeting set for Feb 3rd at 2:00; location unknown. Commissioner Ensler has asked for 2
sets of drawings and the City Manager asks "Is this do able". We are uncertain exactly what he means by the question. I'm
just finding out what I can.
If it is a "pre-bid" conference, are the plans finalized at this point? If so, should that have occured after the plans are
submitted to Boynton for courtesy review? If the plans are not final nor near final, than I think I understand the point the
school is at.
Where is the pre-bid meeting to be held (if that is what the meeting is called)? Is there any value to city attendance at this
meeting? Please excuse any errors in my information, as I think the information is being passed on from Commissioner
Ensler, to the City Manager, to an assistant and then to me.
Thanks for helping clarify things and status of the project. Until then, Mike
