The Future Land Use Atlas (FLUA) designation is RS (maximum 5 unit per acres); the highest and best use would be 69 single-family homes. The proposed FLUA is for HDR (maximum 10.8 units per acres. Under the maximum allowable density 199 units would be allowed. The proposed FLUA is for 126 town homes and 48 single family units. The site currently exists with a 12 stall horse/boarding training facility. TRAFFIC CIRCULATION EXISTING CONDITIONS The major roadway adjacent to the property is High Ridge Road. Table I shows the existing (2003) average daily traffic (ADT) conditions on the impact area roadways. ASSURED CONSTRUCTION The Florida department of Transportation and Palm Beach County Five Year Road program do not include any roadway widening projects. LONG RANGE ROADWAY PLANS High Ridge Road is at its ultimate section. BACKGROUND TRAFFIC The Palm Beach County Urban Study Area Traffic Volume Growth Tables provided by the Palm Beach County (PBC) Engineering Department, includes historical traffic count data for the roadways within the impact area of the project. The growth rates for the roadways were determined from these tables, averaged and then applied to the links to determine background traffic growth for five years (2008). Appendix A contains a worksheet with the growth rate calculation. The 2025 volume was obtained from the PBC Metropolitan Planning Organization and adjusted to ADT using the FDOT Model Conversion Factor (MOCF) for Western Palm Beach County. Appendix B contains the raw 2025 MPO projections. 4 TRIP GENERATION Trip Generation, using the Institute of Transportation Engineers, Trip Generation 7th Edition for peak and Palm Beach County rates for ADT, was performed to determine the trips generated by the existing FLlJA and the proposed FLUA. For the horse stalls the rates from an independent study were lIsed. Table 2 shows the trip generation rates used and Table 3 provides the trip generation under the existing designation and for the existing use. Table 4 shows the trip generation for the proposed FLUA and Table 5 the trip generation under the maximum FAR. Using the proposed use, there would be an increase of672 daily trips, 47 AM and 55 PM peak trips. With the maximum FAR, the project would generate an increase of 703 daily trips, 32 AM peak and 33 PM peak trips. Based on the trip generation, the impact area is the directly accessed link. With the proposed plan and maximum FLUA the directly accessed link meets the level of service (LOS) standards. Five Year Horizon Tables 8 and 9 show the projected 2008 AOT volumes with the project trips, background growth, and the performance standards analysis with the proposed FLUA and maximum FLUA. Figure 4 shows ADT information with the traffic increase on a map. With the proposed plan and maximum FLUA the directly accessed link meets the LOS standards. 2025 Proiections Tables 10 and 11 show the 2025 ADT volumes obtained from the MPO with the increase in trips for the proposed use and Maximum FAR. Figure 4 shows the same information on a map (maximum FAR). The Future Land Use Atlas (FLUA) designation is RS on 13.948 acres (maximum 5 unit per acres) and LR 2 on 4.49 acres; the highest and best use would be 75 single-family homes. The proposed FLUA is for HDR (maximum 10.8 units per acres. Under the maximum allowable density 199 units would be allowed. The proposed FLUA is for 126 town homes and 48 single family units. The site currently exists with a 12 stall horse/boarding training facility. TRAFFIC CIRCULATION EXISTING <;ONDITIONS The major roadway adjacent to the property is High Ridge Road. Table 1 shows the existing (2003) average daily traffic (ADT) conditions on the impact area roadways. The ADT volumes were 0 btained from the Palm Beach County 2003 Peak Season data factored to ADT. Jan 19 05 04:1110 ~ztc 561 624 9578 10.3 TRIP GENERATION Trip Generation, using the Institute of Transportation Engineers, Trip Generation 7th Edition for peak and Palm Beach County rates for ADT, was performed to determine the trips generated by the existing FLUA and the proposed FLUA. For the horse stalls the rates from an independent study were used. Table 2 shows the trip generation rates used and Table 3 provides the trip generation under the existing designation and for the existing use. Table 4 shows the trip generation for the proposed FLU A and Table 5 the trip generation under the maximum FAR. Using the proposed use, there would be an increase of 612 daily trips, 43 AM and 49 PM peak trips. With the maximum FAR, the project would generate an increase of 643 daily trips, 28 AM peak and 27 PM peak trips. Based on the trip generation, the impact area is the directly accessed link.
