It was brought to our attention by David Stump that the survey that is attached to the Intracoastal Clubhouse
plans includes the portion of the park located on the northwest comer is labeled "Proposed Outparcel." This is
not included in the park master plan and there is no intention to ever develop this piece as anything other than
park.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments. Comments should be made available
via e-mail to Sherie Coale and I no later than 5:00 P.M. on Friday. September 9. 2005. When
preparing your comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to sufficiently revise plans to forward for Board recommendation:
1. Use the review standards specified in Part IV, land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Eric Johnson, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Code deficiencies outside of review responsibility, may be included in review comments. The
comment and the specific code section should be cited.
5. If a reviewing member finds the plans acceptable, he/she shall forward a memorandum, within the
time frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the

project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. First review comments will be transmitted to the applicant along with a list of reviewing staff
members.

Dear Mr. Stump:
Kimley-Hom and Associates, Inc. has performed a traffic impact evaluation for
the above-mentioned property. The property to be developed is located on the east
side of Federal Highway (US I) south of Gateway Boulevard in the City of
Boynton Beach, Florida. The attached Figure I illustrates the general site
location. Currently, the property consists of a 9.43 acre city park. It is proposed
to develop the property to contain a 7,303 square foot recreational community
center in addition to the park. Traffic generation, distribution and roadway
conditions were determined using methodology according to the Palm Beach
County Traffic Performance Standards Ordinance (TPSO). Current data available
from Palm Beach County were used in the analysis.
Trip Generation
The daily and peak hour characteristics were based on information published in
the Institute of Transportation Engineers' report, Trip Generation, Seventh
Edition, currently adopted by Palm Beach County. The project is expected to
,generate 189 net daily trips, 12 net AM peak hour trips, and 12 net PM peak hour
trips. Table 1 summarizes the daily and peak hour trips associated with the
existing site and proposed project.
Project Significance
According to the net peak hour trip generation for the site (12 vehicles per hour), the
maximum radius of development influence (RDI) was determined to be the directly
accessed link of first accessed major thoroughfare for Test 1. Federal Highway (US
1) is the first directly accessed link of a major thoroughfare for the site. Based on a
review of the travel time characteristics and complementary land uses in the
project's radius of influence, it was determined approximately 65% of project

trips would be distributed to the north and 35% to south on Seacrest Boulevard.
Because the project's maximum impact on Federal Highway (US I) is less than
one percent of the four-lane two-way peak hour capacity, the impact to the
transportation system is insignificant and no further evaluation is required.
Project significance calculations are shown is Table 2.
Driveway Evaluation
The proposed driveway volumes depicted in Figure 2 are 189 daily trips, 12 AM
peak hour trips and 13 PM peak hour trips. According to Palm Beach County's
"Guide to Parking Lot and Street Access Design Criteria and Standards" this
driveway is classified as a minor driveway. The site turning movement volumes
are depicted on Figure 2.
Conclusion
The proposed project to construct a recreational community center at the Boynton
Intracoastal Park meets the requirements of Palm Beach County's Traffic
Performance Standards. If there are any questions regarding this analysis, please
