The following are our responses to your review comments received on May 19, 2005: 1. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars, stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc. See City Standard Drawings "K" Series for striping details. o Traffic control devices are now show on civil sheet CO] 2. Current standards require 9 Y2-ft x 18 Y2-ft parking stalls with a minimum 25- ft. backup distance for 90 degree parking. Some reduction in backup distance is allowed for angled parking. See City Standard Detail k -1 for dimensions. Revise parking layout accordingly. o Parking stall have been modified to comply with City Detail K-l. Parking la.vout has been modified accordingly. 3. Provide a Photometric plan. The lighting design shall provide a minimum average light level of one foot-candle. Pole manufacture to forward wind loading via separate cover. 4. Show sight triangles on the Landscape plans (LDR< Chapter 7.5, Article II, Section 5.H.). Reference Palm Beach County Standards for the sight triangles on Seacrest Blvd. o Comment addressed and incorporated. See LD-l 5. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed cross-visibility at a level between 2.5' and 8' above the pavement (LDR, Chapter 7.5, Article II, Section 5.H.). o Comment addressed and incorporated. See LD-1 6. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section 7.F.2. o Engineer's certification is now included on sheet C 03 7. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. o Existing fire hydrant is located 5 feet to the south of the south property line. Current survey does not show but we will request survey locate and show on their drawing. 8. Comprehensive Plan Policy 3C.3.4 requires the conservation of potable water. As other sources are readily available City water shall not be allowed for irrigation. Provide written and graphic scales on all sheets. o Written and graphic scales have been incorporated to all sheets. 10. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's Code requirements at time of application. These permits include, but are not limited to, the following: paving, grading, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and others, shall be included with the permit request. o General note now included in sheet COl. 11. Full Drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at the time of permitting, The provided drainage calculation were briefly reviewed for general conformance with City of Boynton Beach standards. No obvious errors were noted and a full review will be done at the time of permit application. o Comment noted and drainage calc's resubmitted. 12. Paving, Drainage and Site details will not be reviewed for construction acceptability at this time. All engineering construction details shall be in accordance with the applicable City of Boynton Beach Standard Drawings and the "Engineering Design Handbook and Construction Standards" and will be reviewed at the time of construction pemlit application. All trees must be a minimum of 12 feet in height at the time of planting, with a 3 inch caliper trunk measured at 4.5 feet from the ground. Please correct the plans to reflect this requirement. o Comment addressed and incorporated. See LD-l 15. All shrubs must be a minimum of 24 inches tall with 24 inch spread and planted with the branches touching to form a dense hedge at time of planting. Please correct the plans to reflect this requirement. o Comment addressed and incorporated. See LD-l 16. Palms must be planted in clusters ofthree at varying height not less than 12 feet to satisfy the requirement of one shade tree. Please correct the plans to reflect this requirement. o New palms will not be planted within the property. 17. No dimension is provided for the front landscape buffer along Seacrest Boulevard. The code requires a minimum of 7 feet, with two colorful shrub species planted in continuous rows and a combination of colorful shrubs between the hedge material and the property line. Please correct he plans to reflect this requirement. o Comment addressed and incorporated. See LD-l 18. The code requires the planting of signature trees at the entrances and exists of properties. They include Yellow Elder, Tibouchina Granulosa, and Bougainvillea. Please correct the plans to reflect these requirements. o Comment addressed and incorporated. See LD- 19. Mulch shall be placed at a minimum depth of 3 inches and shall not be of a cypress variety. Please correct the plans to reflect this requirement. Dear Mr. Lopez: The City of Boynton Beach staffhas reviewed the revisions to your plans for the above-mentioned project. The following comments are being forwarded to you for your review and response: 1. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars, stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc. See City Standard Drawings "K" Series for striping details. 2. Current standards require 9'i'2-ft. x 18'i'2-ft. parking stalls with a minimum 25-ft. backup distance for 900 parking. Some reduction in backup distance is allowed for angled parking. See City Standard Detail K-l for dimensions. Revise parking layout accordingly. 3. Provide a Photometric plan. The lighting design shall provide a minimum average light level of one foot-candle. Include pole wind loading, and pole details in conformance with the LDR, Chapter 6, Article N, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting Plan. Lighting shall be directed away from any residential uses (LDR, Chapter 2, Section 4.N.7.) 4. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5.H.). Reference Palm Beach County Standards for the sight triangles on Seacrest Blvd. 5. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed cross-visibility at a level between 2.5' and 8' above the pavement (LDR, Chapter 7.5, Article II, Section 5.H.). 6. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section 7.F.2. 7. The LDR, Chapter 6, Article N, Section 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants. 8. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. As other sources are readily available City water shall not be allowed for irrigation. 9. Provide written and graphic scales on all sheets. It . Page 2 May 19, 2005 10. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's Code requirements at time of application. These permits include, but are not limited to, the following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (L WDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and any others, shall be included with the permit request. 11. Full Drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at the time of permitting. The provided drainage calculations were briefly reviewed for general conformance with City of Boynton Beach standards. No obvious errors were noted and a full review will be done at the time of permit application. 12. Paving, Drainage and Site details will not be reviewed for construction acceptability at this time. All engineering construction details shall be in accordance with the applicable City of Boynton Beach Standard Drawings and the "Engineering Design Handbook and Construction Standards" and will be reviewed at the time of construction permit application. 13. All trees must be a minimum of 12 feet in height at the time of planting, with a 3 inch caliper trunk measured at 4.5 feet from the ground. Please correct the plans to reflect this requirement. 14. Trees are to be placed every 30 lineal feet around and within parking areas. Please correct the plans to reflect this requirement. 15. All shrubs must be a minimum of24 inches tall with 24 inch spread and planted with the branches touching to form a dense hedge at time of planting. Please correct the plans to reflect this requirement. 16. Palms must be planted in clusters ofthree at varying height not less than 12 feet to satisfy the requirement for one shade tree. Please correct the plans to reflect this requirement. 17. No dimension is provided ofthe front landscape buffer along Seacrest Boulevard. The code requires a minimum of7 feet, with two colorful shrub species planted in continuous rows and a combination of colorful shrubs between the hedge material and the property line. Please correct the plans to reflect this requirement. 18. The code requires the planting of signature trees at the entrances and exits of properties. They include Yellow Elder, Tibouchina Granulosa, and Bougainvillea. Please correct the plans to reflect this requirement. 19. Mulch shall be place at a minimum depth of 3 inches and shall not be of a cypress variety. Please correct the plans to reflect this requirement. 20. The Landscape Plan should identify where on the site each of the plant materials noted on the landscape schedule are being planted. Please correct the plans to reflect this requirement. 21. The hedge depicted on the north side of the property should be continued along the parking area, all the way to the west property line. Please correct the plans to reflect this requirement. 22. A detail of the plantings around the monument sign was not provided. Two colorful shrub varieties and colorful groundcover is required around signs. Please correct the plans to reflect this requirement. 23. No detail of the shed to be placed at the SE corner was provided. Sheds may be no larger than 100 square feet, 7 feet in height and must be a minimum of 3 feet from any property line. Please provide these details. . Page 3 May 19, 2005 24.
