Project size:
The project consists of a one-story, 16,482 square foot industrial building.
Site Characteristic: The subject parcel is a rectangular piece of land approximately 281 feet long and
approximately 150 feet wide. The parcel is situated approximately 1,300 feet east
of Congress Avenue. The survey shows that the highest elevation is 14.5 feet
above sea level, located near the center of the property.
BACKGROUND
Proposal:
Pelican Estates, Inc. proposes to construct a 16,482 square foot industrial building
on a 0.969-acre parcel.
ANALYSIS
Concurrency:
Traffic: A traffic concurrency approval letter has been received from Palm Beach County
Traffic Engineering with the build-out year reflected as 2005.
Drainage: Conceptual drainage information was provided for the City's review. The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "C" - Conditions of Approval).
School: This project is exempt from the school concurrency requirements of Palm Beach
County.
Driveways: The subject property fronts on Neptune Drive, approximately 1,300 feet east of
Congress Avenue. Proposed on-site circulation consists of one driveway near the
northwest corner of the property, which provides access to the front of all of the
warehouse bays.
Parking Facility: Parking required for this type of facility is based on the ratio for manufacturing uses
of one (1) parking space per 500 square feet, for a total of 33 parking spaces. The
plan as designed accommodates 33 parking spaces, including 3 handicap spaces.
The typical parking spaces are dimensioned 9.5 feet x 18.5 feet, with the handicap
spaces shown as 12 feet x 18.5 feet with the associated 5 foot striped aisle.
Additionally there are three (3) dedicated loading zones.
Landscaping: The proposed pervious or "green" area of the lot would be 10,007 square feet or
23.7% of the total site. The landscape plan tabular data (Sheet L-l) indicates that
26 trees, 29 palms and 966 shrubs and groundcover are being provided. Typical
trees being utilized in the planting scheme include Live Oak, Pidgeon Plum and
Clusia Rosea along with Sabal and Solitaire palms. Shrub materials selected for the
site include Cocoplum, Ixora and Seagrape. Two signature trees are proposed to be
planted at the entrance. Approximately 67% of the proposed trees are native and
54% of the shrubs and groundcover depicted are native. The proposed buffers

meet code regulations and are consistent with surrounding sites (15 feet on the
front and east side, 20 feet rear and 5 feet on the west side).
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed one-story industrial building
would have a typical roof height of 27 feet - 4 inches, measured to the top of the
crown molding on the average parapet wall. The maximum allowed height in the
M-1 zoning district is 45 feet. Sheet A-03 provides an illustration of the building
facades, with scored panels, decorative trims and awnings, and decorative louvered
vents. The building is proposed to be separated into five (5) individual bays, each
with a small office and mezzanine, and a total of approximately 3,200 square feet.
Design: The color rendering indicates that the building would be designed as a typical
industrial building, including the fal;ade improvements discussed above. The body
of the building would be painted a soft yellow color (Martin Senour Paints -
"Canary" 144-6 WW). The storefront facades are proposed to be painted a softer
yellow (Martin Senour Paints - "Southern Belle" 144-7 WW). The cornice molding
and decorative banding of the building are proposed to be painted a standard
white. The shutters, storefront window frames, louvered vents and downspouts are
proposed to be painted a hunter green (Martin Senour Paints - "Shutter Green"
325-1 OL). The building style, materials and colors would not conflict with
surrounding development, which is comprised of a number of individual styles.
Signage: The site signage, according to Sheet A-03, will be a monument sign six (6) feet tall,
by ten (10) feet in width, designed to be compatible with the character of the
building. The sign as proposed complies with code regulations. The monument sign
is proposed to have individual black aluminum letters, with the center name in
seven (7) inch and the tenant names in three (3) inch letters. The tenant lettering
on the building is designed to be the same individual black letters, six (6) inches
high, and non-illuminated.
RECOMMENDATION:
The Technical Review Committee (TRC) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon all comments indicated in Exhibit "C" - Conditions of Approval.
The Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit. Also, any additional conditions recommended
by the Board or City Commission shall be documented accordingly in the Conditions of Approval.

UTILITIES
Comments:
1. Please provide a time line that clearly illustrates when water and sewer
services will be required to serve the proposed project. Your starting date
for the time line should be the date of City Commission approval. Also
provide milestone dates for permit application, the start of construction, and
the setting of the first water meter. This time line will be used to determine
the adequacy of water and wastewater treatment capacity for your project
upon the project's completion, so please be as accurate as possible.
2. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water and Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
3. Palm Beach County Health Department permits will be required for the
water and sewer systems serving this project (CODE, Section 26-12).
4. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature
on the Health Department application forms or within seven (7) days of site
plan approval, whichever occurs first. This fee will be determined based
upon final meter size, or expected demand.
5. A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.

6. Utility construction details will not be reviewed for construction
acceptability at this time. All utility construction details shall be in
accordance with the Utilities Department's "Utilities Engineering Design
Handbook and Construction Standards" manual (including any updates);
they will be reviewed at the time of construction permit application.
FIRE
Comments:
7. Site addresses shall be placed conspicuously on the front of the structure, so
the numbers can be seen plainly from the street. Numbers used for
residences shall be not less than four inches in height and shall be made of a
durable and visible material. Numbers used for commercial and industrial
buildings shall not be less than six inches in height. (City Ordinance
Chapter 20 Section 16.)
8. Emergency access shall be provided at the start of a project and be
maintained throughout construction per the Florida Fire Prevention Code,
Section 3-5, and NFPA 241, (1996) Safeguarding Construction, Alteration,
and Demolition Operations, Section 5-4.3.
9. Fences and gates shall meet City Ordinance 98-45,2,12-1-98; Available at
Fire Marshal's Office (plans Review)
10. Prior to Fire Department inspections, new construction projects must
provide the results of a hydrant flow test indicating a fire flow not less that
1500 gallons per minute @ 20 p.s.i. above domestic use. This applies to
new or existing hydrants within the required 200 ft. of the facility.
11. Emergency access roadways must be firm and unyielding, having a bearing
value of not less than 40 (i.e. LBR 40), compacted to 98% of the maximum
density as determined by AASHTO T180, in accordance with the FDOT
Standard Specifications for Road and Bridge Construction (2000) Division
II, Section 160, STABILIZING. A copy of the test results shall be provided
and accepted prior to above grade construction. Testing frequency shall not
be less than that specified in the FDOT Sampling, Testing and Reporting
Guide, or as required by the Fire Marshal. The roadway shall be maintained
free from ruts, depressions, and damage, and at the required bearing value
for the duration ofit's intended use.
POLICE
Comments: None
ENGINEERING DIVISION
Comments:
12. All comments requiring changes and/or corrections to the plans shall be
reflected on all appropriate sheets.
DEPARTMENTS INCLUDE REJECT
13. It may be necessary to replace or relocate large canopy trees adjacent to light
fixtures to eliminate future shadowing on the parking surface (LDR,
Chapter 23, Article II, Section A.l. b).
14. Trees are proposed in close proximity to the dumpster. They will need to be
relocated to provide vertical clearance for solid waste pickup.
15. Full drainage plans, including drainage calculations, in accordance with the
LDR, Chapter 6, Article IV, Section 5 will be required at the time of
permitting.
16. Paving, Drainage and Site details will not be reviewed for construction
acceptability at this time. All engineering construction details shall be in
accordance with the applicable City of Boynton Beach Standard Drawings
and the "Engineering Design Handbook and Construction Standards"
and will be reviewed at the time of construction permit application.
BUILDING DIVISION
Comments:
17. Please note that changes or revisions to these plans may generate additional
comments. Acceptance of these plans during the TRC process does not
ensure that additional comments may not be generated by the commission
and at permit review.
18. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or
structure shall be determined by the provisions of ASCE 7, Chapter 6, and
the provisions of2001 FBC, Section 1606 (Wind Loads). Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
19. Every building and structure shall be of sufficient strength to support the
loads and forces encountered per the 2001 FBC, Section 1601.2.1 and Table
1604.1. Indicate the live load (pst) on the plans for the building design.
20. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
21. CBBCPP 3.C.3.4 requires the conservation of potable water. City water may
not, therefore, be used for landscape irrigation where other sources are
readily available.
22. A water-use permit from SFWMD is required for an irrigation system that
utilizes water from a well or body of water as its source. A copy of the
permit shall be submitted at the time of permit application, F.S. 373.216.
23. If capital facility fees (water and sewer) are paid in advance to the City of
Boynton Beach Utilities Department, the following information shall be
provided at the time of building permit application:
a. The full name of the project as it appears on the Development
Order and the Commission-approved site plan.

b. The total amount paid and itemized into how much is for water
and how much is for sewer.

24. Pursuant to approval by the City Commission and all other outside agencies,
the plans for this project must be submitted to the Building Division for
review at the time of permit application submittal. The plans must
incorporate all the conditions of approval as listed in the development order
and approved by the City Commission.
25. The full address of the project shall be submitted with the construction
documents at the time of permit application submittal. The name of the
project as it appears on the Development Order must be noted on the
building permit application at the time of application submittal.

Comments:
1. Prior to permit application contact the Public Works Department (561-742-
6200) regarding the storage and handling of refuse per the CODE, Article
II, Section 10-26 (a).
2. Provide a dumpster enclosure per the LDR, Chapter 2, Section 11.J.2.b.
3. Indicate by note that the site dumpster enclosure shall be constructed in
accordance with City Standard Drawing 0-4.
4. A minimum dumpster pad is required measuring 10ft. x 10ft. (inside
dimension including gates). (LDR, Chapter 7.5, Article II, Section 5.J. and
Article ill, section 9.A.9.a.)
5. The required gates for the dumpster shall contain long steel rods to drop into
the pavement in order to secure the gates in the open and closed positions.

along Neptune.

the adequacy of water and wastewater treatment capacity for your project
upon the project's completion, so please be as accurate as possible.
24. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water and Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
25. Palm Beach County Health Department permits will be required for the
water and sewer systems serving this project (CODE, Section 26-12).
26. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.m. some residential developments)
with 20 p.s.i. residual pressure as stated in the LDR, Chapter 6, Article N,
Section 16, or the requirement imposed by insurance underwriters,
whichever is greater (CODE, Section 26-16(b)).

65. Staff recommends the removal of the proposed overhead door on the north
elevation of the building, as an overhead door is proposed for the same
warehouse bay on the west side. This would enhance the appearance of the
building from the street, provide additional landscape opportunities, and
ensure that a truck loading or unloading would not obstruct the sidewalk
along Neptune.
66. Rooftops will be treated as part of the building elevation. All rooftop
equipment must be completely screened from view at a minimum distance
of 600 feet.
67. Additional building detail is needed on the north and east building elevations,
especially on the east elevation, to break up the massive, relatively blank
wall. Staff suggests the use of medallions, tile mosaics or other similar
treatments.

the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives

for the duration of it's intended use.

minimum wind loads of 140 mph. Wind forces on every building or
structure shall be determined by the provisions of ASCE 7, Chapter 6, and
the provisions of 2001 FBC, Section 1606 (Wind Loads). Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
45. Every building and structure shall be of sufficient strength to support the
loads and forces encountered per the 2001 FBC, Section 1601.2.1 and Table
1604.1. Indicate the live load (pst) on the plans for the building design.

4. The dimensions of the dumpster pad (inside the walls) are now 10 ft. x 10 ft. The
dimensions are shown on sheet A-Ot.
5. The long steel locking rods for the dumpster are shown and called out on the front
elevation of the dumpster enclosure on sheet A-03.

faith attempt to provide the TRC with as much relevant information on the drawings

center, a shopping mall, Of the professional officeofa health care provider...". This
project is two stories, including the storage mezzanine, and therefore no elevators are
required under the- code. Furthermore, Section 11-4.1.3 does not require vertical
accessibility of any kind for "unoccupiable spaces, such as rooms, enclosed spaces,
and storage spaces that are not designed for human occupancy, for public
accommodations, or for work areas". Since the mezzanines are intended only for
storage-use, they fall under this definition and are exempt from vertical accessibility
requirements according to section 11-4.1.3.

used to refer to the mezzanines? As for unit types, there are only five units total, and
each is essentially the same type, though area varies slightly. All units have 2 offices,
one toilet room and a large warehouse space on the ground level. Each unit has a
storage mezzanine above the offICeS and toilet. Only the offices and toilet room are
air conditioned.

UTILITIES
Comments:
23. Please provide a timeline that clearly illustrates when water and sewer
services will be required to serve the proposed project. Your starting date
for the timeline should be the date of City Commission approval. Also
provide milestone dates for permit application, the start of construction, and
the setting of the first water meter. This timeline will be used to determine
the adequacy of water and wastewater treatment capacity for your project
upon the project's completion, so please be as accurate as possible.
24. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water and Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
25. Palm Beach County Health Department permits will be required for the
water and sewer systems serving this project (CODE, Section 26-12).
26. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.m. some residential developments)
with 20 p.s.i. residual pressure as stated in the LDR, Chapter 6, Article IV,
Section 16, or the requirement imposed by insurance underwriters,
whichever is greater (CODE, Section 26-l6(b)).
27. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each
building will be within 200 feet of an existing or proposed fire hydrant.
This plan does not meet this condition. Relocate fire hydrant to the second
landscape island.
28. The CODE, Section 26-34(E) requires that a capacity reservation fee be

29. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable
water. As other sources are readily available City water shall not be allowed
for irrigation.
30. Water and sewer lines to be owned and operated by the City shall be
included within utility easements. Please show all proposed easements on
the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in
CODE Sec. 26-33(a).
31. A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.
32. The LDR, Chapter 3, Article IV, Section 3(P) requires a statement be

33. Tap the 4-in. fire line off the 6-in. hydrant run rather than tapping off the 8-

for the duration of it's intended use.

2 Buildings, structures and parts thereof shall be designed to withstand the minimum wind
loads of 140 mph. Wind forces on every building or structure shall be determined by the
provisions of ASCE 7, Chapter 6, and the provisions of 2001 FBC, Section 1606 (Wind
Loads). Calculations that are signed and sealed by a design professional registered in the
state of Florida shall be submitted for review at the time of permit application.
3 Every building and structure shall be of sufficient strength to support the loads and forces
encountered per the 2001 FBC, Section 1601.2.1 and Table 1604.1. Indicate the live load
(pst) on the plans for the building design.
4 Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.
5 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
6 Vertical accessibility to the second floor/mezzanine area shall be required per the 2001
FBC, Sections 11-4.1.2, 11-4-1.3(5) (New Construction).

9 A water-use permit from SFWMD is required for an irrigation system that utilizes water from
a well or body of water as its source. A copy of the permit shall be submitted at the time of
permit application, F.S. 373.216.
10 If capital facility fees (water and sewer) are paid in advance to the City of Boynton Beach
Utilities Department, the following information shall be provided at the time of building
permit application:
a. The full name of the project as it appears on the Development Order and the
Commission-approved site plan.
b. The total amount paid and itemized into how much is for water and how much is for
sewer.

11 Pursuant to approval by the City Commission and all other outside agencies, the plans for
this project must be submitted to the Building Division for review at the time of permit
application submittal. The plans must incorporate all the conditions of approval as listed in
the development order and approved by the City Commission.
12 The full address of the project shall be submitted with the construction documents at the
time of permit application submittal. The name of the project as it appears on the
Development Order must be noted on the building permit application at the time of
application submittal.
13 Add to the floor plan drawings of the individual units a breakdown of the area within the unit.
The area breakdowns for each unit shall specify the total area of the unit, area of the balcony,
total area that is air-conditioned and, where applicable, total area of storage and garage space.
If the garage and storage areas are not part of a specific unit, the area shall be included and
identified within the area of the building. Indicate how many of each type of unit will be on each
floor and within the building.

The above referenced Site Plans, received on November 17, 2004, was reviewed for Public Works,
Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of
Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LDR) referenced.
PUBLIC WORKS - GENERAL
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse per the CODE, Article II, Section 10-26 (a).
2. Provide a dumpster enclosure per the LDR, Chapter 2, Section 11.J.2.b.
3. Indicate by note that the site dumpster enclosure shall be constructed in accordance with City
Standard Drawing G-4.
4. A minimum dumpster pad is required measuring 10 ft. x 10 ft. (inside dimension including gates).
(LDR, Chapter 7.5, Article II, Section 5.J. and Article III, section 9.A.9.a.)
5. The required gates for the dumpster shall contain long steel rods to drop into the pavement in order
to secure the gates in the open and closed positions. Drilled holes (for concrete) or metal sleeves
(for asphalt) shall be provided for the locking rods.
6. Walls for the enclosure shall be provided on three sides and are to be a minimum of 6 ft. high and
shall be CBS construction with a finish matching that of the adjacent buildings(s). Accent shrubs
shall be provided along the screen wall(s) (LDR, Chapter 7.5, Article II, Section 5.J., and Article III,
Section 9.A.9.a, and Chapter 9, Section 10.C.3.)
7. Provide a minimum turning radius of 60 ft. to approach the dumpster. Provide a minimum backing
clearance of 60 ft. (measured from the front edge of the dumpster pad.) (LDR, Chapter 2, Section
11.J.2.b.)
PUBLIC WORKS - TRAFFIC
8. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.

9. The loading zone shall be no less than 12-ft. x 35-ft. (LOR, Chapter 2, Section 11.J.) Correct plans to
reflect the correct size.
ENGINEERING
10. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.

12. The scale should match between all sheets depicting the site (LOR, Chapter 4, Section 7. B.1, 7. C.1 ,
and 7.F.1.) Please use an engineering scale for all site related plans (Site Plan, Civil Plan, etc.)
13. The graphic scale provided on the Civil Plan does not match the written scale given.
14. Show proposed site lighting on the Site and Landscape plans (LOR, Chapter 4, Section 7.B.4.) The
lighting design shall provide a minimum average light level of one foot-candle. On the Lighting Plan,
specify that the light poles shall withstand a 140 MPH wind load (LOR, Chapter 23, Article II, Section
A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by photo-
electrical control and are to remain on until 2:00 a.m. (LOR, Chapter 23, Article II, Section A.1.a.)
Include pole wind loading, and pole details in conformance with the LOR, Chapter 6, Article IV,
Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting
Plan. Lighting shall be directed away from any residential uses (LOR, Chapter 2, Section 4.N.7). If
possible please provide photometries as part of your TRC plan submittals - it is much easier to
identify and correct any deficiencies now than while you are waiting on a permit!
15. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LOR, Chapter 23, Article II, Section A.1.b).
16. Show sight triangles, using a 25-ft. triangle, on the Landscape plans (LOR, Chapter 7.5, Article II,
Section 5.H.)
17. Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. thick
within driveways (LOR, Chapter 23, Article II, Section P.)
18. No landscape plan was submitted with this plan. However, using the conceptual planting plan shown
on the Site plan it is recommended that the canopy trees be placed a minimum of 10-ft. off the
property lines to allow for maintenance as the tree(s) matures.
19. Trees are proposed in close proximity to the dumpster. They will need to be relocated to provide
vertical clearance for solid waste pickup.
20. Provide an engineer's certification on the Orainage Plan as specified in LOR, Chapter 4, Section
7.F.2.
21. Full drainage plans, including drainage calculations, in accordance with the LOR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting.

22. Paving, Drainage and Site details will not be reviewed for construction acceptability at this time. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application.
UTILITIES
23. Please provide a timeline that clearly illustrates when water and sewer services will be required to
serve the proposed project. Your starting date for the timeline should be the date of City Commission
approval. Also provide milestone dates for permit application, the start of construction, and the setting
of the first water meter. This timeline will be used to determine the adequacy of water and
wastewater treatment capacity for your project upon the project's completion, so please be as
accurate as possible.
24. All utility easements and utility lines shall be shown on the site plan and landscape plans (as well as
the Water and Sewer Plans) so that we may determine which appurtenances, trees or shrubbery may
interfere with utilities. In general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that roots and branches will
not impact those utilities within the easement in the foreseeable future. The LOR, Chapter 7.5,
Article I, Section 18.1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
25. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
26. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. (500
g.p.m. some residential developments) with 20 p.s.i. residual pressure as stated in the LOR, Chapter
6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater
(CODE, Section 26-16(b)).
27. The LOR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. This plan does not meet this condition. Relocate fire
hydrant to the second landscape island.
28. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
seven (7) days of site plan approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand.
29. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. As other sources
are readily available City water shall not be allowed for irrigation.
30. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
CODE Sec. 26-33(a).

31. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
32. The LOR, Chapter 3, Article IV, Section 3(P) requires a statement be included that utilities are
available and will be provided by all other appropriate agencies. This statement is lacking on the
submitted plans.
33. Tap the 4-in. fire line off the 6-in. hydrant run rather than tapping off the 8-in. main in Neptune Drive.
34. The proposed 2-in. water service may be tapped off of the 6-in. hydrant run. This may be done by
submitting a written request for an administrative waiver to the Senior Engineer for processing.
35. Utility construction details will not be reviewed for construction acceptability at this time. All utility
construction details shall be in accordance with the Utilities Department's "Utilities Engineering
Design Handbook and Construction Standards" manual (including any updates); they will be
reviewed at the time of construction permit application.

3. All above ground mechanical equipment such as exterior utility boxes, meters and
transformers shall be visually screened. Back-flow preventers shall be painted to
match the principal building when in immediate proximity or painted to blend in
with surrounding landscape when not in immediate proximity to the principal
building. Place a note on the plans to reflect compliance with this code.

NEPTUNE COMMERCE CENTER
BOYNTON BEACH, FLORIDA
PROJECT DESCRIPTION:
The proposed Neptune Commerce Center will be located at 1320 Neptune Drive in Boynton
Beach, approximately 0.25 mile east of Congress Avenue. The 0.969-acre tract is vacant.
The Neptune Commerce Center building, with five connected units, will have a first floor area of
16,707 square feet and 1,535 square feet on the mezzanine. The uses and areas and within the
building are Office 1,535 square feet, Light Industrial 15,172 square feet and Warehouse 1,535
square feet, which is the mezzanine area. The mezzanine area is located directly above the office
space.
SCOPE OF STUDY:
In conjunction with a site plan submission, the City of Boynton Beach Land Development
Regulations requires a Traffic Statement. This traffic study has been prepared in accordance with
the standards and criteria as set forth in the Palm Beach County Unified Land Development Code,
Article 15, Traffic Performance Standards..
The scope of the study is to:
i) Determine the volume of traffic volume to be added to the thoroughfare system
