Dear Mr. Patel:
This letter will serve as a Trip Generation Statement for the development of 34
townhomes to be located in the general area of Hypoluxo Road and Congress Avenue in
central Palm Beach County, Florida. The office of Tinter Associates, Inc. has been
retained to analyze the need for a right turn lane into the project that will serve only the
proposed 34 dwelling units.
In order to estimate the potential trip generation activity from the proposed site, Palm
Beach County provides trip generation rates in conjunction with the Institute of
Transportation Engineers (ITEl Trip Generation manual, 7th Edition. In accordance with
the TPS Ordinance, only peak hour trip generation is considered. For informational
purposes, AM peak hour and daily trip generation activity is also shown. As noted from
Table 1, the proposed project is expected to generate 25 PM peak hour trips of which 17
will be inbound and 8 will be outbound.
The Palm Beach County Land Development Desian Standards Manual mandates the
inclusion of a right turn lane when there is at least 75 right turns inbound during the peak
hour. Of course this is not the case and as such a right turn lane is not warranted.

The Palm Beach Ccunty Traffic Division has reviewed the traffic statement and attachea
material for the proposed residential project entitled; Meadows Town-homes, pursuant
to the Traffic Performance Standards in Article 12 of the Palm Beach County Land

Based on our review, the Traffic Division has determined that the proposed residential
project is part of a pre 1990 approved PUD, and therefore, meets the traffic Performance
Standards of Palm Beach County. The County traffic concurrency approval is subject
to the Project Aggregation Rules set forth in the Traffic Performance Standards
Ordinance.

I have reviewed the above referenced plat and have the following comment:
1. These comments are preliminary and subject to change due to the fact that the MPMD and NWSP
applications have not been reviewed and approved as of this date.
2. Both pages of the Plat document are labeled Sheet 2 of 2 Sheets.
3. No dedications and reservations are listed on the plat.
4. Dedication of an access easement is necessary.
5. There is no designation and maintenance of common areas, lake or other amenities listed on the plat.
6. Will a more detailed plat be presented, as opposed to what appears to be a boundary plat?
7. Should there be a place for approval and authorization by the Master Homeowners Association of the
Meadows somewhere on the plat?
8. The parcel is listed as Tract "A", while the Master Plan depicts it as Tract "P". Tract "A" is already
designated as "Willowbrook" on the approved Master Plan.
9. Apparently, the townhomes will not be fee simple, since no individual lot lines are indicated.

The master plan submittal will require updating as part of your application. At minimum, please provide the
approved and built unit totals for each tract and the total gross density (existing and proposed), and update the
public and private recreation areas including both total sites and acreage. Lastly, please supplement the tabular
data with current terms for describing unit types.

2. It IS the applicant's responsibility to ensure that the Master Plan y/
Modification is publicly advertised in accordance with Ordinance 04-007.
3. The Master Plan Modification depicts the "new" Tract P as 8.15 acres in
size. However, the proposed Plat and Survey submitted therewith indicate V'
the parcel size as 7.966 acres. Please clarify/correct.
4. Please correct the spelling of "Minor" Road to correctly reflect "Miner"
Road. v"
5. Please correct both of the stub road right-of-ways from the depicted "60' /
future road", to indicate "60' Road R!W".
6. The proposed Master Plan appears to have eliminated the 1.86 acre park V
situated between Tracts M & N. Please clarify/correct.
7. Please correct the Land UselUnit Types depicted on each Tract to correctly
coincide with the built environment. It would appear as though the vast V'
majority of units are single family (SF), while Tracts G & Hare (GA) and
Tract A is (CL) and Tracts N & Pare (TH),
8. There are a number of discrepancies between the legends of the existing and
proposed Master Plans relative to Tract sizes and number of units, including
acreage and units within individual Tracts and the total acres devoted
exclusively to residential purposes (the existing depicts 220.11 acres and the vi
proposed depicts 211.3). Please correct these discrepancies or explain in
detail the variations, This item and the associated Site Plan for the 34 unit
townhouse development (NWSP 05-032) cannot move forward to Board
and Commission hearings without the discrepancies being
clarified/satisfied.
