· Modification of wall signage wording and color (as depicted on
the attached drawings: "Cardinal Red" and the addition of the
word "self").
Based upon the additional information submitted, please be informed
that the proposed changes to the wall signage, initially denied on
1-25-05, are "minor" as defined within the Land Development
Regulations, Chapter 4 Site Plan Review. This project may
continue to be processed by the Building Division as a permit
application.

This justif'ication is pursuant to the letter from Mr. Ed Breese dated January 28,
2005 for a wall sign modification for the west and south elevations to the site plan
related to the Safe & Secure Self Storage project located on the Northeast corner of
Congress Avenue and Southwest 30th Avenue. The site plan and project signage were
originally approved on October 7, 2003. The project is now in its final stages of
construction and the owners need their standard company logo and colors for signage
on the building. This includes the corporate shield logo of the "&" and red lettering. The
Lanham Act prohibits federal, state, and local governments from altering a registered
trademark.
When the site plan was originally submitted and approved, the wall signs were a
beige tone. This same color is used for other architectural accents on the building.
After further review, it became apparent that the wall sign would blend into the building
and not be identifiable.
We previously received a minor modification to change the color of the lettering on
the free standing sign to cardinal red. This color has been chosen as a corporate logo for

Safe & Secure and as shown by the attached photos in Exhibit "A", is currently being used
in the Safe to Secure facility in Royal Palm Beach. Clearly, the red letters are compatible
with the architectural features and scale of the building and thus comply with the
Community Design Plan. The red lettering is consistent with other signage in the
neighborhood. If you drive through the City, quite frankly, red lettering seems to the
predominant signage color. In fact, commercial buildings to the South and North of the
subject site utilize red lettering for their signage, including self-storage facilities and other
recent retail developments. Attached as Exhibit "B" are photos of existing buildings both to
the north and south of the subject that are currently using signage with red lettering that is
consistent with our request. Furthermore, we are not aware of any signage for commercial
uses in the vicinity of the project that use beige tones. It is critical to our client's business
that the signage for proper identification of this facility is consistent with the corporate
colors that Safe & Secure has chosen and which are also compatible and consistent with
signage of other commercial projects within the City of Boynton Beach.
The proposed south wall signage at 1.8% and the west wall signage at 1.4% of the
building frontage complies with all size regulations that are required by the City code. The
other change proposed besides this modification of the color of the lettering is that the sign
will actually be smaller. As indicated in Exhibit "C", a wall sign comparison chart, current
approval for the west elevation is one hundred and thirty six square feet (136 sq. ft.) and
the current approval for the south elevation is one hundred and sixty two square feet (162
sq. ft.). However, we will be reducing the size of each of these elevations to one hundred
and seventeen point three square feet (117.3 sq. ft.). So not only will the signage be
smaller, the signage will be the same size on both elevations. This allows for consistent
and aesthetically pleasing signage. Furthermore, this is almost fifty percent (50%) less sign
area than is allowed on the west elevation, and approximately twenty percent (25%) less
than is allowed on the south elevation. The plans show that the scale of the signage is
certainly inline with the project.
Thus, our request for the red lettering is consistent with the signage in the area and
throughout the City. If an attractive image is not communicated by signage, the business
will rarely get the clientele it wants or be able to let people know the true flavor of the
business, If a business's "aesthetic" appearance is not pleasing, the customer can, and
often will, go elsewhere.
An on-premises business sign is a critical element of a real estate site. One must
understand the total effect of all communication available or being utilized by the business,
particularly the communication afforded by specialized color. To maximize its full potential
a business must be capable of being seen, and once seen, it must be capable of being
remembered.

Lack of recognition is a strong reason for use of a standardized sign and
standardized color. Additionally, the sign must be distinguishable from its surroundings and
must be sufficiently conspicuous to attract attention. Signs provide direction and needed
information. As a planned, architectural feature a business sign can be colorful,
decorative, even distinguished.
For all these reasons, we respectfully request that the Site Plan Modification for the
west and south elevations be approved.

In response to your request dated January 11, 2005 for the
administrative review and approval of the modifications proposed to
the above-referenced approved site plan, depicting the following:
. Modification of monument sign letter color from dark beige to
red and blue and change to proposed wording on the sign (as
depicted on the attached plan); and
. Modification of wall sign letter color from dark beige to red
and change to proposed wording on the wall (as depicted on the
attached plan) .
Please be informed that the proposed change to the monument sign on
the revised plan date stamped 1/11/05 is "minor" as defined within
the Land Development Regulations, Chapter 4 - Site Plan Review.
However, be informed that the proposed change to the wall signs on
the revised plan date stamped 1/11/05 is not "minor" as defined
within the Land Development Regulations, Chapter 4 - Site Plan
Review. The wall signs may not continue to be processed by the
Building Division as a permit application, due to the following:
1. According to the Community Design Plan section of the Code, sign
colors shall be complementary to the colors of the structure on
which it is located. The original approval of the wall signs
achieved this requirement by utilizing the trim color of the
building for the sign lettering. With the proposed change to red
letters, two rows of verbiage 26 inches high and 21 feet in length,
at a height of approximately 30-32 feet in the air, the sign
becomes the most prominent feature on the building. This appears to
conflict with the Community Design Plan. The monument sign, due to
its small scale, was deemed appropriate for the corporate colors
requested by the applicant.

Staff is open to discussing other alternatives. However, the
proposal should be more complementary to the building colors.
Should you desire to continue the wall sign modification as
proposed, you must apply for a Major Site Plan Modification and a
Community Design Plan Appeal. As part of the application, you will
need detailed plans, application fees in the amount of $1,150, and
an understanding that the process takes approximately ninety (90)
days. Should you desire to amend your current application to
reflect the above comments, please submit revised drawings.

Justification Statement

The site plan approval was granted on October 7,2003 and at that time we had not yet established
a corporate logo. The subject of this request is for a minor modification to the Site Plan Signage in
order to be consistent with the Corporate Logo and colors. This will entail the verbiage on the signs
being changed from Safe & Secure Storage to Safe and Secure Self Storage. The company phone
number will also be included on the monument sign. The colors are consistent with the corporate
logo, that is now established for other Safe & Secure storage facilities in this area. The dimensions
will remain the same.

RIDER TO SITE PLAN APPLICATION
The undersigned as applicant for Final Site Plan Approval does hereby acknowledge, represent and agree that

City of Boynton Beach shall be reviewed by the various boards, commissions, staff personnel and other parties
