The Palm Beach County Traffic Division has reviewed the traffic generation statement for
two lots within the previously approved DRI entitled; Quantum Park - United Way -
Lots 4 & 5, pursuant to the Traffic Performance Standards in Article 12 of the Palm
Beach County Land Development Code. The project is summarized as follows:

subject to the Project Aggregation Rules set forth in the Traffic Performance Standards
Ordinance.

DRAINAGE STATEMENT
Unites Way at Quantum Park, Boynton Beach.
This is to certify that the proposed drainage system for the above referenced
project, located east of Quantum Blvd. and north of Gateway Blvd., in the Quantum Park
subdivision, in the city of Boynton Beach, Palm Beach County, Florida, will be designed
in full accordance with the existing South Florida Water Management District permit for
the Quantum Park and in full accordance with the standards and specifications set forth
by the South Florida Water Management District, the City of Boynton Beach and the
Lake Worth Drainage District. The proposed system will retain the required water quality
runoff on site, in open drainage swales and discharge it's excess runoff into the Park's
master lake system, as intended.

To Whom It May Concern:
United Way of Palm Beach County, Inc. proposes to construct a 5,000 square foot free-
standing office building adjacent to its existing 16,442 square foot, two-story office
building at the above referenced address. United Way owns Lots 4, 4-B, 5, and 5-B (6.23
acres). The sites were approved in 1989 for 2 two-story office buildings on Lots 5 and 5B
and an additional two story office building on Lots 4 and 4B. The total floor area was
49,272 square feet. The work to be accomplished under this application, other than as
specifically listed below, is limited to Lots 5 and 5-B (3.64 acres).
All the above referenced lots are under a single ownership. There are no plans to
subdivide into separate ownerships. There are no plans for future expansion of the
existing or proposed 5,000 square foot building. Based on the original site plan approval,
27,830 square feet remains unbuilt.
The proposed building will be located in the existing northeast parking area of Lot 5.
The revised site plan for Lots 5 and 5B will have a total gross floor area of 21 ,442 square
feet, a reduction of approximately 1,406 square feet from the approved plan. Code
compliant parking and green space will be maintained. Site drainage, site lighting, and
perimeter landscaping will be upgraded for Lots 5 and 5-A. Although no development is
proposed for Lots 4 and 4-B, the landscaping buffer between Lot 4 and Quantum
Boulevard and the site lighting will be enhanced to be consistent with that proposed for
Lot 5.
The new office building will be single story with a perimeter mansard roof that will match
the recently approved "Key Wesf' style metal re-roofing material for the existing building.

The walls will be stucco on concrete block with horizontal and vertical reveal joints
generally dimensioned to match the proportions of the window openings of the existing
building. All air conditioning equipment is located on the roof and is fully screened by the
mansard. The two buildings will be linked by a sidewalk with a protective conopy.
Attached are twelve (12) sets of drawings for your review and discussion at the TART
meeting.

UNITED WAY OFFICE BUILDING - TREE PERMIT
Your August 8 memo inquiring about replacement of dead trees is a
matter for the City Forester. But we are aware that Land
Development Regulations, Chapter 7.5, Article I, Section 5, page
7.5-3 requires a permit to destroy certain trees. Exceptions can
be made during emergencies (hurricane, tropical storm, flood or
any other act of God); for tree farms and nurseries; when a
betterment plan is executed; or under certain circumstances for a
public utility.
Chapter 7.5, Article I, Section 26, page 7.5-10 establishes a
procedure for appealing the decision of the "city inspector" (in
this case the Forester) .
The LDR does not outline a specific way for the City Manager to
overrule the Forester, but presumably that is a possibility. I
also do not read the LDR as applying any differently to Quantum
than any other location.

this section shall mean those parcels of land within
approved subdivisions which contain roads and utilities.
Section 5. Permit required.
A. Tree permits. No person, organization, society,
association or corporation, or any agent or
representative thereof, directly or indirectly, shall cut
down, destroy, remove or move, or effectively destroy
through damaging, any tree as defined by this article,
situated on a property described above without first
obtaining a tree permit.
B. Land-clearing, removing or filling permits. No person,
organization, society, association or corporation, or any
agent or representative thereof, directly or indirectly,
shall engage in land-clearing, land-removing or land-
filling activities in the City of Boynton Beach, or use,
operate, propel or maintain in use any bulldozer, pay
loader, front end loader, back hoe, drag line, power
shovel, road grader, dump truck, dredge, sand pumping
machine, pump line, fill spreader or other heavy duty
land-clearing, land-removing or land-filling equipment
without first obtaining a permit.
Section 6. Application for permit.
All permits required under Section 5 shall be obtained by
making application for the permit to the development department.
The application shall be accompanied by a written statement
specifying the location of the property and the expected land use
and indicating the reasons for removal, relocation or replacement
of trees thereon. Said application shall be accompanied by four
(4) copies of a legible site plan drawn to a minimum scale of one
inch equals twenty (20) feet unless, in the discretion of the
city inspector, it has been determined that a lesser detailed
scale site plan of the area involved, either in whole or in part,
will be sufficient for the purposes of this article in which case
an appropriate substitution shall be acceptable. Aerial
photographs having a minimum scale of one inch equals fifty (50)
feet may also be submitted for consideration of the city
inspector as such an acceptable substitute for a site plan.
Section 7. Site plan information.
Site plans submitted in connection with applications for
permits for the removal, relocation or replacement of trees shall
include the following information and details which shall be
summarized in license form on the plan:
A. Location of all existing or proposed structures,
improvements and site uses, property dimensioned and

Developers" to determine what is reasonable under the
circumstances.
Section 25. Public lands.
NO tree shall be removed from any city lands, public park or
any areas of the public right-of-way except in accordance with
the provisions of this article.
Section 26. Appeals from decision of the development department.
Any person, organization, society, association or
corporation, or any agent or representative thereof, aggrieved by
any decision of the development department or city inspector in
the enforcement of any terms or provisions of this article, may
appeal to the planning and development board by filing within
fifteen (ls) days after the date of the decision complained, of, a
written notice of appeal thereof with the city manager, with a
copy to the city clerk, which shall set forth concisely the
decision appealed from and the reasons or grounds for the appeal.
Bach appeal shall be accompanied by a fee of twenty-five dollars
($25.00) to cover the cost of publishing and mailing notices of
hearing. The planning and development board shall hear and
consider all facts material to the appeal and render a decision
promptly. The planning and development board may affirm, reverse
or modify the decision appealed from, provided that the planning
and development board may be further appealed by person,
organization, society, association or corporation, or any agent
or representative thereof, aggrieved thereby, by applying to the
City Commission for a prompt review thereof by filing within ten
(10) days after the date of the decision complained of, a written
request for review with the city clerk.
Section 26.1.
Bffect of an appeal.
During the pendency of any appeal, any permit which has been
issued or approved shall be stayed until the final determin~tion
of same. The chief building inspector shall immediately notify
the permittee that an appeal has been taken and that the
operations sanctioned by the permit are to be held in abeyance
until final determination of the appeal.
Section 27. Penalty.
A. Any person or organization, society, association or
corporation, or any agent or representative thereof,
violating the provisions of any section of this article
shall, upon conviction, receive a fine of up to five
hundred dollars ($500.00) and/or sixty (60) days in the
county jail. The removal of each tree shall constitute a
separate offense under this article.
B. Any person who violates the prov1s1ons of this article
shall be deemed guilty of a misdemeanor and the

I have received the attached request, which it is my understanding United Way is presently
undergoing renovations at the Quantum Park Lakeside Commons Office Building. They
can not get a C.O. they have been told unless they replace several trees, and are therefore
requesting some time to be able to replace the trees. What are the code requirements for
this building since it is in Quantum and are there any other alternatives? Thank you.

Dear Ms. Parker:
Thank you for meeting with me this past Friday 10 discuss our new building
purchase in Boynton Beach.
As we discussed. during our renovation process, we removed a few dead
palm trees, which I understand needed to be replaced prior to our receipt
of a full occupancy permit. These dead trees were definitely an eye sore
and the removal alone enhanced the beauty of the property.
As a not for profit agency iment on spending its money to support agencieS
providing services to the needy, we are requesting up to a three year
moratorium for us 10 replace these trees. Unfortunately, we were not
advised of our need 10 replace these trees until after the trees were
removed. Accordingly, we did not budget, nor do we have sufficient funds.
to replant the 1rees.
I would respectfully request 1hat the Ci1y Council approve this 1hre9 year
moratorium and also request that we be allowed 10 replace the dead trees
with less expense, but still beautiful, bushes.
I thank you and the members of the City Council for their consideration of
this request. We would appreciate an answer prior to our need for a full
occupancy permit toward the mid part of August, 1995.

SUBJECT: United Way Office Building - Quantum Park
I have received the attached request, which it is my understanding United Way is presently
undergoing renovations at the Quantum Park Lakeside Commons Office Building. They
can not get a C.O. they have been told unless they replace several trees, and are therefore
requesting some time to be able to replace the trees. What are the code requirements for
this building since it is in Quantum and are there any other alternatives? Thank you.
