The information provided with this notice is very brief, but you may contact the

This is also an opportunity for applicable State agencies to concur with or object to the proposed
project under the federal consistency provision of the Coastal Zone Management Act. Review
must be in accordance with the procedures adopted by the Interagency Management Committee
on October 25, 1989. Findings of inconsistency must describe how the project conflicts with your
agency's statutory authorities in the Florida Coastal Management Program and provide
alternative measures, if any, which would make the project consistent. Commenting agencies
must provide a copy of all consistency comments letters to the Florida Coastal Management
Program Director, Department of Community Affairs, 2555 Shumard Oak Boulevard, Tallahassee,
Florida 32399-2100.

Describe in general terms the proposed project, system, or activity.
The proposed project consists of modifying the existing surface water
management system for the Poinciana Elementary School site to serve both
the School and the new Wilson Park Community center and upgraded park
and pool facilities. The new Wilson Community Center will be constructed on
a 5.27 acre site west of the school.
A permit modification is proposed to modify Palm Beach County School
District's existing permit to include the 5.27 acre Wilson park site. This
modification is required because the school site has legal positive outfall
through the Wilson Park Site. See Appendix C for more information.
If there have been any pre-application meetings, including at the project site, with regulatory staff,

1. Indicate the project boundaries on a USGS quadrangle map. Attach a location map showing the
boundary of the proposed activity. The map should also contain a north arrow and a graphic scale;
show Section(s), Township(s), and Range(s); and must be of sufficient detail to allow a person
unfamiliar with the site to find it.
A USGS quadrangle map is shown in Exhibit 1. The project is located in Section 21 of Township
45S, Range 43 East. A Location Map with a graphic scale and north arrow is shown in Exhibit 2.
2. Provide the names of all wetlands, or other surface waters that would be dredged, filled, impounded,
diverted, drained, or would receive discharge (either directly or indirectly), or would otherwise be
impacted by the proposed activity, and specify if they are in an Outstanding Florida Water or Aquatic
Preserve:
The SFWMD C-16 canal is adjacent to the project site and will receive discharge from the site.
3. Attach a depiction (plan and section views), which clearly shows the works or other facilities proposed
to be constructed. Use multiple sheets, if necessary. Use a scale sufficient to show the location and
type of works.

Let's get together for a quick meeting to discuss the schedule. This project has already had a 1st review
TART meeting. At the next TART meeting (which you will schedule with Sherie Coale once you have the
revised plans and written responses to all previous TART comments), we will go over all the revised plans
and make sure all the previous TART comments have been addressed. If addressed, then P&Z can
schedule the CRA meeting which depends on the noticing requirements (the rezoning and land use
amendment require 30 days). Is it possible to get the revised plans, submit the rezoning and land use
applications (with owner authorization /deeds) and have the written responses to previous TART comments
by Tues. 12/13 TART or even by Tues 12/20 TART? If a TART meeting is not done until 1/3, then 1/10 is
not a realistic hearing date, given the noticing and review requirements. Please give me a call at your
earliest convenience.

Dear Mr. Majors:
Kimley-Horn and Associates, Inc. has performed a traffic impact evaluation for
the above-mentioned property. The property to be re-developed is located north of
N.W. 12th Avenue, east ofN.W. 3rd Street and west ofN.W. 15t Street in the City
of Boynton Beach, Florida. The attached Figure 1 illustrates the general site
location. Currently, there are 3.74 acres of city park, 3 single family detached
homes and 5,365 square feet of recreational community center uses that exist on
the site and all land uses have been operational for more than five years. It is
proposed to re-develop the property to contain 5.27 acres of city park and 12,000
square foot of recreational community center. Traffic generation, distribution and
roadway conditions were determined using methodology according to the Palm
Beach County Traffic Performance Standards Ordinance (TPSO). The data used
in the analysis are the most current data available from Palm Beach County.
Trip Generation
The daily traffic generation for the development was based on trip generation rates
published and accepted by Palm Beach County. The proposed development is
expected to generate 110 new external daily trips. Peak hour characteristics were
based on information published in the version of the Institute of Transportation
Engineers' report, Trip Generation, currently adopted by Palm Beach County.
The project is expected to generate 7 net AM peak hour trips and 7 net PM peak
hour trips. The net external trip generation includes a redevelopment credit
equivalent to 110 percent of the existing trip generation, per Article 12.3.BA of
the TPSO. Table 1 summarizes the daily and peak hour trips associated with the
existing site and proposed project.

Project Significance
According to the net peak hour trip generation for the site (7 vehicles per hour), the
maximum radius of development influence (RDI) was determined to be the directly
accessed link of first accessed major thoroughfare for Test 1. Seacrest Boulevard
would be the first directly accessed link of a major thoroughfare for the site. Based
on a review of the travel time characteristics and complementary land uses in the
project's radius of influence, it was determined approximately 55% of project
trips would be distributed to the north and 45% to south on Seacrest Boulevard.
Since the project's maximum impact on Seacrest Bouelvard is less than 1 % ofthe

Driveway Evaluation
The proposed driveway volumes depicted in Figure 2 are 287 daily trips, 19 AM
peak hour trips and 20 PM peak hour trips. According to Palm Beach County's
"Guide to Parking Lot and Street Access Design Criteria and Standards" this
driveway is classified as a minor driveway. The site turning movement volumes
are depicted on Figure 2.

The proposed project to redevelop the site to contain city park and recreational
community center land uses between NW 15t Street and NW 3rd Street on NW 12th
