Rumpf, Director, Planning and Zoning Laurinda Logan, P.E., Senior Engineer RE: July 1, 2004 ( Review Comments \ Minor Site Plan Modification - 1 st Re~__ Winchester Shops File No. MMSP 04-061 DATE: The above referenced minor modification, received on June 30, 2004, was reviewed for Public Works, Engineering, and Utilities. The following comments may be addressed at the time of permitting. PUBLIC WORKS - GENERAL 1. Indicate by note that the site dumpster enclosure shall be constructed in accordance with City Standard Drawing G-4. The minimum dumpster pad size is 10ft. x 10ft. (inside dimension including gates.) (LDR, Chapter 7.5, Article II, Section 5.J. and Article III, section 9.A.9.a.) 2. Adjust canopy tree locations adjacent to the dumpster enclosure to ensure no vertical conflicts. PUBLIC WORKS - TRAFFIC 3. The fire lane signage and markings shall conform to LDR Chapter 23, Article II, Sections B. & M. The 3-foot high "Fire Lane" words shall be placed along both lanes and staggered. ENGINEERING 4. Please note that changes or revisions to these plans may generate additional comments. Acceptance of these plans during the TRC process does not ensure that additional comments may not be generated by the Commission and at permit review. 5. Revise the note on the Landscape Plan to state that within the sight triangles there shall be an unobstructed cross-visibility at a level between 2.5' and 8' above the pavement. 6. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at the time of permitting. 7. Paving, Drainage and site details will not be reviewed for construction acceptability at this time. All engineering construction details shall be in accordance with the applicable City of Boynton Beach Standard Drawings and the "Engineering Design Handbook and Construction Standards" and will be reviewed at the time of construction permit application. Please provide a timeline that clearly illustrates when water and sewer services will be required to serve the proposed project. Your starting date for the timeline should be the date of City Commission approval. Also provide milestone dates for permit application, the start of construction, and the setting of the first water meter. This timeline will be used to determine the adequacy of water and wastewater treatment capacity for your project upon the project's completion, so please be as accurate as possible. 9. A building permit for this project shall not be issued until this Department has approved the plans for the water and/or sewer improvements required to service this project, in accordance with the CODE, Section 26-15. 10. Palm Beach County Health Department permits will be required for the water system serving this project (CODE, Section 26-12). 11. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. with 20 p.s.i. residual pressure as stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater (CODE, Section 26-16(b)). 12. A reservation fee has been paid is valid until January 2005. 13. Staff recommends removing the fire hydrant at the southeast corner of the building. It is redundant. 14. Remove the double detector check valve shown in the northeast corner of the property. It serves no purpose. 15. Relocate the double detector check valve on the northwest corner to a location adjacent to the building. 16. Utility construction details will not be reviewed for construction acceptability at this time. All utility construction details shall be in accordance with the Utilities Department's "Utilities Engineering Design Handbook and Construction Standards" manual (including any updates); they will be reviewed at the time of construction permit application.
